Regular meeting , 8 o'clock P.M. Wednesday, November 1, 1939.
Councilmen Clark, Graffigna, Spooner, Weihe and Steele (Mayor) present,
None absent.
F:'.inutes of last meeting held October 18, 1939 read, approved as read and
so endorsed by the Mayor.
F:blic Hearings: Dr W.H.Crosswhite from "Civitan Club" addressed the
- Council in regard to "Boy's Day" December 6, 1939 and on motion of Councilman
Spooner, Graffigna second, the Council extended full co-operation with the
direction that all officers of the City allow the boys elected to fill their
offices be allowed opportunity to become conversant with the duties performed
in each department.
Co=_unications and Reports: A letter from the local office of Pacific
Gas and Electric Company asking that representatives of the electrical dep-
artment of the City arrange to attend a meeting of Pacific Coast Electrical
Association to be held in Stockton on Novemebe 7th was read.
F'eports of Chief of Police and City Peundmaster for October 1939 rec-
eived, read and ordered filed.
Notices of application for change of liquor licenses held by Smith and
Steward to Joe Lima, 25 N. Sacramento Street were received from the State
Board of Equalization.
Applications for business licenses Nos 99, 100 and 101 were passed and
licenses ordered granted.
The introduction of Ordinance No. 243 was again delayed so that the
City Attorney might obtain a settlement with Pacific Gas k Electric Company
as to percentages due under the company's constitutional franchise.
ORDUTANCE NO. 257 entitled "AAI ORDINANCE 9.�IDING ORDINANCE NO. 238
BY ALTT-RING THE BCUNDARY LINES OF CERTAIN PORTIONS OF CERTAIN ZCNV-S AS
DISPLAYED UFON TF'E "ZONE DISTRICT XAP" OF THE CITY OF LODI AS ADOPTED BY
SECTION 2 OF SAID ORDINANCE NO. 238 AND RECLASSIFYING AND REZONING PROP -
MI TIFS LOCATED TMMM" having been regularly introduced on October 18,
1939, was brought up for passage on motion of Councilman Graffigna, Weihe
second, read by the Clerk and finally passed, adopted and ordered to print
by the following vote:-
AYFS: Councilmen Graffigna, Weihe, Clark, Spooner and Mayor Steele.
NOES: Councilmen, None.
.ABSENT: Councilmen, None.
The Mayor then signed the ordinance in approval thereof.
ORDINANCE NO. 258 entitled " Ali ORDINANCE AIPROVING TETE A10M=ICN OF
" TRNTH ADDITION" having been introduced on October 18, 1939, was brought
up for passage on motion of Councilman Spooner, Weihe second, second reading
omitted by unanimous consent, and finally passed, adopted and ordered to
print by the following vote: -
AYES: Council:nen Spooner, Weihe, Clark, Graffigaa and 3layor Steele.
LACES: Councilmen, None.
ABSENT, Councilmen, None
The Vayor then signed the ordinance in approval theteof.
On motion duly made and seconded, the City Engineer was authorized to
aply to the Department of Public Works, Division of Highways, for two
projects entailing the expenditure of first i¢ gasoline tax moneys, one
for storm drain construction on South Church Street, Kettlemen Lane and
South Central Avenue, the other for re -surfacing on 'Nest Lockeford Street
and on South Church Street.
The Council t -en retired into executive session on order of the Layor
returning to open meeting after a session of five minutes.
Bills in the amount of $39,IP.1424 as approved by the Finance Committee
were ordered paid on motion of Councilmen Clark, Graffigna second.

The Mayor appointed a cormittee consisting of Councilmen Graffigna,
Weihe and the City Clerk to contact the local business men's association
in regard to obtaining and financing better quarters for the local branch
of the State Mnployment Service.
The Council expressed a willingness to co-operate with the Coast and
Geodetic Survey, the vast Bay Municipal Utility District aad their emp-
loyees in establishing a seismological station in Lodi especially in the
supplying of electrical service necessary for its amplifier instrument.
Adjournment was taken at 9:50 P.11. on motion of Councilman Weihe.
