DAY, OCTOBER 21, 1941
Pursuant to the adjournment taken from its regular meeting of October 15th,
the City Council of the City of Lodi met in adjourned regular session at 8:C0
o'clock P.M. at the place and on the date first above in these minutes written,
Councilmen 3u11, Risgs, Rina, Weihe and mayor Steele present, none absent.
The consideration of bids opened October 1st, 1941 being the first order of
business, Councilman .7 :.Riggs, Chairman of the Committee on Public Utilities,
to which Committee further investigations had been referred on October 15th,
reported that the Pomona Pump in well No 6 was performing satisfactorily but
that, in view of the fact that the water table might be expected to fall in the
next few years, he would recommend Layne & Bowler equipment as more efficient
under such a condition.
Councilman Robert H.Rinn stated that he had also considered the tests made
on present Pomona equipment installed at well No 6 and had heard the comments
of an engineer of Pacific Gas & Electric Company on the various proposals sub-
mitted to the Council. He favored Pomona's bid as recommended by the Department
which would have the operation of the pump and motor.

Resolution No. 1096, a resolution awarding the contract/for this pumping
unit was then introduced by Councilman Weihe, Rinn second, and the same was
adopted by the following vote:
AES: Councilmen Weihe, Rinn, Bull and Steele.
NOES: Councilman Riggs.
ABSENTS Councilmen None.
A contractor's license was ordered granted to Salih Brothers on the filing
of satisfactory bond as required by Ordinance No 272.
CRDIN.NCN NO. 276 entitled " AN ORDINANCE CF THE CITY OF LODI CREATING AND
ESTABLISHING A PERSONNEL SYST 1I FOR SAID CITY " was introduced on motion of
Mayor Steele, Counci1mon Riggs second, and, as all members of the City Council
had been furnished with mimeographed copies of the ordinance, reading at length
was omitted by the same motion. Cn a vote being had, Ordinance No. 276 was
formally introduced, all Councilmen voting in favor thereof.
A call for a meeting of all persons affected by and interested in the
enforcement of the ;alcoholic Beverage Act to be held in Stockton High School
on the evening of October 28th was received frau Fred E. Stewart, Chairman of
the State Board of Equalization.
The a7pliaation of F. R. smith for use of a City automobile in lieu of
auto allowance was referred to the Committee on Public Utilities.
L:ayor Steele reported that he' had been served with a copy of the Sons
and Complaint in Pacific Telegraph & Telephone Company vs City of Lodi for
re -imbursement on account of a judgement sustained by that Company in Emery vs
P.T. & T. Company, this claim being based on clauses contained in the Joint
Pole Agreement of November 7, 1910.
At 9:34 o'clock P.M. the City Council adjourned at the order of the Mayor.
