HomeMy WebLinkAboutMinutes - October 1, 1941272 OOU:CIL CSL ERS -- CiT COUNCIL CIT-- HALL --v IT Y 0 LODI BE OCTOR 1 1941 This regular meeting of the City Council of the City of Lodi was called to order by the Mayor at 8:00 o'clock P.M. at the place and on the date first above in these minutes written, Councilmen Bull, Biggs, Weihe and Mayor Steele present, constituting all of the members of the City Coun- cil, Councilman Emil F. Gra--figna having died on the 25th day of September. The minutes of the last meeting held September 17th, 1941 were read, approved as read and so endorsed by the Mayor. No persons appearing at this tie, the order of public hearings was passed and the City Council proceeded to publicly open and declare all 'proposals received for the purchase of one one -hundred horse -power pumping unit, the Clerk having first proved legal publication of notice by affidav- it. Proposals so opened were: Pomona Pump Company 1160 RPS: Motor, 6 stage 2,000 GM Pump $ 3,214.27 1760 do 2 " 1,850 do 2,529.58 :cod Machinery Corporation Bean -Cutler Division ( Peerless Pump ) 1760 RP.i Motor 4 stage 1,800 GPM Pump (0i1 Lub) $ 2,587.27 1760 RPM Motor 4 stage 1,800 GPM Pump (Wtr Lub) 2,333.64 ( aid $80.19 for suction,strainer and sir line) Frank T.Harris Layne & Bowler Corporation 1760 RPM Motor 3 stage 14" 1850 GPM Pump (A'd $79.?0 for suction,strainer and air line) $ 2,333.64 At the direction of the Mayor. all bids were referred to the Superintendent of Public Utilities for report at the next meeting. An invitation to be present at a demonstration of fire apparatus as part of Fire Prevention Week" to be held at the soft ball grounds on the evening of October 8th was received from the Chief of the Fire Department. Monthly reports from the Chief of Police and from the Pogndmaster-, Fire Depart Reports for the quarter ended September 30th and a report from the City Clerk on a Railroad Commission hearing on September 25th were read and ordered filed. ORDINANCE NO. 275, entitled,"AN ORDINANCE AMENDING ORDINANCE NO. 250 RELATING TO AUTOMOBILE TRAFFIC CN THE S'r nt.TS OF LODI" having been introduced September 17th, was brought up for passage on motion of Council- man Weihe, Bull second, second reading omitted by unanimous consent and filially passed and ordered to print by the following vote: AYES: NOES: Councilmen Bull, Weihe, Riggs and Steele Councilmen None. The Mayor then signed the said ordinance in approval thereof. On motion of Councilman Weihe, Bull second, the City Clerk was designated as the proper officer of the City to approve "Preference Rating" statements to be affixed to purchase orders requiring priority under OEM Preference Rating Orders P-22 and P-46. The matter of the abatement of the premises at 827 S School St and at 826 S Church Street owned by Mrs Clive W. Hill on complaint of the State Housing Department was taken under advisement. The Council Committee on Leke Park and the City Engineer were directed to select a suitable site and prepare plans for the erection of a garage and tool shed at Lake Park to replace the existing barn. Claims, as approved by the Finance Committee, in the amount of $20,490.00 were allowed and ordered paid on motion of Councilman Weihe, Riggs second. After reading eight applications for appointment to fill the un -expired term of City Councilman Emil F. Graffigna, the Council retired into executive session at 9:23 o'clock P.M. 273 CO .:C=L C=: A3 E F 5 -- C7--.' "C. Llayor Steele announced that the City Council had determined that Pur Robert H. Rinn would be the a;poin- tee to the Council vacancy and the same was foemally confirmed by the adoption of: FMSCLUTION NO. 1095 ZE "TAS, there now exists a vacancy in the membership of this City Council caused by the death of t:r Mail F. Graffigna, who died September 25,1941, and, -%' AS, in accordance with the provisions of Section 854 of the Municipal Corporations Act, it is incumbent upon the remaining members of this City Council to name his successor in such office, now therefore, HE IT P.ESOLP'D by this City Ccuncil of the City of Lodi that ROBERT H. ?MW residing at No 228 South Crescent avenue, being duly qualified, be, and he is hereby appointed to the office of City Councilman of this City to serve to and until the date of the next regular muni^ipal election or until his successor shall have been elected thereat and shall have qualified.
