The City Council of the City assembled in regular meeting at 8:00
o'clock P.M. at the place and on the date first above in these minutes written,
Councilmen Bull, Riggs, Weihe and Steele present, the latter presiding.
Councilman Graffigna absent, being still confined to his home by serious ill-
ness.
:he minutes of the last meeting held September 3rd were read, approved
as read and so endorsed by the Mayor.
Mrs Clive C. Welch asked that the Council permit a varience from the
established building line on South Central Avenue to allow the building of a
dwelling on the Northeast corner of Mission and Central with a porch extending
beyond the established set -back line. It appearing that the existing buildings
along Central Avenue all conformed to a regular set -back, the Council determined
that it had no power to grant any varience and referred Mrs Welch to the City
Building Inspector with the recommendation that the building plans be altered
to conform to the lot.
The application of N.J.nartford for use of the City Stadium for a
rodeo was denied.
Councilman W. E. Riggs reported in writing on the claim of Christ
Dollinger for dust damage to grapes as presented September 3rd. Councilman
C. B. Bull•elso submitted his estimate. After consideration of both reports,
the Council, on motion of Councilman Riggs, Weihe second, directed that the
claim be allowed in the amount of 367.18 only,as just and reasonable_compen-
sation for any and all damages alleged to have occured by reason of the City's
operations on Ham Lane.
ORDINANCE NO. 275, entitled, " AN ORDINANCE AMENDING ORDIN.,NC NO 250
R5LATING TO AUTOMOBILE TRAFFIC ON THE S'i QTS OF LODI " was introduced on motion
of Councilman Weihe, Riggs second, read at length by the Clerk, and by the same
motion, ordered laid over for the statutory period of not less than five days.
After further consideration of letters Prom the Federal Bureau of
Investigation and on motion of Councilman Riggs, Weihe second, Chief of Police
C. S. Jackson was allowed his expenses in attending the National Police Re-
training School to be held in Washington D.C. during the week October 6th to
llth.
The City Clerk was directed to file an application for preference
rating in the name of the City with the Office of Production Management, Water
end Power Division, Washington, D.C.
All proposals for public liability insurance on the City's auto fleet
were referred to the Committee on Public Health and Safety, to award the same'
before expiration of the present policy to the lowest and best bidder.
The City Clerk reported that the State Department of EMployment would
pay for light,' heat and water at No 125 N. Stockton Street if the heating rate
could be made comparable to gas. Superintendent of Public Utilities J.A.Henning
was asked to make a recommendation in this matter so that the City might be
recompensed for this expense.
On motion of Councilman Bull, Riggs second, the Superintendent of
Public Utilities was allowed to expend approximately 3100.00 for installation
of a communications system at the Water Works.
The building inspection department was directed to enforce the prov-
isions of Ordinance No 168 regarding gasoline filler pipes in underground
storage tanks, particularly those now being installed at Oak & Church Streets.
Through Councilmen Bull, Fire Chief Earl May submitted the proposal
of Parker Building Specialties to install two "Overdoors" at Fire House No. 1
for 3 457.00 and one of the same at Fire House No 2 for $218.00. On motion of
Councilman Bull, Weihe second, the Chief was directed to prepare for installation
of these dors and order the same . On the request of the Fire Chief, end on
motion of Councilman Bull, Riggs second, the purchase of 1,000 ft of -3 inch
fire hose, 5C0 feet of 2i inch and 500 ft of 12 inch was directed, the same to
be purchased by the Chief, if such purchase without advertisement was approved
by the City Attorney.

Ir Charles ?:entice of Prentice Taxi Company having filed new and
sufficient bonds covering public liability and property damage to replace
those filed with his original application to conduct a passenger -for -hire
business in the City as required by Ordinance No. 268, the same were exhib-
ited by the Clerk, approved by the Council and ordered accepted. The bonds
of his former insurance carrier were ordered ex-honorated from the date on
which the new bonds became effective.
John Stirm on behalf of St Peters Evangelical Lutheran Church,
Church and Locust Streets, applied for permission to erect frame accessory
building on the church property. :::r Stirm was informed that the Council
could not grant permission in violation of existing ordinances and he was
advised to construct the buibding of cement tile or similar fire-retardent
materials.
On account of the danger from fire, the Chamber of Commerce was
directed to remove infla—ables from the City Hall basement.
Councilmen Bull submitted an oral recommendation for a system-
atic handling of the City's park and Play Ground problems, suggesting that
the Council consider the employment of a Director to be paid by the School
Districts and the City jointly, turning over the physical properties to
a Superintendent for :iaintenance.
Payment of moneys earned by special police officers employed
during the late Grape & Nine Festival was allowed by the approval of
Pay -roll No. 1463 in the amount of $160.00 on motion of Councilman Riggs,
Weihe second.
At•th13 time, the Committee on Public Health and Safety reported
that award of the auto -fleet insurance would be made to H.E.Lcoser, agent
of the St Paul Mercury Indemnity Company at a premium of $459.84.
At 10;18 P.M. the City Council adjourned on motion of Councilman
'Neihs.
