This regular meeting of the City Council of the
City of Lodi was called to order at 8:00 o'clock F.E. of
ILonday, October 17, 1938. Councilmen Clark, Graff igna,
Spooner, 1Weihe and Steele present, none absent.
The minutes of the last meeting held October 3,
1938 were read, approved as read and so endorsed by the Mayor.
Mr. Tom Kendall requested that the City provide
one or more tennis courts in order to attract competitive
tournaments. He also asked that the surface of the present
courts be repaired. There being no funds available at this
time nor. Kendall's request was taken under advisement.
An. application for a position in the Sanitary
Department was received from Isabelle Tubbs and ordered filed.
Letters of thanks were received from A. J. Randolph for the
City's assistance in the late Grape and Vine Festival and
from the Independent Order of Odd Fellows for the City's
assistance in making their encampment a success.
A letter from the Shoreline Planning Commission
in regard to Amendment No. 20 to be submitted to the people
on November 8th was ordered filed.
Applications for Business Licenses Nos. 555, 559
and 560 were approved without objection.
A letter from the Secretary of the Central Valley
Division of the League of California aunicipalities and one
from Tom Quinn a director of the League inviting the attendance
of the Council to the next meeting of the Central Valley
Division to be held at Los Banos October 20th were read. No
action taken.
The quarterly reports of the Treasurer and of the
City Clerk for the quarter ended September 30th were received,
read and ordered filed.
The execution of the agreement for joint orinership
of a forty foot power pole between the Pacific Telephone and
Telegraph Company, the Central California Traction Company
and the City of Lodi was authorized by the adoption of
Resolution No. 9711.
RESOLUTION NO.. 47h
RESOLVED by the City Council of the City of Lodi
that it is to the best interests of said City that the
annexed Agreement for joint ownership of a certain forty -fire
(45) foot pole, location and description of which is more
fully set forth in said Agreement, be executed by the City
of Lodi.
The Mayor and the City Clerk are hereby authorized
and directed to affix their signatures and the seal of the
City of Lodi to said agreement and to any counterparts thereof
in execution of the same.
The foregoing Resolution No. 971 was then passed
and adopted by the following vote:
AYES: Councilmen, 14'eihe, Graffigna, Clark,
Spooner and Steele

Ordinance No. 247 entitled "AN ORDINANCE AMENDING
ORDINANCE NO. 137 OF THE CITY OF LODI, CALIFORNIA" having been
regularly introduced on October, 1938 was brought up for
passage on motion of Councilman Uraffigna, seconded by
Councilman Weihe, second reading was omitted by the same
motion and the ordinance was finally passed and adopted by
the following vote:
AYES: Councilmen, Graffigna, Weihe, Clark,
Spooner and Steele.
NOES: Councilmen, None.
ABSENT: Councilmen, None.
The 'Mayor then signed the ordinance in approval thereof.
The City Clerk reported that he had investigated
the titles to the portions of Matson Street to be acquired
and was sure that the cost of opening it to forty feet in
width would not exceed 4375.00. He was directed to ascertain
if a wider right of way could be acquired for the same sum.
Claims No. 32812 to 32850 inclusive in the amount
of $8,826.55 as approved by the Finance Committee were allowed
and warrants ordered drawn in payment thereof on motion of
Councilman Graffigna, seconded by Councilman y+eihe.
Mayor Steele then brought up the matter of the
Campground ordinance and on motion of Councilman Clark,
seconded by Councilman v'eihe, Ordinance No. 245 was taken
from the table (it having been introduced August 15, 1938
and no subsequent action taken thereon) for conside=ration.
Councilman Graffigna moved that the ordinance be adopted
and his notion was seconded by Councilman Weihe, on roll
call all Councilmen voted no and the Mayor declared that
the ordinance had failed of adoption.
Councilman Spooner, seconded by Councilman
Graffigna then introduced Ordinance i+o. 248 entitled "AN
ORDINAIXE REGULATING THE SANITATION AND C0NTUCT OF CAMP
CARS AND/OR TRAILERS AND REGULATING THE = ITATION,
OPERATION AND MAINTENANCE OF CAMP GROUNDS IN THE CITY OF
LODI AND PRESCRIBING THE PENALTY FOR VIOLATION THEREOF"
first reading dispensed with by the same motion as the
Councilmen had each made previous careful study of the
ordinance which was then laid over for the statutory
period of not less than five days. Motion carried.
Mr. H. E. Ball, Inspector of the Sanitary District,
reported that at the request of the Mayor he had made a
count of cows in the City and found that there were thirty-
six, fourteen of which were maintained in one herd at the
Lodi Academy. He also reported that the cows formerly
maintained at 510 Tokay Street concerning which there had
been much complaint had been moved outside the City and that
a majority of cows were maintained on acreage property.
Plans and Specifications for the improvement
of a portion of State Highway No. 53 between Lavrrence
Park and Cherokee Lane were approved by the adoption of
Resolution 2I0. 975.

RESOLUTION NO.
RESOLVED that this City Council hereby approves
the Plans and Specifications for the improvement of West
Lockeford Street between the Easterly line of Lawrence
Park and Cherokee Lane, this portion of Lockeford Street
being included in State Highway No. 53.
It also resolved that the Mayor and the City
Clerk be and they are hereby authorized and directed to
sign said Plans and Specifications in approval thereof
and the City Clerk shall certify to the adoption of the
Specifications.
The foregoing Resolution No. 975 was then passed
and adopted by the following vote:
AYES: Councilmen, Spooner, Graffigna, Clark,
Weihe and Steele
NOES: Councilmen, None
ABSENT: Councilmen, None
Mr. Clinton Henning, City Engineer asked for
the opinion of the Council in the matter of opening up
Vine Btreet and Sierra Vista Place from School Street
Easterly. It was the consensus of opinion of the
Council that Vine Street was the only street in which the
City would be interested at the present time and that the
opening of Sierra Vista Place would depend entirely on
the action of future subdividers.
At 10:13 o'clock P.F. the City Council
adjourned on motion of Councilman Craffigna, none dissenting.
