This regular meeting of the City L'ouncil :;f the
City of Lodi was called to order at 8:00 o'clock F.M. on
February 7, 1540, Councilmen Clark, Graffigna, Spooner and
stieihe present, Mayor Steele absent. In the absence of the
Mayor, who was confined to his home by a serious illness,
Councilman Spooner was chosen Mayor protem by acclamation and
opened the meeting.
Mr. Charles M. Jones asked the permission of the
Council for the Explorer's Scout Troup to erect a twelve foot
by seventeen foot cabin at Lake Park and on motion of Council-
man Weihe, seconded by Councilman Clark, permission was
granted, the location to be determined by consultation with
the Park Committee.
A representative of the State Relief Administration
addressed the Council in regard to a program for putting
relief clients to work on City projects, supervision to be
by the City and to cost the City twenty per cent of the labor
cost or about eight cents per hour. At the order of the
kayor, the matter was taken under consideration.
Mr. W. S. neese addressed the Council in regard
to three phase electric service at his pump on �cuth
Central Avenue and he was referred to lir. J. A. Henning.
A notice from the State Board of kqualization
in regard to a liquor permit for Steve Pappas at 5 East Elm
Street was received and no objections offered.
A petition was received from many of the City
Employees asking the City Council to investigate the State
Retirement Plan and at the order of the Mayor the clerk was
instructed to get in touch with officers of the state and
ascertain the terms and conditions under which Lodi could
participate in their retirement plan.
A petition was received for the opening of the
300 block of Cherry Street and read and ordered referred
to Councilman ti,eihe, Chairman of the Street Committee to
obtain the services of some person_ who might open negotiations
with property owners concerned.
A petition asking the abandonment of Forrest
Avenue from Laiifornia Street to Grant street and also an
alley North of this portion of Forrest Avenue was ordered
referred to the City Planning Commission.
The reports of the Chief of Police and of the
Poundmaster for the month of January were received, read
and ordered filed, likewise the financial report of the
Lodi Softball Association.
At this time the Clerk presented the results of
the election held in the Thirteenth Addition on January 30,
1540 and the Board prepared to canvass the votes received
at said election this being the first meeting held three
days after the date of said election and as a result of the
canvass it was found that the total number of votes cast
at this election was thirty three of which twenty one were
in favor of annexation and twelve votes were against
annexation. It thus appearing that a majority of votes
were cast in favor of said annexation, Ordinance No. 26L
entitled "AN: OR.DINA_NCE APPROVING TEE ANNEXATION OF "THIRTEENTH
ADDITION" was introduced on motion of Councilman Graffigna
seconded by Councilman SJeihe, read by the Clerk and ordered
laid over for the statutory period of not less than five days
by unanimous vote of all Councilmen present.

Ordinance No. 263 entitled "AN ORDINANCE A1:E11"DING

COLLECTOR," having been regularly introduced on the 17th
day of Januar;, 1540 was brought up for final passage on
motion of Councilman Graffigna, seconded by Councilman
Clark and read at length by the Clerk. Ordinance No. 263
was then passed and adopted by the f ollowin3 vote:

Spooner

The mayor then signed the Ordinance in approval thereof.
Resoldtion No. 1028 supplimenting Resolution No.
826 and relating to major streets in the City was introduced
on motion of Councilnan 10�eihe, seconded by Councilman
Graffigna, read at length by the Clerk and finally passed
and adopted by the following vote:
AYES: Councilmen, Vieihe, Graffigna, Clark and
Spooner
NOES: Councilr.-en, hone
A?SEP;T: Councilman, Steele
In the matter of the retention of the Lodi office
of the Department of Labor,. Resolution No. 1029 was introduced
on motion of Councilman Clark, seconded by Councilman
Graffigna and finally passed and adopted by the unanimous
vote of all members of the Council present.
Mr. Clinton Henning, City engineer presented a
proposal for the purchase of a road grader at a cost of
u3,250.00. He stated that the same grade of equipment
could be hired at X5.50 per hour and at the order of the
Mayor the ratter of this purchase or the hiring of a
grader was referred to Mr. Henning for his recommendation.
Building Permit Application No. 26115 signed by
Alex Salomon was ordered granted on reco=-endation of the
nuilding Inspector and by motion of Councilman Graffigna.

i;Ir. John A. rennir_g, ouperintendent of Public
Utilities recommended by letter that the following
paragraph be embodied in the water regulations "for the
purpose of determining the charge for water supplied by
the City to premises, other than regularly platted city
lots, a lot shall be cor_strued to mean a rectangular area
of 10,000 square feet or major fraction thereof'. on
motion of Councilman Grafi igna, seconded by Councilr..an

Councilman Graffigna, the City Cleric was directed to sell
the building at 1028 -)ouch Central Avenue to the best
advantage of the City.
At this time the City mngineer presented a map
of the survey of property for Lot Lachenmaier and after
reviewing the same Resolution 'No. 1030 approving the map
as a legal survey was passed and adopted by the unanimous
vote of all members of the Council present.
Business License applications No. 136 to and
including No. 114 were ordered granted.
Bills in the amount of $24,310-41 as approved
by the r'inance Committee were ordered paid on motion of
Councilman uraffigna seconded by Councilman +yeihe.
On motion of CounciLr^an Clark, seconded by
Councilman Weihe the water bill against Louis Sanguinetti
on North School Street, several years unpaid, was ordered
cancelled it appearing that a meter had been recently
installed at the premises.
1�r. Clinton Henning reported that the well at
the sewage disposal plant su-cplying the dwelling and
fresh water at the plant had apparently failed and he
recorr:ended that a line be built from the City dorm to
this plant. At the order of the Mayor the matter was
referred to iter. J. A. Henning.
1Ir. Clinton Elennina also suggested that provisions
should be made to extend the storm drain.system North on
California or Grant Streets to the river and also to extend
the storm drains on Stockton street to the same point.
