Wednesday, February 21, 1940,
This regular meeting, of the City Council of the
City of Lodi ::as called to order at 8:00 o'clock P.Y. on
Wednesday. ='ebruary 21, 1940, Councilmen Clark, Graffigna,
1;�eihe and Spooner present, Mayor Steele absent. In the
absence of the ?'ayor, Councilman Spooner as Mayor Protem
opened the meeting.
The minutes of the last regular meeting held
February 7, 1940 were read, approved as read and so endorsed
by the Mayor.
This beim the date set by notice duly published
as proven on affidavit presented by the clerk, the Council
proceeded to oven and canvass proposals received for cast
iron pipe. Proposals were.received from six different
companies, American Cast Iron Pipe Company, Pacific States
Cast Iron ripe Company, Johns -Manville,. The United States
Pipe and Foundry Company and from vies -cern Pipe And Steel
Ccmpar_y and the Sacrarento Pipe '+'corks, the latter bidding
on sheet steel pipe. After the reception of the bids as
aforesaid, the Layor ordered the same referred to ir.r. J. A.
Henning, Superintendent of Public Utilities to report to the
Board at an adjourned meeting to be Yield on :'ebruary 27, 191x.0.
sir. Rudol_h Bockenheim addressed the Council in
re-ard to an archway constructed West of his dwelling at
21? East °ine Street. He was informed that the arch
intruded upon the side yard and would have to be removed.

of protests aainst the abandonment of an alley in Block 2,
Central Tract, no persons appeared in protest and the Clerk
reported that no written protests had been filed ?.,ith him,
on motion of Councilman Graffigna, seconded by Councilman
Weihe, Resolution No. 1C34 ordering the abandonment of this
alley was introduced, read b the Clerk and considered by the
Council. Resolution_ Pio. 103 was then passed and adopted
by the following vote:
AYES: Councilmen, Graffigna, Weihe, Clark and
Spooner

The report of the Chief hngineer of the Board of
Fire Underwriters of the Pacific setting forth the company's
recommendations covering his survey of the city's fire
department facilities was received and ordered filed. Each
Councilman was given a copy of the recommendations.
A letter of thanks was received from the Stockton
Pyramid of Sciots for the courtesy of the City in keeping
the streets clear during their recent ceremonial in Lodi.
the Pacific Las and Llectric Company applied for
the erection of two ten-minute parking spaces in front of
their offices at 12 +est rine Street and on motion of
Councilman Clark, seconded by Councilman oieihe, the
application was ordered granted.

California otate='Ietirernent Plan, the Clerk was directed
to notify ,'i:r. Earl Chapman, Executive Secretary of the
State Retirement System that the Council would be pleased
to have him present at 6:00 o'clock F.c,_. on Tuesday,
February 27, 1940.
In the matter of the abandonment of a portion
of Forrest v' -venue and an alley in Block 3 of Forrest
Addition, the Secretary of the City Planning Commission
:,erorted that a petition for the same had been consicered
by the Planning Commission and ordered returned to the
Council as approved. Resolution No. 1033 declaring the
intention of the Council to abandon this portion of street
and this alley was then introduced on motion of Councilman
Graff igna, seconded by Councilman Weihe and passed and
adoated by the following vote:
AYES: Councilmen, Graffiana, Weihe, Clark, Spooner
NOES: Councilmen, None
ABSEET: Councilman, Steele
It appearing that there had been some errors in
the descri.tion of streets enumerated in Resolution 1028
adopted iebruary 7, 1940, this riesolution was rescinded
by the adortior- of Resolution Pio. 1031 and in lieu thereof
Resolution 1032 relating to major streets in the City of
Lodi was introduced, passed and adopted by the following
vote:

A citywide project for the extension of the water
.corks system with P. A. assistance was authorized by the
adoption of Rescutien No. 1035; of addition to the storm
drainage sy-tee+ by the adoption of Resolution No. 1036 and
for extension and betterment in the sanitary sewer system
by the adoption of Resolution lio. 1037 all of the three
foregcing resolutions being adopted by the following vote:

Election precincts were established, election
officers aptroved, their compensation fixed and the hours
during which the polls would be o:en, were.fixed by the passage of
Resolution Wo. 1038 by the following vote:

On motion of Councilman :+eihe, seconded by Council-
man Clark, the : ayor was authorized to sign an agreement
with the East Bay :.:uricipal Utility District for the rental
of two lots in the rroehnert Subdivision at 5:1.00 per year
for the 'storage of street materials.
The application .of M. 0. Reiswie- for permission to
install gas storage tanks and pum_s at 816 South Garfield
Street was o_•dered granted on r.:otion of Councilman 'i."eihe,
seconded by Councilman Graffigna.
Proposals for the purchase of a road grader was
received from the Knox -hale Company and from the Equipment
Engineer of the State of California and at the order of the
i,:ayor, none dissenting, fir. Clinton Henning was directed
to make an offer not to exceed L:50G.00 for the purchase
of the equipment tendered by the State.
The purchase of a Graveley lawnmower for use in the
Park Department was authorized on Motion of Councilman Clark,
seconded by Councilman Graffigna.
An application for street lights on Central
Avenue between Gine Streit and !iettleman Lane was deferred
as there was no lighting mains near this section of the
City.

On notion of Councilman Graff igna, seconded by
Co,-ancilman 7 eihe, Yr. John A. Hennin- was authorized to
purchase sufficient pipe to lead from the city vrater mair_s
to the sewage Liscosal Plant.
Claims in the amount of X1,999.34 as approved by
the r'inance Corm-ittee were allowed and ordered paid on
motion of Councilman Uraffigna, seconded by Co•_,ncilman
'ieeihe.
