G`:A:.: ;RS -- CI7Y C UITCIL CITY HAL: -- CI TY CF L3DI V EINESDAY, DFCE<:IDER 18,1940 This regular meeting of the City Council of the City of Lodi convened at 8:00 o'clock P.M. on Wednesday, December 18, 1940, Councilmen Bull, Riggs and Weihe present, Counciimrn Graffigna and Mayor Steele absent on account of illness. On motion of Councilman Riggs, Bull second, Councilman Weihe was chosen Mayor pro -tem and opened the meeting. Mr Chas. M. Jones presented proposed lease covering "Lodi Airport" Pram Jensie^.ne C. Lind and Carl T. Lind to the City and a sub -lease from the City to Albert A. Lind and James N. Lind. At the order of the Mayor, none dissenting, the documents were ordered referred to the City Attorney for his approval as to form and legality to be submitted at the next Council meeting. In the mean time, the approval of the Civil Aeronautics :authority was to be secured. Mr Merlin W Drucquer addressed the Council, seeking to clear up a misunderstanding as to the assistance to be rendered by the City Engineer in the construction of a Community Center building. Latter ordered laid over to be taken up under the head of "Unfinished Business" later in the meeting. The annual report of the City Building Inspector was received, read and ordered filed. The Clerk reported that he had received another application for a taxi -cab permit from Stalians Brothers, who were.under the impression that they would not be required to post another fee with the application. It was the unanimous expression of all Council members present that Stalians had been told that his application previously submitted, had been dismissed withcut prejudice, but that this did not waive the fee required by ordinance. The application of Lodi Motorcycle Club for use of the Lodi Stadium for racing events was referred to the Committee on Parks for investigation and report. 0=DLNANCE, NO 270, entitled, "AN ORDINANCE AMENDATORY AND SUFFLIMENTARY TO ORDINANCE NO. 238 (ZONING ORDINANCE)" having been regularly introduced on December 4, 1940, was brought up for final passage on motion of Councilman Bull, Riggs second, second reading was omitted after reading of the title as above by unanimous consent, and the ordinance was adopted by the following vote+ AYES: Councilmen, Bull, Riggs and Weihe. NOES: Councilmen, None ABSENT: Councilmen Graffigna and Steele. Mayor pro -tem Weihe then signed the ordinance in approval thereof. On recommendation of Lodi Civitan Club, Ler Kenneth Lobaugh was re- appointed a member of the City Recreation Commission for a term of five years beginning Tanuary 1, 1941, such appointment being made by the adoption of Resolution No. 1064 by unanimous vote of all members of the Council present. Three notices of anplioations for transfer of alcoholic beverage licenses were received from the State Board of Equalization. No objections offered. The application of TomMitchell for a vendor's license at No. 22 North Cherokee Lane was ordered granted subject to his keeping off the side- walk space on which he had been encroaching. The application of W.J.Robinson Jr for an encroachment permit on South Main Street near Lodi Avenue, space to be occupied by scales was ordered granted, subject to the approval of the City Engineer as to safety of the public. City Engineer Clinton Henning submitted a preliminary estimate of the cost of building additional garage space on the Armory grounds and an applic- ation to the Works Projects Administration for assistance in this construction was authorized by the adoption of Resolution No. 1065 by the following vote: - AYES: Councilmen Bull, Riggs and Weihe. NOES: Councilmen None. ABSENT: Councilmen, Graffigna and Steele. On motion of Councilman Bull, Riggs second and carried unanimously, the City Engineer was directed to assist the local Co-ordinating Council in the preparations of plans for a Community Center Building, at his earliest possible convenience. 22� C --,y CCT -OIL CITY i_i-.L= -- T? _ L=DI (minutes of December 18,1940 – continued) Councilman Bull reported on the condition of the refreshment stand at Lake Park, stating that the same should be repaired at once and the interior arrangement be rade more convenient to customers.
