i._CNDAY, APRIL 3, 1939.
This regular meeting of the City Council of the City of Lodi was called
to order by the Mayor at 8:00 o*clock P.M. on the date first above written,
Councilmen Clark, Graff igna, Spooner, Wethe and I:ayor Steele present, being
all of the members of the City Council.
The minutes of the last .meeting held T.arch 20th, 1939 were read, approved
as read and so endorsed by the Yayor.
Mr A. A. Borey, Proprietor of Hotel Lodi addressed:the Council in protest
against noises eminating from the licensed dance hall over Nos 8 & 12 South
School Street directly east of the hotel.
City judge J.C.Ferguson addressed the Council in regard to means that
he deemed necessary to control auto accidents in the City, presenting an
accident map prepared by the Safety Council of the Student Body of Lodi
Union High School. It arpearing that boulevard stop signs would soon be
installed along portions of Church Street and on Lockeford Street, the
Council gave serious consideration to the adoption of an ordinance making
Pine Street a boulevard with the idea that this would aid in slowing up
traffic crossing this thoroughfare. The Clerk was directed to contact the
Division of Notor Vehicles and ascertain if state traffic officers could
be had to assist in the control of traffic on State Highway 24 (Cherokee
Lane).
A letter from the United States Housing Authority in regard to the
City making an application for "slum" clearance was ordered filed.
After consideration of several bills now pending in the State Legis-
lature, the Clerk was directed to write Assemblyman Thorp and Senator
Crittenden and ask that they oppose S.B. 646 and advocate the adoption of
A.B. Bills 1057-8 & 9 all relating to pensions and retirement of firemen.
A notice of the annual spring conference of the California Sewage Works
Association to be held at Visalia April 14th and 15th was received and read,
also an invitation to the Los Banos spring barbecue to be held April 30th.
The Clerk reported receipt of a routine notice fram the Division of
Highways stating that the sum of approximately $15,750 would have accrued
to the Valor Street account by June 30th and asking that the City advise
the division of its plans for expenditures. The City Engineer stated that
such plans would be submitted as soon as pending W.F.A. projects were
approved.
Application for Building Permit No. 2408 for a frame store to be
located at 110 W.Walnut Street having been referred to the Council as
the owner did not desire to observe the set back provisions of Sec 5-2.10
of Ordinance No. 238 was ordered granted but the applicant warned that
the set back provision could not be disregarded and that the building
must be at least fifteen feet back from the north property line.
The a;:plication of Clara Holtz to construct and operate a "trailer
camp" on Block 5, Lodi Barnhart Tract was ordered granted on motion of
Councilman :4eihe, seconded by Councilman Clark and carried.
Three applications for business licenses, Nos 37,38 & 38 were ordered
granted and the Clerk was directed to cancel License No. 479 issued in the
name of Elsie B. Gasish dba as "The Hollywood" as the provisions of Ord-
inance No. 221 did not cover the games proposed to be played
The application of Central California Traction Company to encroach on
the sidewalk space of Stockton Street in Lot 70, Lodi Barnhart Tract and
to remove existing curbs and gutters and substitute concrete driveway
approached with an apron extending to the building line of a proposed new
loading shed was granted with the proviso that all work be at the applieent'S
expense and to the satisfaction of the Superintendent of Streets and that
the Company furnish assurance that, if the contemplated use was ever
abandoned, the curbs and gutters would be replaced.
The Mayor announced that the consideration of purchasing liability
insurance would be taken up at an adjourned meeting to be held on
Tuesday, April 11, 1939

The report of Florence Shealor, Acting Chief of Police, for the month
of nareh, 1939 was received, read end ordered filed, likewise the report
of Forrest E.Cooper, City Poundmaster, covering the same period.
Mr Kenneth McLane, Secretary.of Lodi Fire Department filed the
Quarterly Report of that department for the period ended March 31, 1939
and hhe same was read and ordered to.the files.
Claims as filed, with the exception of No. 33866 in the amount of
$6.50, as approved by the auditing committee in the net amount of $21,882.52
were allowed and warrants ordered dram in payment thereof on motion of
Ccuneilman Graffigna, Councilman Weihe second, and carried. .
The City Engineer was directed to draw up a plan of a tentative
district to be assessed to pay the cost end expense of opening Crescent
Avenue from Pine Street to t)xe south line of Lot Lachenmaier's land and
of opening West Elm Street to connect with the same.
On notion of Councilman Graffigna and carried by acclamation, the
City Council then adjourned to and until 7:30 o'clock P.M. of Tuesday,
April 11, 1939.
