'Wednesday, January 3, 1940.
The City Council of the City of Lodi net in regular
meeting at 8:00 o'clock P.M., of 5aednesday, January 3, 1940
Councilmen_, Clark, Spooner, Graffigna, Yveihe and Jteele
present, none absent.
The minutes of the last meeting held December 20,
10.39 were read, approved as read and so endorse: by the I.:ayor.
No persons appearing at this time the order of
Public hearings was passed and the Council proceeded to
hear communications and reports.
The clerk read a letter from the President of the
Lodi Civitan Club recommending the appointment of Dr. 0. R.
Crosswhite, Kenneth L. Lobaugh and Clifford S. Dull as
Commissioners of the City's Recreation Commission. At the
order of the Yayor the coam.:unication was laid over to be
taken up later on in the meeting.
The Clerk read a letter from the Board of "'ire
Underwirters of the Pacific in regard to applications for
frame structures to be erected within the fire limits and
stating the policy of the Board as regards infractions of
the ordinance governing buildings in this district.
A call for the next regular meeting of the Central
Walley Section of the League of California Cities to be
held in %'odesto on January 18, 10,40 was received and read.
The report of the Chief of Police for the month
of December, 1939 and that of the Poundmaster for the same
period and the quarterly report of the Lodi r'ire Department
were received, read and ordered filed.
On motion of Councilman Graffigna, seconded by
Councilman Spooner, the City Clark was authorized to sign
a release of the Milk Producers Association of Central
California on payment of 04,5.42, such payment being in
satisfaction of the city's claim for damage to the poundmaster's
automobile caused by a wreck had June 27, 1939•
notices of applications for liquor licenses and
transfers of licenses were received from the State Board of
Equalization.
Application for business licenses Pio. 122 to and
including No. 128 were allowed and licenses ordered granted.
Mr. Glens 'best was reappointed City Attorney of
the City of Lodi for the calendar year 1940 by the adoption
of Resolution No. 1019 and Mr. Clinton Benning was reappointed
City Engineer for the calendar year 1940 by the adoption of
Resolution No. 1020 passed and adopted by the assenting votes
of all members of the Council.
The Mayor presented a communication from the
Secretary of the Sar. Joaquin Local Health -District notifying
the Council that the term of office of Dr. J. E. Nielson as
trustee of the health district would expire January 3, 1940.
Dr. Nelson was reappointed trustee for the statutory period
of two years by the adoption of Resolution Pio. 1021 by the
unanimous vote of all members of the City Council.

In the matter of the annexation of "Thirteenth
Addition", Resolution No. 1016 ordering and calling an
election to be held on the 30th day of January, 1940 was
introduced and on motion of Councilman Spooner, seconded
by Councilman 1eihe and finally passed and adopted by the
following vote:
AYES Councilmen, Spooner, Weihe, Clark,
Graffigna, and Steele
NOES: Councilmen, None
ABSENT: Councilmen, None
(This resolution is filed in the proceedings appertaining
to the annexation of this addition)
The Clerk was directed to notify Mr. Bert Carlock
that his services as night watelm an would not be needed
until next grape season.
The City Engineer, Clinton Henning, presented the
tentative plans for a new building to be erected on the
Southwest corner of Stock to n and Locust Streets and he was
instructed to prepare complete plans arA specifications
to be presented to the Council at its next regular meeting
on motion of Councilman 'iieihe, seconded by Councilr.^an
Graffigna.
In furtherance of the approval of the members of
the Lodi Recreation Commission, Resolution No. 1025 was
introduced on motion of Councilman Spooner, seconded by
Cou_ncil=an uraffigna and adopted by the unanimous vote
of all members of the City Council.

RESOLUTION AEFOINiTIZG N+IEkBERS OF RECREATION COMMISSION
iv`= -REAS, a Recreation Commission was established
in this City by the adoption of Resolution No. 1017 on the
20th day of December, 1939; three of the L�om=issioners to
be appointed by this City Council from a list to be submitted
by the Civitan Club of Lodi and two of said Commissioners
to be appointed by this Council without recomrendation, and,
WHEREAS, the said Civitan Club has this day
submitted its reco=r,endation and the names of the three
persons therein suggested meet with the approval of this
City Council, to -wit, the names of ii. H. Crosswhite,
Kenneth L. Lobaugh and Clifford B. Dull and furthermore,
this City Council believes that Earle L. Crandall and n. �.
Fuller are fit and corpetent to be appointed to membership
on the said Recreation Commission, therefore,
BE IT RESOLVED, that 'r'.. H. CROSSVMITE, KENNETH
L. LOBAGH, CLIFFORD B. BULL, EARLE L. CRANBALL AICD B. W.
FULLER, be, and they are hereby appointed and confirmed as
members of the Recreation Commission of the City of Lodi.
The Commissioners herein appointed shall serve
for such term of office as set forth in the said Resolution
Pio. 1017 as they may determine by lot, and immediately, upon
such determination, they shall report to this City Council
in writing, stating the terms of office of each member as so
ascertained.
The City Clerk shall give notice to each of the
above nar_ed appointees of his appointment and of the
condition thereof.

Claims in the ar.:ount of x;26,198.95 as approved
by the Finance Committee were allowed and ordered paid
on motion of Councilman v+eihe, seconded by Councilman.
Clark.
At this time the City-';ngineer, Clinton Henning,
preser_ted plans and profiles for the proposed storm
drains on zouth Cantral Avenue and aettleman Lane and on
motion of 6ayor Steele, seconded by Councilman the
Clerk was directed to advertise for bids to supply the
concrete pipe necessary for this job.
The City Engineer also presented a tentative
application to the W. P. A. for a city wide sanitary
sewer project, and the execution of the application was
authorized b;; the adoption of Resolution No. 1022 by tre
follotiring vote:

Spooner and Steele
NOES: Councilmen, None
AISFYT: Councilmen, .lone
The extension of the water system was included
in another +1. P. A. project application and the same was
approved by the adoption of Resolution No. 1023 by the
same vote as above.
Extension of the storm sewers under W. P. A.
assistance was authorized by the adoption of Resolution
No. 1024 by the same vote as on the proceeding two
resolutions.
On motion of Council.an Weihe, the Council
then adjourned.
