This regular meeting of the City Council of the City of Lodi was called
to order by the Mayor at 8:00 o'clock PX. on blonday, the 1st day of bay,
1939, Councilmen Clark, Graffigna, Spooner and Steele (Mayor) present, being
all of the members of the said City Council.
The minutes of the last meeting held April 17th,1939 were read by the
Clerk, approved as read and so endorsed by the Llayor.
No persons appearing, the order of Public Hearings was passed. This `
being the date, place and hour set for hearing on a proposed amendment to
Ordinance No. 238 (Zoning Ordinance) whereby certain changes in classificat-
ion and zoning of properties in the Southwest portion of the City would be
effected, and the matter coming on to be heard,after the Clerk presented
evidence of due publication of notice in the official newspaper of the
City, no persons appeared to offer protests or suggestions. It was determined
that further postponement of the hearing would not be necessary and that
the Council had now acquired jurisdiction to proceed with the contemplated
amendments to the said zoning ordinance.
A letter was received from the Division of Highways transmitting a
tentative project statement for the maintenance of State Highways within
the City from gasoline tax funds. On motion of Councilman Weihe, seconded
by Councilmen Spooner and carried, the Mayor and City Clerk were authorized
to execute the agreement. _
The Clerk read Legislative Bulletin No. 9 of the League of California
Municivalities.
A notice of the application of W.A.Loranz for transfer of liquor
license to himself from former licensees at 114 N.Cherokee Lane was received
from the State Board of Equalization.
Business license applications Nos 51 and 52 were allowed on motion of
Councilman Spooner seconded by Councilman Clark.
on motion of Councilman '4eihe, seconded by Councilman Graffigna, a
renewal of the lease to the State of California of the "Armory Building" and
grounds was authorized, such lease to cover the period from May 15, 1939 to
May 149 1941 at a rental of $900.00 per year payable quarterly.
L:onthly reports of the Chief of Police and of the City Poundmaster were
received, read and ordered filed.
on motion of Councilman Graffigna, Weihe second and carried claims as
follows were allowed and ordered paid by warrant:
Ag=ainst General Fund Nos 33921 to 34091 in the amount of $ 18,085.28
Against Gasoline Tax Fund No. G--19 in the amount of .... $ 2,750.00
The Council then entered into a detailed study of a proposed garbage
collection ordinance, discuGsing particularly the collection of rubbish and
the fees to be charged.
The Clerk was directed to inform the City Attorney that the City Council
contemplated changing the regular meeting times of the Council from the first
and third Mondays in each month to the first and third Tuesdays, and, should
there be no legal obstacles, for the said City Atborney to prepare and submit
an ordinance to that effect for consideration by the Council.
On motion of Councilman Graffigna, seconded by Councilman Spooner, the
City Clerk was directed to publish a "Notice to Bidders" for the furnishing
of two standard type sedan cars for use of the Police Department, bidder to
furnish specifications of the car proposed and to state allowance he would
make for the two cars now used in the Department.
At the order of the Mayor, none dissenting, the City Council then
adjourned.
