TEDNESDAY, FEBRUARY 18, 1942.
This regular meeting of the City Council of the City of Lodi was call-
ed to order by the Mayor at 8:00 o'clock P.M. at the place and on the date first
above in these minutes written, Councilmen Bull, Riggs, Rine, Weihe and Steele,
Mayor, present, none absent.
The minutes of the last meeting held February 4, 1942 were read, approv-
ed as read and so endorsed by the Mayor.
No persons appearing, the order of Public Hearings was passed and the
Council proceeded to consider communications, notices and reports:
(a) A letter from the President of the Lodi City Employees Association
requesting action in the appointment of a personnel board and a personnel clerk
was referred to the Committee on Finance & Revenue for report.
(b) A proposal of Stockton Roofing Compare to install Celotex Rock -
Wool in the attic of the City Hall for the sum of $543.00. Read and ordered
filed for future action.
(c) A letter and copies of Los Angeles City ordinances from the League
of California Cities, all relating to establishing the authority of auxiliary
police officers and auxiliary firemen, was referred to the Committee on Public
Health and Safety for such action as might be deemed necessary.
(d) Copies of Resolution No. 1113, endorsed by the Boards of Trustees
of Lodi Union High School District and Lodi Elementary School District, approv-
ing the establishment of a Joint Recreation Commission. Ordered to the Clerk's
files.
Councilman W.E.Riggs reported that he had obtained agreements with
affected property owners on Nest Vine Street, Sierra Vista Place and South Church
Street in compromise of their claims against the City for road -oil damages to
buildings that would reduce the claims from $245.00 to $170.00. On motion of
Councilman Riggs, Rinn second and carried, the report was accepted and payments
thereunder authorized on the filing of proper claims.
Reports of transfer of alcoholic beverage licenses were received from
the State Board of Equalization in the matters of John Noulos and Rozi Piazzi.
License applications #330 to 345 were received and given first reading.
On motion of Councilman Riggs, Bull second, Superintendent of Public
Utilities, John A.Henning was authorized to extend sewer service to lots on the
North side of pest Tokay Street between School and Church Streets.
At this time, Mayor Steele,reported that, in colaberation with Leroy
Nichols, Superintendent of Schools, the following named persons names were
submitted to the Council for appointment as members of the Recreation Commission
to be established jointly with the two Lodi School Districts pursuant to the
terms of Resolution No 1113: viz: Dr Irving Ridenour, Mr Thurlow A.Haskell,
Mrs Stella Higginbotham, Mr C. R. Van Buskirk and Mr Lester n.Wilson.

On motion of Councilman Bull, Riggs second, Resolution No. 1114
approving the appointments of the above recommended persons, subject to the
approval of the interested school districts, was introduced and passed by the
following vote: -
AYES: Councilmen, Bull, Rinn, Riggs, Weide and Steele.
NOES: Councilmen, None
ABSENT: None.
Ur Clinton Henning, City Engineer, reported that rights of way for
the extension of the Lincoln Avenue storm drain Northerly to the Mokelumne
River could be obtained from J.N.Ballentine and wife for a total sum of $400.00
one-half of which would be in compensation for anticipated damages to trees,
vines and other improvements along the line of the proposed out -fall.

On motion of Councilman Rim, Riggs second, and carried, the City
Engineer was instructed to prepare a description of the proposed easement,
submit the same to the City Clerk and make such arrangements with Mr Ballen—
tine as would assure the City of possession of this right of way.
-- On motion of Councilman Otto A. Weihe, adjournment was then taken
in respect to the memory of the late J. N. Shattuck, Councilman from April
179 1922 to April 21, 1930 and Mayor from April 17, 1922 to April 21,1924.
