Pursuant to the s-::jcurnment taken by the City
Clerk from its meeting due regularly to be held on November
9, 1941: the City Cou:•cil o:' the City of Lodi met in adjourned
regular session at c:00 o'clock F.., at the place and on the
date first above in these minutes written, Councilmen 5ull,
Riggs, Rinn, :•eihe and Yayor Steele present, none absent.
The minutes of the last meeting held November 5, 1941
were read, approved as read and so endorsed by the =.ay or.
Mr. J.•Newfield of the San Joaquin County Safety
Council introduced Nat H. ;ood, =resident of the Council and
filed an application for the contribution by the City of Lodi
of the sum of =0.00 per year toward the employment of a
oour_ty traffic coordinator. L_r. good and Mr. E. C. :,00druff
Statistician of the Council stated that San Joaquin County
had all ready allowed the sum of :1,000. and the City of
Stockton 72C.00 for this purpose. At the order of the i•.ayor,
the a:;pli-ation ::as referred to the Committee on Yublic
Heath ant. Safety.
'._r. C. E. Stevens representing property owners on
Proposed Cypress Street asked that the Council take im:ediate
action toward the opening of this street. It appearing that
a majority of the _ rcperty owners fronting on the~ro Posed
street were in favor of it and were satisfied withthe-
cor_tri cations that they would be required to make. The matter
was referred to the Committee on Streets and Highways with
directions that they try to obtain consents from the other
ronertr garners.

dJ-vitans Club stated by letter that it was
willing to drop its in the appointment of members
on the recreation :o -mission if and when the City Council
adopted the "Francis Plan".
A letter of thanks was received from the Lodi
Fost X22 of the A-erican Legion expressing appreciation for
the use of the stadium on last Armstice Day.
State Controller, Harry L. Riley called the attention
of the City Council to the fact that there might be tax deeded
property suited to public use and that the Council,should
avail itself of the provisions of the Finance and revenue
Code to obtain deeds to the same. This was referred to the
City Clerk and City Attorney.
A letter was received from the Division of Highways
callin: the attention of the Council to the necessity of
replacing oak trees on Victor road and also giving the
allocation_ of gasoline tax appropriations to the City for
the last cuarter year.
A short report on the California Sewage V orks
Association neetinP held in Sacramento was received from
:'red . Post.
Notice of the appointment of City Engineer,
Clinton Henning to the County Defense Council was deferred
to be taken up later in the meting.

garlands and other Christ-nas Decorations on the streets
for the coming holiday season was approved and on motion
of CouncilmanRig-s, seconded by Councilman ?,inn,
Superintendent of Public Utilities J. A. = erning was
directed to ian� the necessary lights for the same purpose
at no cost to the E:erchants Association.
The application of :rrs. Katie Fu�azi for permission
to ray a lung sum in lied of sewer rental on a house outside
he cit- r;as denied.
The application of Glenn R. Houston for permission_
to install a :Nater _ripe across the `:est eighty feet of Lot 14
in Live Oak Colony was ap_roved with the priviso that the
pipe lire be installed at such a. depth and under such
conditions and with such materials as would meet zrith the
approval of the Cit;;=n,-,ineer.

On motion of Councilman Bull, Ric gs second,
Clinton :=ernir.3, the City c:mgineer m^as authorized to accept
the aocointment tendered by the San Joaquin Defense Council
to mem'oership on its committee on Transportation, Housing
and ":oras and ?acilities.
On motion of Councilman Li_gs, Councilman `+'eihe
second, Surerintendent of Public Utilities, J. A. rennin7 was
authorizes to extend water and sewer service to the Piewzell
ra ..
J. A. enning reported that the best available
site that could be secured South of Kettleran Lane for a
new r.,_ur_r,int site was at the Southeast corner of Kettleman
Lane and Stockton Street and that the owner would set a price
of 31,500. on a parcel 50 x 80 feet or $1,600. on a parcel
50 x 100. On motion of Councilman nig-s, seconded be
Councilman 4tei__e, the C-er!� was authorized to secure�a deed
fron7 the owner of the property for a lot 50 x 100, the owner
to furnish policy of title insurance and pay cost of trar_sier.
City -r_lineer, Clinton rennins reported that a
traffic activa-ed sinal or si_rals to handle the traffic
at Pine Street and k,r-erokee Lane could be obtained By the
Division of riThr;ays and he was authorized to rake application
tothe
State Division of Public 'Aorks, Division of igh:rays
forthe tvro signals required.
."r. __ennin:, also reported on the meeting held
before the State :railroad Cox^_ ° ssion on November 7th,
statin., that he had nreserted a-ain the city's application
for a modification of the P-6 rate to allow use of stand-by
larts for -aakin7 purposes.
The Councilmen then discussed further the ratter
of extensions to the Sewae Disposal Plant but no action was
taken.
