This regular meeting of the City Council of the City of Lodi was
called to order by the Mayor at 8 o'clock P.M. at the place and on the date
first above in these minutes written, Councilmen Bull, Rinn, Neihe and Steele
present, Councilman Riggs absent on account of il-news.
The minutes of the last me=ting held March 4, 1942 -.,.ere read, approv-
ed as read and so endorsed by the Mayor.
Mr L. A. Mills, President of the Stockton City Planning Commission,
Mr C. P. Rendon, Chairma.-i of the Sar. Joaquin County Planning Commission and
Mr Julius Manthey, County Surveyor, Secretary of the last names Commission
appeared before the Council in advocation of a plan for the joint hiring of
a full-time planning consultant by the City of Stockton, San Joaquin County
and the City of Lodi, the expense t)zereof to be shared in porportion to the
time to be devoted to the service of each participant, tentatively set at
40% by the County and 40% by Stockton and 20% by Lodi. Decision in this
matter was deferred until later in the meeting.
The offer of Janie Wylie, transmitted through E.F.Hutchinson as
custodian of Lodi Armory was received. Mayor Steele stated that the flag
had been formally accepted by the City.
Endorsement of San Joaquin Flood Control Association was witheld
until its effect could be studied, its Secretary having again submitted a
request that the City Council approve the efforts of this Association by
the adoption of a suitable resolution.
In the absence of Chairman Riggs of the Finance Committee, -to
which Committee further action in the matter of the establishment of a
Personnel System had been referred, no action was taken.
The office of Park Superintendent was created and his powers and
duties defined by the adoption of Resolution No. 1117, introduced by Council-
man Bull, Rinn second and passed by the following vote:
AYES: Councilmen, Bull, Rinn, Steele.
NOES: Councilman, 'deihe.
ABSENT: Councilman, Riggs.
On motion of Councilman Bull, Rinn second, and carried over the
dissenting vote of Councilman Wreihe, g.G.Hurrle was appointed Park Super-
intendent at a salary of $ 200.00 per month, effective as of March 1, 1942.
Business License Applications Nos 330 to 345, first read on Feb-
ruary 18th, were a.gain read and licenses ordered granted.
On motion of Councilman 7%eihe, Bull second, the Clerk was author-
ived to apply to the Local Tire Rationing Board for two 30 x 3'P tires for
use on a lawn -mower trailer.
The Mayor .las authorized to sign an acceptance of 'XIA Project No.
50-11842, improvements to city sanitary sewers on motion of Councilman Bull,
Rinn second.
Notice of the transfer of a liquor license at 27 N.Sacramento St
from 77esley E.Seibel to Weigand and Kirkbride was received from the State
Board of Equalization. No objections offered.
Business License Applications Nos 349-353 were received and given
first reading.
The Council, at this time, registered its decision not to participate
in the joint employment of a planning consultant as advocated by members of
the San Joaquin County and Stockton City Planning Commissions avid the Clerk
was directed to so notify Mr L.A.Mills of the Stockton City Planning Commiss-
ion, who had addressed the Council at the opening of the meeting.
The formal claim of falter A. Flanders for $114.09 damages and $150.00
for loss of use of his automobile, arising out of an accident alleged to have
occurred December 14, 1941 on Pine Street near Sacramento Street, was rejected
on motion of Councilman Rinn, Weihe second.

Councilman Bu11 of the Local Defense Committee invited the City
Councilmen to meet with the Air Warden's Class on Thursday evening next.
On motion of Councilman Rinn, Bull second, Fire Chief Earl May
and W. Correll Smith, instructor in anti -incendiary training, were author-
ized to attend a two -weeks training school to be held at Stanford Univer-
sity beginning March 29th, their reasonable transportation and maintenance
expenses to he defrayed by the City, but not to exceed $175.00
On potion of Councilman Xeihe, the City Council adjourned at the
hour of 10:13 o'clock P.M.
