This regular meeting of the City Council of the
City or Lodi was called to order by the :ayor at 8:00 o'clock
.Y. on-orday, June 5, 1?39. Councilmen Clark, Graffigna,
Spooner, 7.-eihe and Steele, =ayor present, none absent.
The minutes of the last meeting held 11 -ay 15tH
{ were read, approved as read and so endorsed by the Payor.

This being the time set by notice duly published
for the reception of s=.aled proposals for the furnishing
of fire department equipment, the Council proceeded to open
and canvas the bids received as follows:

On motion of Councilman Graffigna, seconded by
Councilman +oeihe, the proposals received were taken under
advisement for a consultation with the Chief of the :ire
Department and the Clerk was directed to return such bid
deposits as received, the same not being required by the
specifications and notice.

American Legion addressed the Council in regard to display
of fla„s in the City and desired to know what progress had
been made in the matter of obtaining flap holders for
mounting on lioliting standards. On motion of Mayor Steele,
seconded by Councilman Uraffio a, the Superintendent of
Public Utilities was directed to obtain proper flag holders
and install the tame.
P?:r. J. ieddig at this time appeared before the
Council appealing from the decision of the building inspector
who had refused to grant his application `:o. 2452 for work
to be done on the premises at 3052 East Oak zptreet. Mr.
Reddia was in -formed he must comply with the provisions of
the ordinance.
The application of ?_rs. J. L. ,ioore for an addition
to a building for living purposes at 113 Aorth Cherokee Lane
having been denied by the building inspector, his ruling
was upheld by the Council.
A letter was received and read from the Industrial
Accident Commission regarding the total disability allowance
made Pi, R. Coffman.
Legislative bulletins were received from the
League of California "lunicipalities and from the California
Municipal Utilities Associat-on.
The Clerk was directed to write to Senator Crittenden
voicing the opposition of the Council to AB 75 and likewise
to ,.rite to the four senators on the Ca_rital and Labor
Corznittee in op_aosition to AB 10,17.

The reports of the Chief of Police and of the
City : oundmaster for the month of :,lay were receia ed, read
and ordered filed.
The City Clerk retorted the unsatis_actory
condition of some outstanding accounts financed t=rough

Applications for Business Licenses No. 503 to
and including 510 were approved and licenses ordered granted.
Award for the purchase of two automobiles for the
Police %epartmient was made by the adoption of =resolution
2io. 997.

b:?EREAS, in accordance with proceedings regularly
had before this City Council, sealed proposals were received,
opened and canvas :: -ed on the 15th day of Irkay, 1939 for the
purchase by the City of Lodi of two (2) standard sedan type
automobiles for use of the Police Department, from various
persons and firms pro_ osing to furnish said automobiles, as
will appear from the minutes of this City Council for the
reeting re3-ularly held on said day, and,
,'H REAS, this City Council has revieared and
considered. said proposals,
BE IT RESOLVED, that this City Council hereby
rejects all of said proposals except that of rOTOR
C:'EPA?Y, to whom the contract to furnish said aut:mobiles
is hereby awarded, such award to cover two Ford 7-8 Sedan
Type Automobiles with 95 H.P. engines, upholstered in
leather but with standard electric generator in lieu of the
Police type mentioned in the proposal of said 1irieger
lJotor Company.
Reference is hereby made to the "=otice to bidders"
the sealed proposals received thereunder tind to the minutes
of this City Council for 2 -.'ay 15th, 1939 and this City Council
hereby finds, deter-.ines and declares that the said proposal
of Krieger idotor Company is the best and lo•rest bid received.
City Uouncilman
The foregoing Resolution lio. 997 was passed by
the assenting votes of all members of the Council.
On the recon-endation of the City-'nair_eer, building
permit a plication 'Na. 2L�LS was ordered granted.
Claims ';o. 311-156 to and including 34341 in the amount
of $20,cLL.11 were allowed and warrants ordered drawn in
payment thereof on motion of Councilman Graffigna, seconded
by Councilman eihe.
The City Attorney, Glenn '::est, addressed the Council
in re-ard to certain acts now .:ending before the-egislature
and 0Sfecting t1 e Central 'Valley `i.ater Plan.
T.'ONDA_, JTr-IR 5, 1939.
The City Engineer, Clinton Henning, stated that the
East Day :_unici-pal Jti_ity District conter�lated ith-
dralsinJ, its support froth the united States Geological
Survey in tris district and that in order to obtain the
data now collected by the survey it would be necessary
for local interests to pay one -hall the cost, estimated
a} to be W1,200. The City Engineer and the City Attorney
were authorized by motion: of Councilman Spooner, seconded
by Councilman 'leihe to contact the Woodbridoe irrigation
District, Pacific "gas and Electric Cor:.:any and the
East Say-..unicipal Utilit;X District and see if they would
share this cost crith the Uity.
On motion of the Ielayor, seconded by Co-uncilman Spooner,
the City Attorney •as directed to notify the persons
responsible for the pollution of the r:okelumne River to
cease forthwith or the City would take appropriate legal
action.
t=ayor Steele was granted permission to leave the
State for a period' of t,,•ro weeks.

Clark, the City Engineer and Councihran 'Clark crere
authorized to -urchase a lawn-aov:er for use at La::e = ar1:.
