This regular meeting of the City Council of the City of Lodi was called
to order by the Mayor at 8:00 o'clock P.Py. at the place and on the date first
above in these minutes written, Councilmen Bull, Riggs, Weihe and Mayor Steele
present, Councilman Graffigna absent.
The minutes of the last meeting held August 20, 1941 were read, approv-
ed as read, and so endorsed by the Mayor.
Mr Christ Brodehl and four other residents in the district affected
thereby, protested against the further continuance of the Roller Skating Rink
at 741 S. Stockton Street, alleging that the same was a public nuisance on
account of noise and tumult. It appearing that the skating rink was oper-
ating under a valid permit paid to December 31st,1941, the matter was taken
under advisement.
At this time, members cf the -Executive Committee of Lodi Grape and Wine
Festival and,San Joaquin County Fair a-,peared before the Council and presented,
through its Secretary, `.:r Merlin W. Drucquer and its President, Mr H.J.Tolliver,
a written request for use of certain City facilities during the coming annual
Grave & Wine Festival.
After consideration and discussion of the matters contained in the
above mentioned request, the following resolution was introduced by Councilman
Bull, Weihe second, and adopted by unanimous vote of all members of the
City Council present:

5h ye+S, the Executive Committee of Lodi Grape & dine Festival,Iac,
and San Joaquin County Fair has submitted in writing its request for use of
certain City owned facilities during this year's annual festival, and,
TEAS, this City Council deems said request to be fair and reason-
able and the basis for a working agreement between the City of Lodi and
the said Rxecutive Committee for the accomplishment of a successful festival
in promotion of Lodi's most important industries and that the expenditures
proposed under said request will be well within the City's funds available
and legally a:plicable for this purpose, now therefore,
BE IT *vE50LV5D, that this City Council does hereby grant to said Lodi
Grape & Wine Festival and San Joaquin County Fair, the use of the facilities
requested, the said use to be administered through Yr Thomas G. Killelea,
named by said Executive Committee as contact man between the festival assoc-
iation and this City as in said request set forth;
Employees and officersof this City will co-operate with the said Exec-
utive Committee, through its contact man, in order to accomplish orderly
compliance with said Committee's request, and so that proper charges may
be entered in the City's records as to the cost and expense incurred by
the City in its assistance to the successful conducting of this years
annual festival.
CO:10NICATIOPiS & REPORTS:
1. A letter from the League of California Cities setting forth the
accomplishments of its Committee on Municipal Insurance and prom-
ising rate reductions in fire insurance on City properties.
2. An offer by Z. C. Kirst to exchange land necessary for opening of
lureka Avenue Easterly for curbing anf gutters. Referred to the
City Clerk for negotiation.
3.:; letter from the Fire Chief recommending that R.B.Venable, relief
driver, fire department, be paid at $160.00 per month instead of
at $150.00. On motion of Councilmen Bull, Riggs second, the Clerk
was directed to adjust Mr Venable's pay to the larger amount.
4. A request from the City Clerk that new employees be required to
fill out personnel records before entering the City's service.
This wa€ granted and an order so to do issued on motion of Mayor
Steele, Councilman Bull second.
5. Letters from J.E.HcoTer and N.J.Peiper of the FBI requesting that
Chief of Police C. S. Jackson be sent to the annual re-training
School of the FBI at Washington, D.C. , October 6 to 11, 1941 were
read and the requests taken under consideration.

Eerorts of the Chief of Police and of the City Potinndmaster for the month
of August were received, read and ordered filed.
CRDINANCE NO. 274, entitled " AN ORDINANCE LEVYING TAXES IN PROVISION OF
rZEVIIVIIE FCR TFC FISCAL MAR BFSGI:(NING JMY 1, 1942 " having been introduced
and read on August 20, 1941, was brought up for passage and adoption on motion
of Councilman Weihe, Bull second, second reading omitted by unanimous consent,
and finally passed, adopted and ordered to print by the following vote: -
AYES: Councilmen, Neihe, Bull, Riggs and Steele.
NOyS: Councilmen, None.
ABSENT: Councilman Graffigna.
The Mayor then signed said ordinance in approval thereof.
Mr T. A. Henning submitted specifications for an a,�diticnal pumping unit
and the same were approved and the Clerk ordered to advertise for bids return-
able October 1, 1941 on motion of Councilman Weihe, Bull second.
The business license'_apzlication of K. Kigashiyama for a fish market at
211 N. Sacramento Street was approved. Notices of applications for alcoholic
beverage licenses were received from the State Board of Equalization and no
objections offered to the same.
Claims in the amount of $28,692.00 as approved by the Finance Committee
were alloyed and ordered paid on motion of Councilmen Weihe, Bull second.
The claim of Chris Dollinger for damage to grapes caused by street and sewer
construction on Ham Lane was referred to Councilman Riggs as a Committee of
One for investigation as to merit. -
At the suggestion of Supt 7. A. Henning, the Clerk was directed to
notify the: -State Railroad Commission, who are about to hold hearings on
rates charged by Pacific Gas & Electric Company, that the City of Lodi
would like to enter into discussions with suggestions for the modification
of the present P-6 schedule so that cities provided with emergency generat-
ing units could use the same for power peaking purp9ses.
The Clerk was directed to file an application for a rating order with
the Division of Priorities, Office of Production Management as affecting
the City's water and electric plants.
Cn motion of the Mayor, Councilman Bull second, extension of sewer service
to the "Rohama Tract" was ordered. Superintendent Henning estimating the cost
to be le7s than $ 1,500.00
At 10:29 P.M. the Council retired into executive session, returning to
open meeting at 10:50 P.M., when adjournment was taken on motion of Councilmen
Weihe.
