On motion of Caancil- E-an ra _igna, seconded b Co_uzcil an '�eihe, Councilman Spooner was chosen payor rotem and opened the meeting. The ni nutes of June 5, 1939 were read, approved as read and so endorsed by the :.:ayor, likewise, the minutes of the special neetino held June 13, 1939• No persons desiring to ad::,ress the Council at this t_^e, the order of Public ^earinos was passed and the Council _rocecded to hear comm_anications and reports. The application of v=iss Isabel Tubbs for a clerical position with the City eras received, read and ordered filed. A notice from the state Board of Equalization re:�ardin? the a:,lication of A. Lorenz for a license to sell spirituous liquors at 114 i+orth Cherokee Lane was receive'. One application for a business license, that of Jewel ='ea Company, Inc., was approved and the license ordered issued. The Lodi zoftball Association filed its financial staterient for the period ending; June 19, 1R39. Peat, Warwarvich Litchell applied by letter for the position of auditor of the City's accounts, but the Co,Lr-cil decided that they were satisfied with the present auditor and would continue with his services. The Clerk read a letter from the State Compensation Insurance Fund in regard to the present condition of E. D. Erse ry. ,L The Di-rision of i+io- :Nays presented its biennium project agreement for highways inside the city limits and the e.cacution of the same :,as approved by the adoption of Resolution No. 999 introduced on motion of Councilman Graffigna, seconded by Coancilr:.an Clark and carried by the assenting votes of the members of the Council present. i,.r. Clinton 7enninj, addressed the_ Council in regard to the vrithdrawing of support by the =.ast Say LlMlcipal Utility District from the United States Geological Survey as to strean readings on the 1,1okelumne River which had been taken previously at Clements and Woodbridge. ONDAY, MiE 19, 1939• Continued RESOLUTION r C . 1000 RESOD;D, that the 17ayor be, and he is hereby, authorized _ and directed to execute for and on behalf of this City, a certain "Cooperative Agreement for Investization of Surface Water Resources" ^,rlth the UI;ITED STATES GEOLOGICAL SURVEY wherein the City of Lodi agrees to contribute the sun or T;.elve ==undred Dollars (,;1,200..0) in the fiscal year beoinnln- July 1, 1939 for investigation of the cater resources of the PCokelumne River at Clements and at +ioodbridge. After the adoption of the above Resolution Io. 1000 the City En_ineer was directed to inorm water users along the --okelumne River interested in the continuance of the -rrorl: of the Geological Survey that the City had signed this contract for stream gauging subject to contributions to be made by other interested parties. At the order of P,_ayor Spooner, the City Engineer and the City Attorney were directed to trite to the Division of >ater Rights of the State of California in regard to the non-compliance by the East -Bay i.:unicipal Utility District with that part of its per-ait dealing -pith the determination of the amount of water available in excess of the requirements of down stream users. All members of the Council assented in the IMayors directions. Claims No. 34342 to and ir_cluding rib. 3L356 in the amount of 4421.40 'were allo.;red and ordered raid on motion of Councilman Clark, seconded by Councilman Lraffigna. City Attorney, Glenn'—gest, reported on the conditions relating to the pollution of the `+tokelunne --:aver from dredging oYerations and also as to the peddling ordinance used in Piedmont which had been r'sited to the Council as being very effective. At 9:20 o'clock F.b[. the Council was resolved into executive session at the order of the=r:ayor for the consideration of proposals received for the furnishing of fire apparatus, returninb to open session at 11:45 o'clock when Resolution of Acard No. 996 was introduced on motion of Uouncilman GraffiSna, seconded by Councilman »eine, read by the Clerk and considered by the Council. ��S LrIo?r ;o. 998 RESCLUTIG OF A'�-A_RD - QUAD FIRS TRUCK �' E3LASx in accordance vrith proceedings regularly had before this city Council, sealed bids or proposals were received, publicly opened and declared on the 5th day of June, 1939 for the furnishing of the following equipment.
