Wednesday, February 5,1941
This regular meetinb o. the City Council of the
City of Lodi was called to order by the =ayor at 8:00
o'clock P.b:. on '%'lednesday, February 5, 191x1, Councilmen
Bull, Graffiona, ft -16-9s, i'ieihe and Steele present, none absent.
The minutes of the last meeting held January 15,
1941 were read, ap,roved as read and so endorsed by the Mayor.
Mr. C. R. Gugoolz representing a body of meat
dealers in the City presented a petition asking that the
Co,ancil adopt an ordinance closing certain places of business
on Sundays and holidays. At the order of the .:'ayor, the
petition and copy of the proposed ordinance was laid over
to be taken up under the head of new business later in the
evening.
:ur. C. M. Jones again appeared before the
Council advocating the leasing of the Lind Airport. Mayor
Steele stated that he had appointed Councilmen Graffigna
and cull from the City Council and L. J. Crescenzi from the
Lodi District Chamber of Commerce as members of a recently
organized committee for the advancement of air service in
the Sacramento and San Joaquin valleys and su-gested that
xr. Jones deet with these three men and _present his case
to them for their recommendation.
mr. Carl -ishek representing the Retail Merchants
Bureau of the Chamber of Con: erce asked that the bill of the
City in the amount of $450.00 for placing street lights
dur in.- the holidays be reduced. On motion of Councilman
Bull, seconded by Councilman Riggs, settlement of the claim
for y200.00 to be paid the City was authorized.
It appearing that bIr. Tobias Richenberg had
planned the erection_ of an additional dwelling on his lot
at 220--_�`orrest Avenue previous to the adoption of Ordinance
No. 236, the building inspector was authorized to issue a
building permit for an additional dwelling on this lot.
This was done on motion of Councilman 'i�eihe, seconded by
Councilman Riggs.
Reports of the Chief of Police and that of the
?ourdraster for the month. of January were received, read
and ordered riled.
The clerk read a letter he had received from
C. ';.. Campbell in regard to the acquisition of his,
Mr. Campbell's, services in the installation of a merit
syster. in the City.
A letter setting forth the minimum and maximum
wages for police officers from the Peace Officers'
Association of California was read and ordered filed.
On :notion of Councilman Graffigna, seconded by
Councilman oeihe, Resolution TMo. 1068 eras introduced and
read by the Clerk.

RESOLUTIOii NO. 1068
RESOLVED that the positions of officers or employees
of this City who may be called into service of the United _
States ti:rouc;h the selective draft or who may volunteer for
military service be and the same shall be reserved for them
for a period of ninety days from and after their honorable
dischar.,e from such service or for such longer time as may
be requested by said employee if such extension meets with
the approval of this City Council.
BE IT FU_.'THER .RESOLVED, that any seniority rights
attained by said employee up to the tire of his enlistment
shall be retained by him in full force and effect as if he
had not been inducted into or volunteered to the military
service of the i:nited States.
The foregoing Resolution No. 1068 was then adopted
by the f ollo'r:in vote:

The notice of the application of Alma Hawkins for
an on -sale beer license at 106 1":est `'*'alnut Street was
received from the State Board of Equalization.
Business License Applications 1791 and 1792 were
read and licenses ordered granted.
The proposed ordinance closing certain places of
business on Sundays and holidays first mentioned in these
minutes was introduced as Ordinance No. 271 entitled

HER1I ri" on motion of Councilman Graffiona, seconded by
CounciL:_an :+eihe, read at length by the Clerk and considered
by the Council and by the same notion laid over for the
statutory period of not less than five days.
Flans and specifications for garage buildings
at Lodi Armory as submitted by the City Engineer were
approved by the ado_tion of Resolution .:o. 1069 by the
following vote:
AYE'S: Councilmen, Graffigna, heihe, Bull, Riggs
and Steele
TOES: Councilmen, None
ASS=T: Councilmen, None
Claims No. 3S304 to and including No. 38165
were allo,red and warrants ordered drawn in payment
thereof in the amount of X25,747.68 on motion of
