The first iuonday in January fallin; upon a leCal
holiday, the City Council of the city of Lodi met in regular
session at 8:00 o'clock r.i`.,. on Tuesday, Januar-.* 3, 1939
in ccrformity with the provisions of Ordinance No. 161.
The meeting was called to order by the L:ayor and
on cell of the roll, Councilmen Clark, (raffigna, Spooner,
'eeihe and kayor Steele were present, none absent.
The minutes of the last meeting held December 19,
1938 were read, approved as read and so endorsed by the i-ayor .
:;irs. Leona Sharer owner of two lots on Railroad
Avenue asked the council's assistance in diseossessipE tenants
from her property.
The resort of the Chief of Police and that of the
City Poundmaster for the month of December, 1938 were received
read and ordered filed, likewise the quarterly report from
the Secretary of the Lodi Volunteer -ire eie_.artment.
The Co u ittee of the Council handling the purchase
of the Uoepke property recommended that nineteen acres be
purchased for the sum of '90,000.00.
:.r. Clem West was reappointed City Attorney for
the crlendar year by the adoption of Resolution No. 9c0 and
k.r. Clinton penning was reappointed City Engineer of the
City of Lodi for the calendar year 1939 by the se:eoption of
:resolution No. 981, both resolutions passed by the assenting
votes of all members of the Council.
On motion of Councilman Spooner, seconded by
Councilman draffiona, Ordinance i'"o. 249 entitled "AN ORDINANCE
PROVIDI`IG FOR :HE REGISTRATION C. BICYCLES I_: THE CITY CF
LODI AND PROVIDING PENALTY FOR VIOLATION THEREOF" was
introduced and read by the Clerk and ordered laid over for
the statutory period of not less than five days.
Seven applications for business licenses were
ordered granted, also one application for a dance license
the latter subject to the approval of the olice Department.
On the recommendation of Lir. J. n.Henning, the
wages of John manner and of Charles Sherman were ordered
increased to the sum of 4150.00 each per month. This was
dons on motion of Councilman Spooner, seccnded by Councilman
V.eihe. On notion of Councilman eeihe, seconded by Councilman
Clark the rate of pay for =-r. :t. , Venable was ordered
increased to 62 per hour.
On motion of 4ouncilman ;:eihe, seconded by Council-
man iraffigna claims in the amount ofX23 051.72 including
the amount authorized by Resolution No. 982 were allowed
and warrants ordered drawn in payment thereof.
`.:ayor Steele then addressed the Council in regard
to the oeporunity afforded Lr. C. e). Jackson, Chief of
Police to enter the F.B.I. school of training at V1ashington,
D.C. and on his motion, seconded. by Councilman "eihe,
Resolution No. 982 was moved and passed by the following,
vote:

-,r. Jackson be enatled to attend this school and receive
instruction thereat to the end that the City's police force
will be better instructed in the Nrevention and detection
of crime and the apprehension of criminals, therefore,

of this City of Lodi be, and he is hereby granted leave of
absence for three months with -full pay in order that he may
attend the Training School of the = ederal Bureau of Investi ation

drawn on t__. evolvin = und, of which fund,- the City Clerk
is custodian.
Councilman_ dark reported on the necessity of
ta_.ing some r:easure of protecting the water supply for the
municipal baths and was instructed to have the trees
ta'r_en out of the river which now divert its flow to the
South bank. i•. r. Cl.rk also stated that some action should
be taken to:rards providing additional room at the public
dump_ grou_rds.
No further Cusiness appearing the Council adjourned
on motion of Lo�jr_cilzman Weihe.
