This regular meeting of the City Council of the
City of Lodi was called to order at 8:00 o'clock P.M. of.
:Monday, November 7, 1938. Councilmen Clark, Graffi-,na, Spooner
and `+eihe present, Mayor Steele absent. On motion of
Councilman Sooner, seconded by Councilman Clark, Councilman
Craffigna was chosen Mayor protein and opened the meeting.
The minutes of the last regular meeting held
October 17, 1978 were read, approved as read and so endorsed
by the Acting Layor.
Attorney, :rank = . Henning presented agreements
signed by Fannie Hurst, L. C. Hirst and wife andHelen
Hallinan agreeing to discontinue the operation of premises
owned or leased by them as public camp ,rounds after the
first day of January, 1911 in consideration of the adoption
by the City Council of the pro.osed Ordinance No. 248. kr.
Henning objected to ohe provisions in Section 19 of the
proposed ordinance which required that motor numbers be
entered on the register of the occupants and asked that the
words "if possible" be written in this section after the
words "motor :umbers". The Agreements and proposed ordinance
was then laid aside to be considered under the proper order
of business later in the evening.
Mr. George L. Meissner appeared in furtherance_
of his application for permission to erect a two-family
dwelling on the Southwest corner of Hutchins and Pine treets
in a Single Family Residence Zone. During discussion of this
application and at 8:27 o'clock P.M., Mayor Steele appeared
and presided over the meeting from that time until adjournment.
At the order of the L-ayor, Lr. :reissner's application was
ordered referred to the City Planning Commission.
Mr. Theron Reynolds asked the City to contribute
the sur_ of 5100.00 and furnish strings of lamps for street
lighting during the coming holiday season. He stated that
the total cost of contemplated decorations would amount to
,;100.00 of which the merchants of the City intended to
contribute X300.00.
The application for a liquor license of H. y
Gordon at 400 East Elm Street as filed with the Board of
yqualization was read. No action taken.
Lodi Lodge No. 259 of the ICQF presented a letter
of thanks for the cooperation of the City in the holding of
the recent encampment of Odd Fellows in Lodi.
The report of the Chief of Police for the month
of October and that of the City Poundm.aster for the same
period were received, read and ordered filed.
In the matter of making State Highway No. 53
a boulevard and requiring all vehicles crossing it to come to
a full stop, the Clerk was authorized to increase the
present expenditures of gasoline tax moneys for State
Highways by the cost of the stop signs to be erected on
Lockeford and Church Streets.
The application of Charles T. Freshour for the
purchase of a power sweeper was referred to the Committee
on Parks.
Business license applications No. 561 to No. 566
inclusive were granted by the order of the Mayor, none
dissenting.

Transfer of certain funds of the gasoline tax fund
to reimburse the amity for e}_,.enditures from the General
Fund was authorized by the ado-�ticn of Resolution bo. 576.

iSHE_zt kS, the City of Lodi did, on the 7th day of June,
1537, advance the sum of '1,010.00 from its General Fund for
the acquisition of Lots numbered eight (8) and nine (9)
in the Beckman Tract for the purpose of opening Tokay Street
from Sacramento Street to Scuth School Street in said City, and,
11.- EEEAS, this City has also advanced the sum of X390.00
from the said General Fund to be used in the preparation of
plans and the making of the surveys necessary for the opening
and widening of Tokay Street and for the opening of South
Church Street of which said sum of '390.00, the sum of
}l50.00 was expended for these purposes on Tokay Street and
the sun of X200.00 was expended for said Uarpos;s on So-ath
Church Street, and,
v -HE 2AS, the advance of said moneys was wade in ccn-
termnlation of rei abursement from moneys accrued and to
acerae to said City from gasoline tax moneys to be allocated
by the State of California for the opening and %idening of
said Tokay bnd Church Streets, and,
.*HEREAS, said moneys have been allocated and are now
de�osited in the City Treasury to the credit of the Special
Gasoline 'rax Hund, t�.erefore,
BI IT it,SCLVEL, that the sum of '1;400.00 be, and the
same is hereby ordered transferred from the SPEECIAL '-ASOLINB
IAX Fbl%.D to the GEIvEBAL -�u-XD of this City in payment to
said General Fund of the moneys advanced as heretofore recited.

the City Council to cooperate by allowing members of the
senior class of t' ---e Lodi Union =High School to occupy the

on motion of Council --ran Spooner, seconded by 'Gouncil.::an
Graffigna, this day was ordered to be set apart and every
city officer was requested to render all the assistance
possible in cooperationit2i the .lan.

Ordinance 248 was now brought up for adoption
and on motion of Councilman Graffiona, seconded by Councilman
Weihe, Section 19 of the ordinance was amended by the addition
of the words "if possible" after the words "motor numbers"
and by the same motion the ordinance was laid over until the
next regular meeting.

drawn in payment thereof on motion of Councilman '+-eihe,
seconded by Councilman Clark.
On motion of Councilman Graffiona, seconded by

the cleric and considered by the Council.

AT STREET CROSSINGS.
RESOLIVED, by the City Council of the City of Lodi
in regular session this 7th day c_" 11ovember, 1536, that -the
establishm,ant of a J N-LOR TRAFFIC PATRCL conducted by Junior
Traffic Officers for the protection of school children at
street crossings be, and the same is hereby approved as a
measure of safety.
Such Junior 'Traffic Officers are tupils attending
schools within the City of Lodi who have been appointed and
desisnated as such by the principal of the school which he
attends or by the iirector of the Junior Traffic Patrol and
slach Junior Traffic office:•s shall, while on duty at designated
intersections and street corssin?s, wear insignia indicating
their autrcrity.
This City Council herein directs that all drivers
of motor vehicles shall obey all lawful signals and instructions
of said Junior 'traffic Officers at regular school crossings.
The Chief of Police and his officers shall offer every
assistance possible in the instruction of such Junior Traffic
Officers and shall aid them in protecting established school
crossings to the end that operators of motor vehicles shall
proceed at such crossings with due caution and, also, that
c_=ildren are ;.•roperly instructed to cross streets at such
crossings an: not otherwise.
The foregoing Resolution 'No. 977 was then passed
and adopted by the following vote:

Councilman Clark, Chairman of the Committee having
charge of the Lake Park asked that the Council make an
allowance for the repair of boats, the acquisition of ten new
boats, repair of fire places, replacement of trees and shrubs
and other such work as should be done through the winter season.
He stated that some work could be had thrcugh the W. P. A.
After discussion in consideration of the matters proposed, Mr.
Clara was authorized to have the necessary work done and report
the progress and expenditures at each subsequent meeting of
the City council.

Postmaster, C. lu. Jones, appeared at this time and
asked that parking signs be installed on the °outh School
Street front from the alley south to Lalnut street, limiting
parkin` in front of the Poetoffice to ten minutes. 16:r.
Jones also asked that the city lease to the Festival
Con-y:ittee the metal warehouse at the corner of Pleasant Avenue
and Lockeford Street for a nominal sum. This matter iJas
taken under advisement.
Superintendent of Fublic utilities, !Lr. John A. Henning,
asked that the Council authorize the building of an electric
line from the city's present extended porer lines to the
Sewage Disposal Plant and on motion of councilman -eihe,
seconded by Councilman Craffigna, kir. Rennin.^ was authorized
to have the work Core.
Pio further business appearing the Council adjourned
