FRIDAY, SEPTET+:BER 22, 1939
Pursuant to the adjournment taken by the Clerk
from the regular meeting of September 20, 1939, the City
Council of the City of Lodi met in adjourned regular session
at 8:00 o'clock F., on Friday, September 22, 1939. Council-
men Clark, Graffigna, Spooner, ,',eihe and Steele present,
none absent.
The minutes of the last regular meeting held
September 7, 1939 and of the adjournment taken from the
meeting of September 20, 1939 were read, approved as read
and so endorsed by the 1,a70r.
,7r. D. D. Smith and a numerous committee of
citizens appeared before the Council in advocation of the
immediate construction of a municipal stadiu.:. in Pioneer
Park under W.P.A. auspices. After considerable discussion
and on motion of Gouncilman Spooner, seconded by Councilman
Clark, the Cit, Engineer and the City Clerk were instructed
to bet in touch with the proper W.P.A. officials in order
to start construction as soon as possible after the
conclusion of the present grape season. r.:otion carried.
Information that the city com-pensation insurance
rates had been raised 4% was contained in a letter received
from the State C=pensation Insurance Fund. The Clerk was
directed to sign the city's acceptance of the -rate increase
on motion of Councilman raffigna, seconded by Codncilman
d;eihe.
A letter was received from Ruth E. Ratzburg
sugjesting certain traffic regulations and same was ordered
filed.

was ordered granted without objections.
In the matter of the claims of Yrs. y A. Prentice
and Scotti previously presented to the Council on
September 7th; on motion of Councilman Spooner, seconded
by Councilman Weihe, these claims were submitted to a
board of arbitrators to consist of one m an representing
the City, one the claimants and a third to be selected by
these two should they be unable to agree on the proper
amount, if any. The sane motion named lir. H. Street to
represent the City and stated that any conclusions of this
committee should be submitted to the City Attorney for
report to the Council.
A petition signed by %dward Lind and others
desiring annexation of certain lands to the City of Lodi
to be designated as Eleventh Addition was presented to the
Council having been filed with the Clerk on the 8th day of
September and the Clerk reporting in writing that the said
petition was signed by more than 25 per cent of the registered
electors residing in the district proposed for annexation,
Resolution No. 1005 eras introduced on motion of Councilman
Graffigna, seconded by Councilman Vieihe and passed by the
following vote:
AYES: Councilmen, Graffigna, Clark,+eihe,
Spooner and Steele.
NOES: Councilmen, None

A petition signed by Jacob S. Eowen and others
havin,i been filed on September 7, 1939 and referred to the
City clerk to check the sufficiency thereof, the Clerk
retorted in writing that the said pe tition was signed by
registered electors in excess of 25 per cent of the total
number of electors residing in the territory therein proposed
for annexation and on motion of Councilman Graffigna,
seconded by Councilman Weihe, Resolution No. 1006
designating this territory as Twelfth Addition was
introduced, passed and adopted by the following vote:
AYE : Councilmen, wraffi?na, 'jeihe, Clark,
Spooner and Steele.
NOES: Councilmen, hone - ABSE2iT: hone.
(Copies of the foregoing Resolutions No. 1005 and 1006 appear
in the files of the proceedings taken in the annexation of
the territory described therein).
Ordinance No. 256 entitled "AN ORDI111ANCE LE .L,% -G
TAXES = OR FEE FISCAL YEAR BEGINI;ING JULY 1, 1940" having
been regularly introduced on September 7th, was finally
passed and approved and ordered to print by the following
vote:
AYES: Councilmen, 17eihe, Clark, Graffigna,
Spooner and Steele

The Mayor then approved and signed the foregoing ordinance.
Semi-monthly payrolls in the amount of `521.60
were presented by the Clerk and payment ordered on motion
of Councilman Graffigna, seconded by Councilman Spooner.
The Clerk again presented the claim of Geiger
Iron "*'orks in the amount of 11, O1; .7If with purported
itemized statements of the amounts not itemized when the
claim was previously filed on September 7th. Accompanying
the claim was a written opinion of the City Attorney. On
motion of Councilman Graffi,gna, seconded by Counoilman
Spooner and carried, the foregoing claim of the Geiger Iron
:+orks was ordered paid.
Mr. Charles Prentice, operator of a local taxi
cab addressed the Council at this time in regard to a stand
at the P�ortheast corner of School and Pine Streets. W."r.
crentice stated that he had made an application to the Chief
of Police who had refused the same. At the direction of the
Council this matter was ordered referred to the Chief of
Police and the :ayor.
The City Clerk reported orally that the petition
of Henry 2,ilke, et ux, for rezoning of property on Vine
Street was insufficient.
The tentative play_ for a new structure to be
erected by the Lodi pinion High School on the Southeast corner
of rose and Walnut Streets was reviewed by the council.
The plan was approved providing an equal side line be
raintained on `i'alnut Street to the proposed setback of
twenty feet shown on Rose Street.
