The 'first :-'ondev in September fallira, upon a holiday, in accordance with
the provisions of Seeticn 1 of Crdinence No. 161, the City Council of
the City of Lodi met in regular session as above stated. Councilnen
Clark, ,raffigna, Spooner, Neihe and Steele present, none absent.
The minutes of the last meeting held August 15, 1°38 were read by Effie
L. Griffin, Deputy City Clerk, acting for the City Clerk, absent from
the city. There being no corrections, the minutes were approved as
read and so endorsed by the Meyor.
A delegation of property owners from Watson Street, headed by J. Ranks
appeared before the Council stating that Watson Street south of Vine
Street was in a deplorable condition, and they were ready to deed to the
city a 20 foot right of way for a public street, so the city could
plece same in proper condition. No action was tayen at this time, but
they were advised to take up the matter with the City Clerk.
Two petitions for street lights were received, one bean_ for South
School Street and the other for Tokay Street between Stockton Street
and Chertkee Lane. 1,o action taken.
A ccrmunication from the City Clerk regarding Tokey-Church Street open-
ing and the.accuisition of a portion of Lot 29, Larsons Addition from
T. F. Liebig was read. The Layor appointed a comc:ittee consisting of
Councilmen Spooner and Graffigna and City Attorney Glenn WTest to take
up the matter with Mr. Liebig. The City Engineer was instructed to
remove encroachments, if necessary, and put in te:enorary sidewalks for
the use of school children.
A communication from the Seaside Cil Company reruesting information as
to whether it is necessary to erect concrete retaining walls around
two 7,500 gallon storage tanks they are contemplating installing at
their plant on Cherikee Lane. The City Clerk was instructed to write
the Board of Fire Underwriters for infon ation.
A letter from F.arl ';arrer., Chairman of the ;advisory Board, California
Technical Institute for Peace Officers, co.mended the splendid record made
by Chief of Folice -.ckson at the training school in San Jose.
An anonsrous oomrleint from a property owner on Louie Avenue stated that
a new cera ground ras being started at 721 _J. Lincoln Street. The Clerk
reported that lar, F. E. Bell, Sanitary Inspector, had investigated and
found that the tenants had abandoned the plan.
F. Blakely, City Clerk, presented a steteaent of probable income
for the city for the next year. On motion of Councilman Spooner,
seconded by Council: --an 17eihe, the tentative budget as set forth vias
adopted by unanimous consent.
Four applications for business licenses, :.os 550-553, _nc:usave, were
approved and the licenses ordered granted.
The ::eperts of the Chief of Police and the City roundmester for the month
of Au.:ust were read and ordered filed.
Crdinance No. 246, entitled, "ATI CRDM° _TJCE Ls''1'ING TIM'13 FC:: THE FISCAL
77A? -77227:270, -LLY 1, 1939" was introduced on notion of Councilman
Greffigna, seconded by Councilman Spooner, and by the sam` Notion was
ordered laid over for the statutory period of not less than five days.
The Ca^p Ground Crdinance L'o 245 was on notion of '..iayor Steele, seconded
by CcunciLman 1'eihe laid over until the next meeting of the Council.

On motion of Councilman Spooner, seconded by Councilman Graffigne
Resolution No. 972 Ras introduced and read by the Clerk.

T-HFFEAS, there hes been presented a map of a new subdivision in
the City of Lodi bearing the name of "YESSE. =DI-7ISICN N0. 2"
and,
ATI REAS, said map has been approved in tentative form by the City
Planning Commission and this map is practically identical in form
with the tentative map and has been checked end approved and bears
all certificates necessary to allow the some to be recorded with
the County Recorder of San Joaquin County as a legal subdivision
in said County;
2E IT RMOLM, that this City Council approves this map and in
token of such approval, the Mayor and City Clerk shall sign the same
and return the map to the subdivider for recordation.
The foregoing=esolution No. 972 was then passed and adopted by
the following vote:
A!' -S: Councilmen Spooner, Graffigna, Clark, ',:eihe
and Steele.
Noes: Councilr.er., Done
Absent: Councilman, Ione.
General Fund Claims No. 32445 to and including No. 32598, in
the amount of 423,574.21} and Gas Tex Fluid Warrants I:os 1 to 159
inclusive, amounting to $6,161.02, as approved by the Finance
Committee were allowed and ordered paid on notion of Councilman
Clark, seconded By Councilman Greffigne.
At this time, City Engineer Henning reported that the Festival
:,ssociation desired permission franc the City Council to close the
following streets at various tines during the celebration and to
prohibit parking on same during this tine: Pine Street Nest from
the Arch to I.iain Street, and Sacramento Street from 'Elm Street to
Cak Street, They also wished to close Fine Street from School
Street East to the alley between Sacramento and School Streets on
Saturday evening, September 17,1938 for a street dance.
Permission was granted on motion of Councilman Clark, Councilman
sraffigne. second, none dissenting.
.-here being no further business, the Council adjourned at the order
