This re alar meting of the City Council of the
City of Lodi .as called to order by the 11-ayor at d:00 o'clock
F.R.. of ''+,ednesday, May 1, 1910. Councilmen -Bull, `'rafft-na,
'•igs, ':eihe and Steele present, none absent.
The minutes of the last meeting held April 17,
1GLO were read, approved as read and so endorsed by the Nayor.
Co;:rci'_ran '++eihe from the Coma=ittee on Parks
presented a tentative agreement for the use of the now
stadium by the Lodi Union high School. Pyr. J. h. Conklin
representing the student body of the union high school
stated that 4311. G0 had been advanced so far for the
stadi-n by the student body and that this body proposed
to advance an additional 43,000.00 by October 1, 19L0 to
pay for the lihting, this sum to be treated as rent paid
in advance and refunded by an annual charge of X250.00 a
year as rent for the Lodi-=tockton game. A tentative
schedule for the use of the lights and an estimate that
X825.00 annually :would accrue to the City from high school
activities if a head tax of 5¢ was imposed was also submitted.
6uperintendert of Public Utilities, John A. Henning, stated
that a minimum- charge of at least 4230.00 should be imposed
if the rate of 2¢ per kilowatt hour was established for use
of the lizhtin7 facilities. On motion of Councilman y-eihe,
seconded by Cou.cilnan uraffigna the City Attorney was
directed to prepare an agreement between the City of Lodi
and the Lodi Union high. School for the use of the stadium
to be submitted to the Council at its next meeting.
Mir. Lzra Erhardt representing the Lodi Yotorcycle
Club asked assurance that his club could use the incomplete
stadium for its meet to be held on May 19, IG40. On motion
of Co:r_cilnan Craffi,na, seconded by Councilman cull,
perm,iscion was _'orrally granted.
Mr. Jack Carter representing the Lodi Festival
Association asked for a contribution from the City for a
float to be paraded in San Francisco at the opening of
the 'reasure Island. He estimated its cost to be about
X150.00 and N125.00 for operating expenses and asked that
the City contribute the sum of X75.00 as its share. At the
direction of the ::ayor the matter was referred to the City
Clerk to ascertain if sufficient ^oney was left in the
City's music and promotion fund to donate this sum. The
same action eras taken in regard to a trip sponsored by the
California Automobile Association for the Junior Traffic
Patrol Officers to Treasure Island an May 27, 1940 as presented
by Co mcilman gull.
Captain C. F. white of the Battery F, 143rd Field
Artillery notified the Council by letter that if the City
vro:ld install a sprinkler system and lawn at the Armory, the
lawn would be taken care of by the State of California. No
action taken.
A letter from 1,ir. J. a . Henrin. transmitting
applications for raises in pay for linemen and line foremen
and the applicat2_on of F. F. Smith for additional automobile
allowance was ordered deferred to be taken up at a later
meeting.

The renewal of the cooeerative a-reement now
existing between the City of Lodi and the finited States
Geological Survey for the investigation of ground eater
conditions on the llokelumne River was also laid over to be
taker_ up on the 15th of Yay.
Five applicationsfor caretaker at the stadium were
received and ordered submitted.
HeLmle Brothers filed a new pro-posal in regard to
the opening of Fine 6treet throu'�h their "Better -Homes"
bubdivision. This was ordered laid over.
Proposals for the purchase of sludge from. the
Sewage Disposal Plant were received from George =uhrman
and '_alcolm Lea offering to purchase this s_aterial at 41.25
per tor_ dry .eight. In connection with these offers the
City Bnineer flied a labratory analysis of the sludge.
License arrlications No. 15E and 159 being found
in order were approved and licenses ordered issued.
Three notices of change of ownership of premises
where alcoholic beverajes are sold were received from the
State Board of Equalization and no objections offered.
The bond of J. Hamilton Davis as Treasurer and
ex -officio tax collector of the City with the Aetna Casualty
and Surety Company as surety in the amount of Ice'20,000
was ar:ro:ed by the adoption of Resolution Pio. 105 introduced
on motion of Courcilr:an Graff igna, seconded by Councilman
Bull and adoi ted.

The Layor of this City- is hereby directed to endorse
this approval on the said bond and file the same v:ith the
City Clerk as provided by law.

The monthly report of the chief of Police and that
of the Fo ndmaster for the same month of April were received,
read and ordered filed. The quarterly report of the Treasurer
and City Clerk for the quarter ended :.:arch 31, 19;.`0 were
received, read and ordered filed.

Wednesday, May 1, 1540
Claims as audited by the -r'inance Comlrittee in
the amount of ;21,775.96 were allohed.
The report of A. r Harrison, special auditor
for the city covering the period ended June 30, 1938 was
received and ordered referred to the members of the
Council.
The Fire Chief, early May by letter recommended
that two additional drivers be added to the -ire Department
and three additional sleepers be provided quarters at the
:�iremen's tall, also that booster brakes be installed on
trucks No. 2 and 3 and that Engine Ito. 2 be equipped with
pneumatic tires and also reconninended that the present air
whistle be repaired or replaced. These matters were
ordered laid over until the annual budget :vas set up with
the exception of the matter of the air whistle which was
referred to the Committee on Public health and Safety with
authority to try out neer horns and report to the Council.
Chief of Police, C. S. Jackson at this time
addressed the Council recorsr_eriing that two new men be
added to the department on the 15th of :Jay and one other
can this fall. He recoa^mended at this time that Virgil
Ledbetter and Elmer Briscoe be appointed.
Co .oilman 'raffigna, seconded by YLayor Steele moved that
the appointments of i:i Ledbetter and Pair. Briscoe -be
confirmed and on a record vote the motion carried, Council-
man Bull and Councilr-pan �veihe voting no. Doth iuir. 4leihe
and Mr. mull voiced no objections to Mr. Ledbetter.
A proposed lease of lock 36 "the old Salem
School Ground" as submitted by the City Attorney and
explained by him was presented. On notion of Councilman
Graffigna, seconded by Councilman 'rieihe and carried, by
unanimous vote, the Mayor was authorized to execute this
lease with the Lodi School District, by the adoption of
Resolution Pio. 1040".
On motion of Councilman Graffigna, seconded by
Councilman Rigss, the Clerk was directed to advertise for
bids on fire haae and valves in accordance Tith soecificatior_s
of the City engineer.
Fire Chief Earl Pray addressed the Council in
regard to the immediate necessity of action to clean
weeds and grass on vacant lots. �-r. May was informed that
this was to be taken up at the next meeting of the Council.
P:r. 0. Campbell of the Public Administration
Service of the American Municipal Association explained the
functions of this association to the Council.
On motion of Mayor Lteele, seconded by Councilman
Graffigna, plans and specifications for a building to be
erected at the corner of Stockton and Locust Streets to house
the California z>tate Employment office were approved and
construction ordered to proceed.
Counciliran Bull presented an offer from Mr. L. T.
iason for the sale of 2.6 acres lying irz.ediately cast of
Lodi Lake Park. Mr. Bull stated that the sum asked, 57,500.
could be paid off in time payments at six per cent interest.
