WEDNESDAY, APRIL 3, 1940.
This regular meeting of the City Council of the
City of Lodi was called to order by the itiayor at 8:00 o'clock
P. h., on Wednesday, April 3, 1940, Councilmen, Clark,
Graffigna, Spooner, ihe and Steele present, none absent.
The minutes of the regular meeting held March 20,
1s40 and of the meeting adjourned therefrom held April 1,
1940 were read, approved as read and so endorsed by the Mayvr.
Mr. John H. Kundert and Mrs. Martha Crosby
representing a delegation of property owners on Tokay Street
asked that immediate attention be given to their petition
for street lighting on that street. At the order of the
L:ayor, the request was ordered submitted.
At this tine the Clerk read a letter from Mr.
John A. Henning, .u.perintendent of Public Utilities setting
forth the costs that would be entailed by enlargement of
the street lighting system as presented by the City
Improvement Committee of the Merchants Bureau of the Lodi
District Chamber of Commerce.
An invitation was received from the Business and
Professional Womens Club inviting the Mayor and Council to
attend their public relations dinner to be held April 8, 1940.
A letter was received from Mr. H. P. McCandless in
regard to the continuation of the auditing service heretofore
performed by Mr. A. F. Harrison, now deceased.
F. C. Ditterman applied by letter for the position
of caretaker at the municipal stadium.
A letter of thanks was received from Lodi Post
No. 22 of the American Legion for the use of the Lawrence
Park during their Easter Day hunt.
Pacific Coast Plumber Inspectors Association
invited the City to allow a local plumbing inspector to
become a member of that association.
A petition signed by seventeen property owners
protesting against further extension of a commercial use
at 3311. East Locust Street was ordered referred to the City
Planning Commission.
The reports of the Chief of Police and of the
Poundmaster for the month of March were received, read and
ordered filed, also the report of the Chief of the Fire
Department for the quarter ending March 31, 1940. Accompanying
the report of the Fire Chief was a letter from the Board
of Fire Underwriters of the Pacific setting forth the
reduction in fire insurance rates occasioned by,recent
improvements in the city fire protection system.
Applications for business licenses No. 158 to
and including No. 161 were approved and license Qrdered
granted.
A map of Tract No. 3b, subdivisions of San Joaquin
County named "Forrest Park" was approved on motion of
Councilman 'ieihe, seconded by Councilman Graffigna and the
Mayor was directed to endorse the Council's approval thereon.

Claims in the amount of $28,576.41 were approved
and warrants ordered dra,,n in payment thereof on motion of
Councilman 6,eihe, seconded by Councilman Clark. The claim
of the State Board of Equalization for Use Tax in the
amount of 0245.11 was disallowed.
On motion of Councilman Weihe, seconded by
Councilman Graffigna, the Chief of the Fire Department was
permitted to attend the Fire Chief's con=vention at San
Francisco on Saturday and Sunday following the meeting,
his expenses to be paid by the City.
At this time the Council was resolved into a
committee of the whole and listened to a presentation
of a new contract for employees life insurance submitted
by a representative of the Jefferson Standard Life Insurance
Company. On return to open_ session at 10:13 o'clock P.M.
the Council adjourned on motion of Councilman Weihe.
