This reoaar meeting of the City Council was called
to order at :COEo'clockP.M. of 't+ednesday, July 3, 1940,
Councilmen Bull, Graffigna, Riggs and 7 eihe present, Mayor
Steele absent. On motion of Councilman Dull, seconded by
Councilman ai gs, Councilman Weihe was chosen Mayor proten
and o_ened the meeting.
The minutes of the last meeting held June 19, 1940
were read, ap_roved as read and so endorsed by the Mayor.
No persons at earing at this time the order of
public hearings was gassed and the Coancil proceeded to hear
co_:nunications and reports.
The application of the German Adventist Church
for permission to hold meetings under canvas:on Washington
street near Pine street was granted on motion of Councilman
Graffigna, seconded by Councilman nig„-s, it appearing that
consent of neighboriing owners had been obtained.
A letter was received from the Lodi Lodge No. 259
I. 0. 0. F., stating that this lodge was on record in favor
of grade school children being allowed free swims at Lodi
Lake Park.
:rs. Johanna +bells Drown submitted an offer to sell
fifteen feet in Weilsc,00d Park to the City for Yr 180.00. No
Action taken.
The report of the Chief of Police and of the Pound -
master for the month of June wes read and received, likewise
the annual retort of the Fire Department and the quarterly
report of the same.
Bids were opened for the public printing for the
year 1940-41 and on the canvass thereof award was made to
The Lodi Times for the amount stated in its bid of 21g first
insertion, 17¢ second subsequent insertion and 114 thereafter.
This was done by the adoption of Resolution 11o. 1055 by
unanimous vote of the City Council.
The appointment of Mrs. Faith 11. Coffield and fir.
C. M. Jones to succeed themselves as members of the City
Planning Commission having been made by the Mayor, the same
was confirmed by the adoption of Resolution No. 1056, by
unanimous vote of all members of the City Council present.
The establishment of parking zones limited to ten
minute parking was made by the adoption of Resolution No.
1057, introduced on notion of Councilman Bull, seconded by
Councilman 'iggs and passed by the unanimous vote of all
embers of the Council present.
Business licenses were ordered granted to Sears -
Roebuck Company, -rnest :.tuber and Y. P. Folse, the application
of Cal!^e Calinete and Jerry Johnson_ were referred to the
Chief of Police for report.

The application of Mrs. Josephine Lagamarsino for
a variance permit to allow construction of a residence
within 3i feet of the property line.,.as refused.
Application of Jacob Korus for a variance permit
covering part of the property or. the northeast quarter of
Block 13 of the Lodi Barnhart Tract was allowed with the
provision that he maintain an open, unobstructed court
'forth of the present proposed buildings and extending
East and :lest throush the property sixteen feet in width.
This pe=.it subject to cancellation on failure to comply
with the terms of this restriction.
Bert Oarlock was employed as watchman at hale Park
for the month of August, ->eptember and October only.
The City Clerk ::as allowed his annual leave on
motion of Councilman %raffigna, seconded by Councilman Bull.
Specifications for an engine and pump unit as
prepared by the City Engineer were adopted and the Clerk
was instructed to advertise for bids to be opened on
AuSust 7, 1940 on motion of Councilman Graffigna, seconded
by C ounc i lmar_ Lull. -
Bills in the amount of X33,788.26 as approved by
the finance cor.-1 ittee were allo-�+ed and ordered paid on
motion of Councilman 3ull, seconded by Councilman "raffi.gna.
On motion of Oouncilman Graffijna, the Council
then adjourned to reconvene as a Board of Equalization.
