This regular meeting of the City Council of the
Cit;; of Lodi was called to order by the :.:a yor at 8:00
o'clock P on Wednesday, February 19, 1941, Councilmen
3u11, Graffina, Riggs, ++eihe and Steele resent, none
absent.
The minutes of the last meeting held February
5, 19L1 were read, approved as read and so endorsed by the
•:ayor. .
The delegation from the meat dealers headed by
Lr. C. R. Guggolz again urged the adoption of Ordinance
No. 271 introduced February 5th. These gentlemen were
informed that further consideration of the ordinance
would be taken up under the proper heading later on in
the meeting.
A letter soliciting the privilege of submitting
a proposal on the audit of the city accounts was read
from Faulkner, Cakes and Faulkner.
Notice of the quarterly accumulation of the
gasoline tax for Gaor Streets and of the increased
accumulated sums as determined on the basis of the
1940 census :was received from the Division of Highways.
A certificate of the Director of the Census
stating that the population of the City of Lodi as
determined by the census of 19).0 was 11,079 persons
was received and ordered filed.
Notice of the quarterly meeting of the County
• 7;elfare Council to be held February 26th was read to
the Council.
The building permit application of Ernest L.
Thomas for an auto court for 22 North Cherokee Lane was
approved and a variance _permit ordered granted allowing
the proposed building to be erected not less than four
feet from the North property line. This was done on
motion of Councilman. Riggs, seconded by Councilman Bull.
.usiness license applications No. 1794 and 1795
were ordered granted and the first mentioned was granted
on the proviso the building. be made to conform with the
laws of the Board of health.
Councilman Graffigna and Councilman Bull of the
special committee appointed February 5th for a recommendation
in regard to the leasing of the Lind Airport reported that
they recommended that no action be taken until a meeting
was had with the Countywide group.
Ordinance No. 271 entitled "AN ORDINANCE REGULATING
THE HOURS OF BUSINESS WHEN, AND THE PLACE CF BUSINESS WEERE,
UNCURED AND tTh C'00i-L YEATS : Y BE SOLD, 0_ FERED FOR SALE,
ECEIVED OR DELIVERED, ALD 'RLSCR IBING A . E`iALTY FOR THE
VIOLATION THEREOF, AND REPEALING o:iDI A_ICES AND PARTS OF
ORDINANCES IN CONFLICT HEREWITH" having been regularly
introduced and read at length at the meeting of February 5th
was brought up for passage on motion of Councilman 'Vweihe,
Councilman f'i,:s second and second reading omitted by the
unanimous consent cf the Council. Said ordinance was then
finally passed and adopted bnd ordered to print by the
following record vote:

Councilman Ri3Ss stated that the o•::ners of the
Hotel Lodi property desired the City to tale care of the
waste water from the cooling system to be installed in that
building and after some discussion the matter sas left up
to the City 1,:n ir_eer for his recommen�ation.
On the suggestion of the 11,ayor and on motion of
Councilman Dull, seconded by Councilman ni;;os, the Lodi
Stadium was reserved for a football game to be held October %S,=
1941 between Stockton_ and McClatchy Hi; h Schools payment
for the same to be on the same basis as that no,,,., enjoyed
by the Lodi Unicn High School under contract.
. Earl May reported that the roof at fire house
I:o. 1 was in very bad shape and at the direction of the
Council the City Engineer was directed to have tr_e same
replaced.
,.r. f+ay also reported that the fire alarm horn
on trial was not satisfactory to the Fire Department.
Suzerintendent of Public Utilities, John %. enning stated
that he would soon be able to test this horn at a new
location.
-n motion of Councilman +-eihe, secor_de::-by
Councilman 'sraffi.na, the fire chief was authorized to
purchase the material necessary and have the work done
to change over the 1921 Seagrave :ire Truck from solid
tires to pneumatic tires.
Councilman Bull reported at length in regard
to free s-wims at Lake Park for children of grau_Mar school
age and reco_ :Tended that the Council proceed in accordance
with his reco^LT-endatIons.
Councilman Bull also stated that he had received
a very satisfactory price for the r,urchase of Lot 25
Lake Home Subdivision Z4o. 2 and at the direction of the
:Y.ayor this matter rras laid over until the next meeting
of the Council.
Superintendent of Public Utilities, John A.
:yenning recommended that the Union Ice Company install
its own transformers at their plant at the corner of :Iain
Street and Locust Street and the City allow a rental of
4100.7.0 per year to the company for the use of these
transformers. No action was taker_ but 1.'r. Henrins was
directed to submit his proposal to the Ice Con_any.
The Clerk was directed to arrange a meeting
betv+reen Yr. J. Campbell of the Public Administration
Service and the Council at an early date.
