MESDaY, OCTOBER 15,1941
=his regular meeting of the City Council of the City of Lodi was
called to order by the Yayor at 8:00 o'clock P.M. on the date and at the
place first above in these minutes written, Councilmen Bull, Riggs, Rinn,
Weihe and Steele present, none absent, (Councilman Robert a.Rinn, a, -pointed
October 1, 1941, having qualified, was seated at the Council table for the
first time'.
^-a minutes of the last meeting held October 1, 1941 were read,
a --proved as read and so endorsed by the Mayor.
No persons a:pearing at this time, the order of Public Eenrings
was passed hr_d the Council proceeded to hear co.—unications and reports:
A letter of thanks from Lars Ruth F. Graffigia.
A letter of acpreciation for courtesies extended during the Grape
and 'dine Festival from the San Francisco Chamber of Co=erce.
A detailed report from L:r Lcuis P. Singer Jr, Deputy Building
�nspector covering the annual meeting of the Pacific Coast Building Officers
Conference in Santa Barbara.
-he City Clerk presented the L:anual of Fire Insurence prepared by
a co=aittee of the League of California Cities.
John A. Henning, Superintendent of Public Utilities, to whom
bids o_ened October 1, 1941 on pumping equipment had been referred, recom-
mended purchase of the Pomona unit on the basis of efficiency. On motion
of Councilman Riggs, Bull second, the bids were referred to the Committee
on Public Utilities for study and retort to the Council at an adjourned
meeting to be held October 21, 1941.
_n order to comply with the provisions of the Federal Revenue act
of 1941, the ':ity Clerk -.-.-as designated the proper officer of the City to
sign claims for exemption frau excise taxes on certain classes of materials
purchased by *e City. --his was done on motion of Councilman Bull, Weihe
second.
C^ =otion of Councilman Weihe, Rinn second, the L:ayor was author-
ized to execute a lease with the State of California for rental of the
National Cuard armory for a period of three years from L:ay 14, 1941.
"ayor Steele appointed Councilman Robert H. Rinn to the following
co.Ycittees of the City Council : Finance & Revenue,(Cnairman); Public
Utilities; =ublic Health & Safety; Streets Righways & Parks.
Business license „plication No. 310 being accompanied by the
bend required by Ordinance No 272, was approved and license ordered granted.
The a.plication of F. R. Smith for a Citv owned automobile in
lieu of auto allowance and request of Chas T Freshour for a new power lawn
mower were continued to a later date.
ne selection of a site for the new pumping unit was left in the
hands of the Committee on Public Utilities for recommendation.
"he Clerk was directed to submit the ordinance on personnel as
prepared by Public 'administration Service to the Council at its next meet-
ing, copies having been __ I placed in the hands of each Councilman
C: motion of Councilman .'eihe, :jinn second, the Clerk was direct-
ed to publish an advertisement inviting bids of 5,000 linear feet of water
pipe in such sizes as might be designated by the Superintendent of Public
Utilities, also, in proper time, to call for bids for laying the same.
Clal_ms in the amount of, $11,069.12 as approved by a majority of
the Finance Committee were allowed on motion of Councilman Weihe, Bull second.
