'WNFSDAY, APRIL 1, 1942.
The City Council of the City of Lodi met in regular session at
8 o'clock P.M. at the place and on the date first above in these minutes
written, Councilmen Bull, Riggs, Rinn and Wbihe present, Mayor Steele absent.
In the absence of the Mayor, on motion of Councilman Bull, Riggs
second, Councilman 'Keihe was chosen Mayor pro -tem and opened the meeting.
The minutes of the last meeting held March 18, 1942 were ready
approved as read and so endorsed by the Mayor. —,
PUBLIC H+AR.INGS: Mr Ezra Ehrhart, representing Lodi Motocycle
Club, applied for use of Lodi Stadium for a motocycle meet on June 14th.
No objections being offered, the permission was ordered granted.
Mr J. A. Whitley filed a petition signed by 35 residents on
C,uimby Avenue asking that the name of this street be changed to Hutchins
Street. This change was approved by the Council but the petition was ordered
referred to the City Attorney so that proceedings to make this change could
be legally had to conform to Section 970 of the Streets and Highways Code.
Mr I. % Loe:ren asked information as to the permanency of the
opening of the ten -foot -alley in the south half of Block 10, Lodi Barnhart
Tract, the closing of which had been a matter of complaint submitted at
the March 4th meeting. City Engineer Clinton Henning assured Mr Loewen
that the alley would be kept opened and would be graded at an early date.
CC55.`LNICATIONS: Lodi Business and Professional Women's Club
extended an invitation to members of the Council to attend a Public Relations
Dinner -3n April. 13 :.
The office of Defense Health & Welfare Services, Division of
Social Protection advised the Council as to adverse moral conditions i. Lodi
and the Clerk w.as directed to advise the Regional Supervisor that this
matter was receiving the necessary attention.
OCD Regulations 1, "Loans of Equipment & Supplies to Civil Author-
ities" received through the League of California Cities, was ordered laid
over until further information was available.
The ,%uarterly Report of the Chief of t1:e Fire Department was rec-
eived, read and ordered filed.
UNTINISHED BUSINESS. The Finance Committee, to whom the matter of
further proceedure in nutting Ordinance No. 276 (Personnel System) into
effect :made the following oral recommendation: That Vim. F. Meeske be
appointed Personnel Clerk to serve at the pleasure of the Council at such
salary as the Council might, from time to time, deem sufficient, and that
Lr G. yi. Steele, Mr George Lytle and Mr A.A.Clark be appointed members of
the Board of Review as established by this ordinance. These appointments
were confirmed by the adoption of Resolution No. 1118. introduced by
Councilman Bull, Rir.n second and carried by the following vote:
AYSS, Councilmen, Bull, Rinn, Riggs, Weihe
NOES, Councilmen, None.
ABSZNT, Councilman, Steele.
NLN BUSINESS: A recommendation of the Recreation Commission of
the City of Lodi that Mr Harold (Bud) Makefield be employed by the City
to organize and promote a soft -ball program for the Summer at a salary of
$150.00 per month plus $15.00 monthly auto expense was approved and his
appointment, salary and expense allowance confirmed by motion made by
Councilman Rinn, Riggs second and carried
CLAIMS: Claims in the amount of $25,636.20 as approved by the
Finance Committee were allowed and warrants ordered drawn in payment thereof
on motion of Councilman Riggs, Bull second.
It appearing that an error had been made on March 4th in not
informing the City Clerk that the wages of Howard Eakles, laborer in the
Electrical Department, should be at the rate of 65¢ per hour instead of
continuing at 50x per hour, it was ordered that the necessary adjustment
be made to correct this error and that his wages should be at the higher
rate, effective as of March 1, 1942.
Adjournment was taken at 20.09 o'clock P.M. on motion of Councilman
Neihe.
