REMESDAY, AUGUST 2,1939
The City Council of the City of Lodi convened in regular session at 8:00
o'clock P.M. on Wednesday, August 2. 1939, Councilmen Clark, Graffigna, Spooner,
Weihe and t.':ayor Steele present .
The minutes of the last meeting held July 17, 1939 were read, approved as
read end so endorsed by the 6:ayor.
L`,r Robert H. Rinn, Trustee of Lodi Public Library presented the annual
report and budget of that department and the same was ordered filed to be taken
up at the time of setting of the 1939-40 tan rate.
Mrs T.Iorion Emil, residing in a "trailer house" at 216 Redwood Street
requested extension of time to an indefinite termination during which the
trailer could be occupied as a dwelling.
On motion of Councilman Spooner, Councilman Weihe second, the City Engineer
was directed to attend a hearing before the resident engineer of the War Depart-
ment on the application of the State Board of Public Works to construct a draw
bridge over the North Fork of the Yokelumne River west of Terminous on the
contemplated Lodi -Rio Vista Highway.
Two notices of applications for liquor licenses were received from the
State Board of Equalization.
License applications #538 to 545 were received and licenses ordered granted
subject to the approval of the Police Department.
The City Clerk advised the Council by letter that the City Board of Equal-
ization would convene at 8:00 o'clock P.L:. on Monday. August 14, 1939 and that
the City Assessor had delivered the 1939 assessment rolls to him and that the
san=e were now open to public inspection.
Reports of the Chief of Police and of the City Poundmaster for the month
of July were received, read and ordered to the Clerk's files.
The City Clerk applied orally for leave of -absence for 15 days on account
of annual leave and the same was ordered granted on motion of Councilmen Spooner,
seconded by Councilman Graffigna.
Claims #34567 to #341755 as approved by the auditing committee were allowed
and warrants ordered drawn in payment thereof on notion of Councilman Weihe,
seconded by Councilmen Graffigne.
The Council then proceeded to consider a proposed ordinance governing the
collection of garbage, discussing each section as read.
On motion of Mayor Steele, Councilman Weihe second, ORDINANCE NO. 255,
entitled " AN ORDINANCE PROVIDING THAT THE CITY OF LODI, ITS AGENTS OR MMLOYEE:S
SHALL HAVE THE OCCLUSIVE RIGHT TO GAMM AND COLLECT GARBAGE IN SAID CITY, AND
PROVIDING FEES FOR TF.E COLLECTION TFLREOF, AND REGULATING COLLECTION AND DISPOSAL
OF THE S;ME " was introduced, after reading as above, and by the same motion,
ordered laid over for the statutory period of not less than five days. Motion
carried by unanimous vote of all members of the City Council.
Superintendent of Public Utilities presented the oral application of
F.R.Smith, an employee.of the Electrical Department for a change in allowance
for use of his automobile. IL- Smith asked that he be paid on a mileage basis
instead of at $25.00 per month as at present. No action taken.
On motion of Councilman Weihe, the City Council then adjourned to and until
6:00 o'clock P.T.C. of Tuesday, August 9, 1939, a hearing on annexation proceedings
being scheduled for that time.
