This regular meeting of the City Council of the
City of Lodi was called to order by the t!ayor at 8:00 o'clock
on 'Wednesday, May 15, 194;0, Councilmen Bull, Uraffigna,
nig.7s, `,S'eihe and Steele present, none absent.
1he minutes of the last meeting held Vlay 1, 19LO
were read, approved as read and so endorsed by the Mayor.
Mr. Thomas Cormack filed a petition signed by
twenty-two residents in the vicinity of the vacant property
on the zouthwest corner of Lockeford Street and California
Street protesting against the holding of a public camp
meetincr on this -round.
L•r. G. J. +'rapers again appeared in reEard to the
contribution of ,art of the cost of sending the Junior
Traffic Patrol to San :Francisco.
Lr. =1o7d Garner asked permission to remove certain
c::rbs on youth Sacramento Street in preparation for a new
business to be opened up on Sacramento and ':lalnut Streets.
On motion of Councilman Bull, secceded by Councilman '-%'-`eihe,
the Street S---perinterdnet was directed to grant the permit,
all work to be at the ense of the applicant.
At this time the Council proceeded to open and
canvass proposals received for a pumping unit. Four
proposals :Fere received: 1. John Bean --anufacturing
Com~any, a division of the rood Machinery Corporation on
two types of Peerless deep -well turbine pumps.
2. Electric Ecuipment Co -pany bidding on two types of
Sterline P.,;.*rmps. 3. Layne and Bowler, proposals submitted
through 7,.r. Frank T. Harris, on two types of that co:rpany's
pumps. L. Proposals of Pomona Pump Company bidding on their
1150 r.p.m. turbine pump. At the order of the 1,:ayor,
none dissenting, all bids were referred to the Superintendent
of =ublic Utilities and the Chairman of the Committee on
Public Utilities for report to the Co-L.c it at a meeting to
be held May 22, 1;40.
At this time the Council opened proposals for
fire hydrants and valves. But one proposal was received that
of the Rensselaer Valve Cor+pany and the same was ordered
accepted by the adoption of. Resolution No. 1048 passed and
adopted by the following vote:
Ayes: Councilmen, Graf figna, �Weihe, Bull,
Riggs and Steele
Does: Councilmen, Xone
Absent: Councilmen, Bone
At this time 'Mr. Emil :ilapstein and DIr. R. J.
Stuck appeared and; addressed the Council in regard to the
camp meeting proposed to be held at the corner of Lockeford
and California streets and they stated that they proposed
to hold the muting at the far West end of the lot.
Mr. H. E. Looser, representing bar. Angelo vickhoff
applied for a variance permit to allow a proposed commercial
building to be erected on mouth Central Avenue, eighty feet
South o° Lodi A-: enue,, to be built to the property line on the
;'lest. It a nearinT that proceedings were all ready underway
in the planning co!rr.icsion for the rezoning of property
South of this lot�.a
, on motion of Co -bull, seconded by
Courcilr..an Ri--s, it was roved that a variance permit be
granted.

A cor.inication was received from the -Recreation
Cornl:sion in regard to the operation of the baths and on
motion of .ayor Steele, seconded b7 Councilwan ++eihe, the
same v..as ordered laid on the table for further consideration.
A letter from ;.;r, Frank 'evis, Supervisor of
District 3 of the V:orks Progress Adninistra-lon in regard
to the suspension of work on the stadium project was read
and on motion of Councilnan Graffi-7r_a, seconded by
Councilman Weihe, the Clerk was directed to advise iMr. Davis
that the Council understood and acce-oted the conditions
der ^:hich this susrension was ordere_, and maid furnish
adegaate protection to Federal materials storey on the
roJect.
On motion of Councilman Graffigna, seconded by
Councilman i;eiha, the City zn ineer eras authorized to s.ove
t^_e United states G=eological Survey evaporation station
from a site rear the Armory to a site near the sel:rage
Disosal Plant, the cost not to exceed 450.00.
0n application of :;:r. F. ost, he was granted
permission to attend the annual meeting of the California
Sevra=e '+forks :-ssociatior. to be held in Catalina in May.
Thiswasnone on motion of Councilman 3ull, seconded by
Couz-cilman Graffigna.
The Council urheld the recoru^er_dations of the
planning Comr.:ission in the matter of the a:~lication of
=rep -brothers for permission to construct an office
building at 33T East Locust Street and denied the permit.
The same action was taken in regard to the
application. of The handolph. System for the erection of a
sign North of ':+alnut Street and last of Hutchins Street.

Ordinance No. 267 entitled "API ORDINA'.CE
REPEAL=PTO 0:_1=1_27CE' 'I0. 266 AIOPIED MARCH 20, 1910 AND
Aida 'IPir C. DI`:A`:CE ::C. 137" was introduced on motion of
Councilman 'sraffi-na, seconded by Councilman r.eihe, read
at length by the Cler:_ and by the sae motion ordered laid
over for the statutory period of not less than five days.
Cou^_ciLman -ull submitted an oral report on the
cond`-tion of the fire alarm whistle.
Cn motion of Councilman 3ull, seconded by Councilman
rii_;_s, the 'City z�ineer was directed to obtain a sprinkler
at an ap;ro.cimate cost of 4110.00 and put in the lawn on
the Armory grounds.

The A. F arrison Co ---any was rct_i ned as special auditors

The accumulation of gasoline ta_Y funds for
major streets 'or the fiscal year endin? Juane 30, 194111
was approved by the adoption of Resolution No. 1047

The ::aither Lirrle and 'Fertilizer Company submitted
an offer of ..1.25 --or ton for sludge from the Sewage
iis^osal Plant and at the order of the Hiayor this matter
was referred to the City Lngineer and City Attorney to
draw up a c-•ntract to be submitted to the Council for
approval.
Council=an _u11 submitted the offer of L. T.
Mason to sell two and three-ei=hts acres of land hast of
the Lake Park for `7500.00 or a smaller piece for §2500.00.

The Council t^en proceeded to consider the matter
of the carp meeting proposed to be held on Lockeford and
California 5traets and after some discussion the permit was
ordered .ranted.
On motion of Councilman V eihe the Council then
adjourned to and until 8:00 o'clock P.111.11. of +vedr_esday,
