This regular meeting of the City Council of the City of Lodi was called
to order by the Mayor at 8:00 o'clock P.M. at the place and on the date first
above in these minutes written, Councilmen Bull, Riggs, Rinn, ::eche and Steaele
present, none absent.
The minutes of the last regular meeting held October 15th and of the
meeting adjourned therefrom held October 21 'ere read, a:proved as read and
so endorsed by the Mayor.
PUBLIC HEARINGS:
Mr William C. Hoegerman addressed the Council in regard to the licensing
of building contractors. He protested against the granting of licenses to two
contractors before Ordinance No 272 became effective, thus waiving posting of
bond as required by that Ordinance. rending of Ordinances Nos 221 & 272 td
r ovide for exemption of businesses being conducted at the time of the adopt-
ion of Ordinance No 272 from the bond provision was referred to the City
Attorney.
Mr Joseph Dotson spoke regarding restrictions on Forrest Avenue that
prevented him from building a storage building of the rear of a vacant lot.
Notice of a hearing before the State Railroad Commission on gas and
electric rates was readand City Engineer C.Henning was directed to attend
in furtherence to the City's application for a modification of the P-6
electric rate schedule. This meeting was to be held in Sacremento-on Novem-
ber 7th.
Notice of meetings on priorities before an official of the Office of
Production Management to be held in Sacramento, Stockton & Fresno was read
and Councilman Bull directed to attend the Stockton meeting December 15th.
The City Clerk reported on efforts being made to co-ordinate the efforts
of City Planning Commissions and the San Joaquin County Planning Commission
through the joint hiring of a planning consultant. Mr Robert H. Rinn was
named to be the City's representative from the City Council in future delib-
erations in this matter.
The offer of Pacific vas and Electric Company to sell its facilities in
Lake Home Subdivision to the City for the sum of $1718.00 was accepted on
motion of Councilman :7eihe, Bull second.
Reports of the Chief of Police and of the City Poundraster for the month
of October were received, read and ordered filed, likewise the quarterly
reports of the City Treasurer and City Clerk.
On production of an affidavit showing due publication of 'Notice to
Bidders", proposals to furnish large size water pipe were opened and con-
sidered by the Council. Only one proposal was received, that of JOHNS -MANVILLE
CORPORATION of "Transite" pipe, and the prices quoted being thought the best
obtaineble at this time, Resolution of Award No. 1099 awarding the contract
to that company was introduced on motion of Councilman Weihe, Bull second and
adopted by unanimous vote of all members of the City Council.
License Applications Nos 312 and 313 were approved and licenses ordered
granted.
City Councilman Robert H. Rinn was appointed a member of the City Planning
Commission by the adoption of Resolution No. 1097 introduced by Councilman
Bull, Weihe second and carried.
The annual purchase agreement with Great Western Division of Dow Chemical
Company for liquid chlorine was renewed at the same price as last year cn
motion of Councilman Bull, Weihe second.
A Street and Highway Agreement with Southern Pacific Company and Central
Pacific Railway Company, its lessor, for the widening and straightening of
Tokay Street was received and read. After its consideration, the Mayor was
directed to execute the same by the adoption of Resolution No. 1098, intro-
duced by Councilman Bull, Weihe second and carried by the following vete:
AYES: Councilmen Bull, Wrihe, Riggs, Rinn and Steele.
NOES: Councilmen, None. ABSENT: None.

City engineer Clinton Heaning presented an application to the Work
Progress Admisistration for assistance in constructing a sewer out -fall
westerly to a point near tide -water and the ::ayor was authorized to sign
the application by the adoption of Resolution No. 1100 introduced by
Councilman Weihe, Riggs second and passed by the following vote:
ALAS: Councilmen Ifeihe, Riggs, Bull, Rinn and Steele
NC'_'S: Councilmen None.
ABSWT: Councilmen None.
Cn motion of Councilman Bull, 7Teihe second, the City Clerk was direct-
ed to complete the purchase of land necessary to open Park Street westerly
to South Hutchins Street, the price to be paid being $650.00, vendor, Ben
Scott, to pay costs of transfer.
Tacob Philippi An s allowed an auto allowance of 5d, per mile beginning
October 1st, 1941.
The matter of delegating the assessment end collection of city taxes
to San Toaquin County as brought up by the City Assessor was referred to
the Comittee on =inance =ad Revenue for investigation and recommendation.
Claims in the amount of $P.7,557.00 as approved by the Auditing Comm-
ittee were allowed and ordered paid on mojrion of Councilman Weihe, Riggs
second.
At 10:50 o'clock F.M. the Council was resolved into Comittee of the
Whole and the room cleared; on return to open session at 12:18 A.M. of
November. 6th, adjournment was taken on motion of Councilman Weihe.

Pursuant to an agreement heretofore had with the members of the City
Ccuncil, I apneared at the Council Chambers at 8:00 o'clock P.M. on Wednesday,
`.ovember 19th,1941, said place, day end hour being that of the reguler meeting
of said City Council, a,d no members of the City Council appearing and there
being no persons :vhatever in astendance, I adjourned the said regular meeting
of the said City Cou`cil and all matters due to be transected thereat to and
until 8:00 o'clock PZ_ of 71ednesday, Nevember 26, 1951, posting notice of
