This regular reetine of the City Council of the
City of Lodi was called to order by the L ayor at 8:00
o'clock Pee. on +.ednesday, October 2, 1910, Councilmen
Bull, Oraffi.gna, Riggs, ceche and Mayor Steele present,
none absent.
The minutes of the last meeting held September 16,
194.0 were read, approved as read and so endorsed by the
Layor.
Mr. iierman Diekman representing the Future Farmers
of America asked for a statement of the Council as to its
policy in resard to the installation of facilities for
vending hot dogs and soft drinks at the Lodi Stadium. He
stated that the City Engineer, Clinton Henning had estimated
that a proper e1ace could be erected on top of the eeblic
rest rooms for a cost of about 4400.00 but that the Lodi
Chapter of the :'.r .A. did not think that a capital outlay
of this amount would be justifiable when title to the
improvements would eventually go to the City. The matter
was ordered referred to the City engineer with power to act
under advise of the City ettorney.
is?r. Jack Carter, President of the Lodi Crape and
Wine Festival reported orally on this year's Festival and
Mr. Merlin i. Drucquer, Secretary submitted a financial
report and tendered a check for '4594.60 representing the
five cent charge per person on 7,892 admissions. Mr. Carter
asked that some adjustment be made in regard to the electric
bill charged theeestiva1. Mr. J. A. Henning, superintendent
of Public Utilities stated that the stadium used 1,410
kilowatts, the carnival 3,440 and the grape exhibit 784 K.W.H.
which at the city's regular rate would have cost ;112.82,
plus some service charges which would have brought the bill
to $12L.32. This matter was taken under consideration by
the Council.
Claude Staliairos operating taxicab services in
Hanford and Visalia asked the Council for a statement of
policy in regard to issuing an additional permit to that onee:
now existing in Lodi for taxicab service. He stated that
he protosed to operate on a schedule of a 15¢ fare_ior one_,
person, plus 5¢ for each additional passenger. It aebearir_g
that similar aeplications in other cities were being considered
by the League of California Cities, no action was taken
until some report could be had from the League.
A letter was received from :.:r. Frank E. Davis,
W.P.A. Manager in this District in regard to the coming
dedication of Lodi Stadium. Tentatively the Council decided
on the date for this dedication to be the evening of
evember 8, 194C and the Clerk was instructed to write
Mr. Davis and see if this date was acceptable to the +`y. P. A.
and to Mr. Lawson, Director.
Reservation of the stadium for the morning of
November 11, 1440 by the Lodi Post :•o. 22 of the American

Reports of the Chief of Police and of the =ound-
^aster for the month of September were received, read ar_d
ordered filed.
A letter was read addressed to the Layor from
the Director of the California Employment Service
com_r_limenting the City on the offices furnished to the
local branch of that service.
The financial Report of the Lodi Softball
Association for the 1q- 0 season was received, read and
ordered filed as ;:as also the quarterly report of the
Chief of the Lodi lire Department. The City Clerk
stated that his annual re.::ort for the fiscal year ending
June 30, l';ZG icas now zrepared and he v.'as directed to
have the same rinted in accordance with law.
The City Clerk reported that the Prentice Taxicab
mor.ran;, had presented and filed with him the insurance
policy required by Section. 5 of Ordinance No. 268 and that
he had then issued a permit to operate to this company.
License applications :+o. 1196, 1200, and 1201
were ordered referred to the Chief of Police for his
recomrcen(:ation and license application No. 1199 eras a-. roved
and the Cler_; directed to issue a license therefor.
One notification of application for liquor
license was received fror the State Doard of Equalization.
A variance permit was ordered granted to J. V�.
'Jr`f'ir_ on the filing of the proper building perr_nit application
for a lumber yard on the San Andreas Highway. 'This was done
on motion of Councilman null, seconded by Counci hman �,eihe.
Dills in the amount of $31,509.25 as approved by
the Finance Committee were allo•.red and ordered paid on
motion of Councilman Craffigna, seconded by Councilman eihe.
. Charles Jones addressed the Council in
retard to a pro_osed lease of the Lind Airport to the City
at a nominal rental of §1.00 per year, the City to lease the
port back to 'Yr. Lind who would operate the sane. At the
order of the Mayor this matter was referred to the Committee
on Streets and r_i�h'aays.
Councilman Bull addressed the Council in regard to
the necessity of traffic si-Tnals on Cherokee Lane to control
the present high speed of traffic and allow entrance into
the lane from side roads, especially from the San Andreas
igharay. The Clerk was directed to write the District
Er_-ineer, Division of Highways and ask the Department to make
a traffic count and its findings be transmitted to the Council.
Cn notion of Councilman Bull, sec-nded by Council -
nen Graffi ^a, Charles Sherman and Bert +%ilson r.ere employed
as fire trues drivers in the Fire DeTartment at ;150.00
per month each.

At 10:21 o' clock P . r; , the Mayor called the
Council into executive session returnir_oto regular
session at 10:j3 :.lc. when on motion of Council -an �iggs,
seccn ec by Councilr..an Graffi,_na, the City Attorney was
directed to notify the Sanitary City �cavarger Company
that in accordance with the teras of its contract •:cith
the City, its j;ayment would be increased to j;1 0.00 per
month sixty Nays from date.
At 10:56 o'clock :.:_., the City Council adjourned
