Pursuant to the adjournment taken by the Clerk from
the regular meeting scheduled to be held September 6, 1939,
the City Council of the City- of Lodi met at 8:00 o'clock P.Y.
on Thursday, September 7, 1939, Councilmen Clark, Graffigna,
Spooner, �eihe and Steele (,Mayor ) present,
The minutes of the meeting held August 16, 3.939
were read, approved as read and so endorsed by the Payor,
likewise, the rotation of adjournment made by the Clerk of
the meeting to be held September 6, 1979.
1;r. D. D. Smith of the Lodi District Chamber of
Commerce with a numerous delegation from the Lodi Union
nigh School and faculty, the Lodi Business t.en's Association
and others appeared in favor of the construction of a
municipal stadium in Pioneer Park. Mr. Smith was followed
by several speakers. Kayor Steele stated that before a
decision could be made that notices to all interested
parties should be given so that they might ar_ear. After
further discussion it was decided that the matter would
again be taker_ up at the next regular meeting of the Council.
Postmaster C. M. Jones, again renewed his request
for a ten minute parking zone in front of the Post Office.
Mr. `+". S. geese appeared in objection t6 alleged
gambling conducted at the carnival during the festival
season and also protested against "Striptease" performances
which were conducted on the carnival lot.
On motion of CounciLr an Spooner, seconded by
Councilman Graf'igna and carried, Fire Chief Earl May was
allowed his expenses for attendance at the International
:ire Chiefs' Convention to be held in San Francisco on the
17th.
In response to a letter from the United States
Geological Survey, the Mayor directed the clerk to notify
the survey that a remittance of $600.00 would be forwarded
after the next meeting of the Council.
The oe=ictal call for the annual convention for
the California Sewage Works Association to be held in
Oakland on Sent. 18 and 19 was read and on recommendation
of City Engineer, Clinton Henning and on motion of Councilman
Graffigna, seconded by Councilman V%eihe, Mi.r. -red Post was
allowed his expenses in attending the same.
On motion of Councilman Clark, seconded by Council-
man S ooner, the members of the Council, City attorney,
City �rgineer, and Superintendent of Public Utilities and the
City Clerk were authorized to attend the annual convention
of the League of California Municipalities to be held in
Oakland, September 16 to 21.
The Clerk presented a check from Lrs. Nettie
.,_urray covering the 1938 returns from crops grown on
Pioneer Park.
The Clerk also stated that offers of a deer for
the Lake Park had been refused on the advice of the Council-
man in charSe of the park -rounds.

Several notices from the State Board of Eoualization
covering renewal of liquor -licenses in the city limits were
read and ordered filed.
On motion of Councilman Graffigna, seconded by _
Councilman Spooner and carried, the execution_ of an agreemer_t
with bax Newzell for the conveyance of lands necessary
to open and widen i._ission Street, +'%ashinoton Street and
+atson Street in return for his reimbursement for Central
Avenue paving in the amount of $272.0 and the installation
of curbs and gutters on three sides of the Newzell Tract
was approved.

License applications 80 to 90 inclusive were
read by the Clerk and ordered granted without exception.
A petition was received signed by J. S. Howen
and others for annexation of certain lands in the City and
the same was ordered referred to the Clerk for checking
of the signatures.
The petition of Henry Zilke and Olga Lilke, his
wife for permission to conduct a camp ground on Last Vine
Street was also referred to the Clerk for checking of
signatures and if found sufficient to be referred to the
Planning Commission. This was done on motion of Mayor Steele,
seconded by Councilman _!+'eine.
After considerable discussion regarding the camp
ground maintained on the Northeast corner of Cherokee Lane
and Lockeford Road, conducted by L. Sherman and M. J. Seeley
under permits heretofore issued, the Council decided that
these permits should be cancelled for cause at the end of
the present -rape season.
Ordinance No. 256 entitled "AN ORDINANCE LEVYING
TAKES OR THE FISCAL YEAR BEGI` F111G JULY 1, 1940" was
introduced on motion of Councilman Graffigna, seconded by
Councilman Weihe, read by the Clerk and considered by the
Council. The said ordinance was then ordered laid over
for the statutory period of not less than five days.
Claims for dust damage to grape and corn filed
by :sirs. Martha Prentice and V. Scotti were laid over for
consideration. The claim of the Geiger Iron 'iorks held
up by the Clerk was ordered referred to the City Attorney,
Glenn 't+est for his opinion.
Several proposals were received for general
liability insurance coverage ana at the suggestion of
Mr. Glenn West, Cit;, Attorney, it was decided that the
city prepare a form of specifications and invite bids
under the same.
Claims in the amount of $25,152.69 as approved
by the Finance Co:..dttee were allowed and ordered paid
on motion of Councilman Clark, seconded by Councilnan
Grafigna.
Renewal of automobile liability insurance with
the Pacific Indemnity Company was authorized on motion
made, seconded and carried.
The City Council then_ adjourned on motion of
Councilman Weihe.
