This regular meeting of the City Council of the City of Lodi
was called to order by the Mayor at 8 o'clock P.M. on the date and at the
place first above in these minutes written, Councilmen Bull, Gr3ffigna,
Riggs, Weihe and Steele present, none absent.
The minutes of the last meeting, held April 2,1941, were read
and approved after correcting the final line in the ninth paragraph on --
Page 246 by striking out the words "and grading" relating to the opening
of Sunset Avenue, making the final phrase in this paragraph to read,
"all installation work, except on storm drains, to be at the expense of
the property owner".
The Council titen proceeded to open and canvass sealed proposals
received under notice duly given and proven for the purchase of two trucks
for the Department of Public Utilities, bids in several alternate amounts
being received from the following firms: -

A proposal from "Clack International Truck Corp." was not opened,
the same having been received after the hour set in the notice to bidders.
At the order of the Mayor, all proposals opened and considered was
referred to a special committee consisting of Councilmen Riggs, Graffigne
and Bull, to consider the same and report their findings to the Council as
soon as possible.
A Committee from Lodi Grape and Wine Festival, Inc. appeared at
this time, consisting of T.A.Haskell, Edward Reiff and Henry Harrison,
soliciting an arpropriation of $150.00 from the City's advertising funds
for construction of a float to be exhibited at various community gatherings
advertising the coming annual festival. The Committee was informed that
their request would be considered and acted upon later in the meeting.
Es Ezra Ehrhardt, of Lodi Motor Cycle Club appeared in furtherance
of that club's written request on file, for use of the Municipal Stadium on
June 15, 1941 for a motorcycle meet. The plan as presented being acceptable
to the Council, permission was granted on motion of Councilmen Graffigna,
Riggs second.
Co=unications were received and read from Edwin E. Grant of the
League for Local Liquor Control, soliciting backing from the Council in
an attempt to secure adoption of a "local option" liquor amendment to the
Constitution, on which the Council refused to act, and from H.P.McCandless
seeking employment as auditor of the City's accounts for the fisdal year
to end June 30, 1941, which was referred to the Finance Committee for
consideration when awarding t#is audit.
A recommendation from the Recreation Co=lssion that Mr Frank
Collins be appointed Director of Recreation at a salary of $25.00 per
week was laid over, to be considered later.
The Clerk retorted receipt of the annual payment of Pacific Gas
and Electric Company on the franchise granted by ordinance No. 260, the
payment for the portion of the calendar year ended December 31, 1940 and
the first payment due on this franchise, amounting to $ 1,272.63.
The quarterly statement of accruals to the City's gasoline tat
fund and to state highways in the City was received from the Division
Engineer`s office at Stockton.
Reports of the Chief of Police and of the City Poundmaster for
the month of April, 1941 were received, read and ordered filed.

Notice of the application of Albert F. West dba West's Grocery
at 4^0 East Elm Street, for an "off -sale" beer & wine license was rec-
eived fron the State Board of Equalization.
Councilman Graffigaa, of the Committee on Streets, to which
committee, the application of E.J. Koontz at al for the opening of
Olive Court from California Street to Pleasant Avenue had been referred
on April 2nd, reported that Mrs Adele Beronio was definitely opposed
to the opening of this street through her acreage abutting on Pleasant
Avenue.
Councilman Bull of the special committee appointed April 2,
for conference with the Retail Merchants Bureau of the Lodi District
Chamber of Commerce, reported that he with Councilmen Riggs and Graffigna
had met with members of the Bureau advocating the adoption of Ordinance
No. 272 and were in agreement as to the principal of the ordinance but
thought that some re -phrasing was necessary in the draft submitted to
clear up ambiguities in Section 9-a and to re -define the business area
in Ahich Section 9 of the proposed ordinance would be effective. The
proposed ordinance was again ordered laid over for amendment.
In the matter of the acquisition of Lot 25, Lake Home Subdivision
No. 2 from L. T. Mason at ux : City Attorney Glenn West presented a lease
and option agreement executed by Mason and the Mayor was directed to
execute the same on behalf of the City by the adoption of Resolution No.
1076 introduced by Councilmen Bull, Graffigna second and passed by unanim-
ous vote of all members of the Council.
Applications for business licenses Numbered from 274 to 280, all
covering established places of business, were allowed and licenses ordered
granted.
The final map of "Rohame Tract" conforming to the tentative map
a_�roved by the City Planning Commission , was presented by the Clerk as
filed with him by T.A.Haskell. On motion of Councilman Bull, Graffigaa
second, and carried by unanimous vote of all members of the City Council,
this map was approved and the offered dedication of sewers and utility
easements accepted by the adoption of Resolution No. 1075.
The application of Comet Motorcycle Club, a woman auxiliary to
Lodi Motorcycle Club for permission to move in a amell building to a place
north of the Stadium was approved on recormendation of Councilman Weihe,
providing that the building now owned by Lodi Motorcycle Club was moved
to an adjacent spot to be designated by the Park Committee. Any expense
to be born by these clubs.
On recon— ndation of the Recreation Co=ission as set forth
earlier in these minutes, and on motion of Councilman Graffigna, Riggs
second, Mr Frank Collins was a -pointed Play Ground Director for the
coming Summer season, his compensation to be at the rate of $100.00
per month.
On motion of Councilman Riggs, Graffigna second, the Mayor was
directed to make and file an affidavit with the Local Draft Board wherein
exemption or at lease deferment from the draft would be sought for Herbert
Lehr and for Reinholt Bender as especially trained members of the Lodi
Fire Department.
Councilman Bull stated that it was proposed to open the Uunicipal
Baths on or about June 5th and the Lake Park May 17th or 18th.
Claims in the amount of $25,960.18 as approved were allowed and
ordered granted on motion of Councilman Graffigna, Riggs second.
