Councilmen ?u_1, Gra.figna, Diggs, Weihe and Steele (Payor) pre -ant, none absent. The minutes of the last meeting held June 18, 1941 were read, a;proved as read and so endorsed by the Mayor. Mr C. R. Gusgolz, accompAn ied by many dealers and employees in the business of dealing in retail sales of fresh meats, recommended that Ordinance No. 271, affecting their occupations, be preserved as it now stands especially as to closing hours. Theodore Suess, per contra, asked that the ordinance be amended to provide for closing of butcher shops dealing in raw meats at 7 o'clock P.M. or later or that the Ord- inance be repealed. Cn conclusion of arguVents, the Y:_lror ordered that the matter stand submitted for jud.?ement of the Council. 1:r H. D. 'Y Glashan, District Znginser, L'nited'states Geological Survey, notified the Council by letter that the co-ouerative agreement between the Survey and the City terminated June 30, 1941. On motion of Councilman Graffigna, Weihe second and carried, continuation of this agree- ment for investigation of water resources in the :::okelumne River basin was ordered for the fiscal year ending June 30, 1942: Notification of the fifth annual session of the Police Officers Technical Training School to be held at the University of California in Berkeley, July 28 to August 9th, -ras received from the Attorney General of this State. On motion of Councilman ;leihe, Graffigna second, Chief of Police C.S.Jackson was directed to attend this session. T,ar^=r Hardware a-pplied by letter for pex^ission to bid on the City's annual lamp supply contract. The City Council decided to contihne its policy of rotating this contract among the regular electric supply houses in the City. Ren_orts of the Chief of Police and of the City Poundmaster for the month of June were received, read and ordered filed. Fire Chief Sart L:ay submitted his report for the quarter ended Jure 30, 1941 and also his annual report for the fiscal year ended on the same date. ' In the matter of the opening of :'lest Pine Street from Crescent Avenue to Avena Street. The City Attorney was directed to institute and prosecute condemnation proceedings, if necessary, against Lot 2 in Block 4 of Hutchins Osk Street Addition to Lodi by the adoption of Resolution No. 1084 by the following vote: Ayes Councilmen Graffigha, Weihe, Bull, 3i_gs and Steele, Noes: None, ;absent, None. On recommendation of Superintendent of Public Utilities J. A. Henning, submitted by letter and orally, the Coancil approved certain changes in the existing electric rate structure as tD Schedules "B" and "D" ::here porer I s served in combination ^rith other se vice Itrough one meter. ._ Henning oras also directed to obtain information as to penalties or actual prohib- ition of non -compensated florescent lighting units. -1-1 the foregoing to be embodied in an ordinance to be presented later. A report entitled, " PROC 3DURL'S -*TD B=THODS OF =L3SC ,21 AD:_ZNIST- RATION, LCDI C.;i.IFORNIA" was received from Public Administration Service and referred to Committee of the whole for study. Proposals for acquisition of ri;ht-of-way, maintenance and construct- ion on state highways inside the City, the cost to be defrayed from gas - cline tex funds, as received from the Division of Highways, were laid over for more information. On motion of Councilman Wsihe, Greffigna second, the "Tokay Band" :'ss employed for four concerts to be held in Hale Park during July at a cost of $ 300.00. The said sum of $300 to be that, formerly granted to the musical department of Lodi Union High School. Four applications for business licenses numbered consectutively from 287 to 290 were received, considered and licenses ordered granted. :.Ir George L. l+:eissner and Dr 77illiam J. Coffield, whose terms of office as Trustees of Lodi Public Library expired June 30, 1941 were re -a -pointed for the statutory tern of three years each, such appointment to date from duly 1, 1941. This re-a�.pointment was made by tfe adoption of Resolution No. 1083 by unanimous vote of all members of the Council. The i.:ayor was authorized to execute a permit to G.Rollo, dba Golden ".est Fireworks Company, for an exhibition of fireworks at Lake Park on the evening of July 4, 1941 as recommended by the Fire Chief. Transfer of the sum of $2,178.52 from General Fund to Revolving Fund to :meet payments about to become due from Hieb Brothers, contractor on the Lake Park refreshment stand was directed by the adoption of Resolut- ion No. 1085, introduced by Councilman Riggs, Neihe second and adopted by unanirous vote of all members of the City Council. Councilman Riggs, appointed to investigate the condition of the south w311 on Fire House No. 1, 114 N. Lain Street, reported that Mr Joseph Dotson would stucco the entire wall for $125.00 or would do the same to the top portion for $50.00. On motion of Councilman ;:eihe, Riggs second, Mr Dotson was employed to a,ly stucco to the entire wall. while no action was taken, it was the consensus of opinion of all members of the Council, that the City should proceed to install street lights at all necessary street intersections, the present state of nat- ional emergenct precluding the installation of lighting standards. Cn motion of Cc=cilman P7eihe, Bull second, Jacob Philippi was a'.lc+red $25.00 per month for three months beginning July 1,1941 for use of his automobile; a mileage allowance would be discussed after the expiration of this three months period. Bills as audited by the Finance Committee, amounting to $36,433.59 were allowed and warrants ordered drawn in payment thereof on motion of Councilman Graffigna, Weihe second. The City Council then took up consideration of the 1941-42 assess- ment rolls as deposited with ttLe City Clerk by the City Assessor on July 1, 1941. No tax -payers appeared and the Clerk reported that no complaints or a:�plications for assessment ad?us-Meats had been filed with hip.: since receipt of the rolls.
