HomeMy WebLinkAboutMinutes - July 5, 193856 .r Tuesday, July 5, 1938 u The first ":onday in July falling upon a holiday, the City Council of the City of Lodi met in accordance with the provision made by Subdivision 1 of Section 2 of Ordinance No. 161, at the hour of 8:00 o'clock P.M. of Tuesday, July 5, 1938. Councilmen Clark, Graffigna, Spooner, ;,eihe and Steele present, none absent. The Layor called the meeting to o:-der and the minutes of the last meet- ing held June 20, 1936 were read by the Clerk, approved as read by the - Council and so endorsed by the Mayor. Kr E. T. tlisner protested against the naming of Cordier-California Street as Cordier Street throughout, advocating that the name California be adopted as the name of this street. Most of the Councilmen agreed with Mr Wisner and it was tentatively agreed that proper legal steps be taken to name this str-et California Street. On recozmendation of the Layor and on motion of Councilman ?7eihe, seconded by Councilman Clark, Cir .",eor5e L. Meissner and Dr 'd.J.Coffield were reappointed members of the Board of Library Trustees for the statut- ory term beginning July 1, 1938. The Mayor reappointed Ctrs Alma L. Keeske, L:r Charles L. Kobes and Kr George Schmeidt members of the City Planning Commission for four year terms each beginning July 1, 1938, stating that he would make a fourth appointment at a later date. ^hese appointments were confirmed on notion of Councilman Graffigna seconded by Councilman Weihe. (S­ P'-g' 57 ss::-) The Clerk read notices of applications for permits to sell alcoholic beverages in the City as furnished by the State Board of Equalization. No objection was voiced to any of the applications. Applications for business licenses submitted by George B.Green, Harlan Sherman and Skxortzel & Schuh, #9110-11-12 were allowed and licenses ord- ered granted. The monthly reports of the Chief of Police and of the City Poundmaster were received, read and ordered filed, likewise, the quarterly and annual reports of the Secretary of the Lodi Volunteer Fire Department. A petition signed by representatives of several local organizations asking that the Council take steps to remedy alleged poor acoustical qual- ities of the Lodi National Guard Armory v.-as received. read and the matter ordered to stand submitted. Applications of !'.:.Seeley and L.Sherman to conduct auto trailer camps on Cherokee Lane were granted; the application of Lars Olga Zilke for permit to conduct a trailer camp at 225 Vine Street filed June 20, 1938 being faced with a petition of protest signed by residents in the adjacent neigh- borhood was denied. A.F.Farrison, special auditor, submitted his report of an audit of the city's accounts for the fiscal year ended Juae 30, 1937. A proposal for next year's audit was submitted by Chas. H. Peterson & Company. The Clerk :vas directed to obtain a proposal from Kr Harrison for audit of the accounts for the fiscal year just ended. proval of a sun.plimental agreement for expenditure of gasoline tax funds in providing drainage structures on Tokay and Church Streets was had by the adoption of Resolution Ila. 969 introduced on motion of Council- man '4eihe, seconded by Councilman Graffigna and carried by unanimous vote of all members of the Council. execution of a deed from the City to Svangelische Lutherische Emsnuels Gemeinde covering Lot 24, Lodi Barnhart Tract was authorized by the adoption of Resolution No. 970 introduced by Councilman Graffigna, seconded by Councilman :7eihe and passed by unanimous vote of all members of the Council. Ordinance 1I0. 244, relating to the operation of trailer camps in the City was brought up for further discussion, Attorneys Henning and Hallinan arguing against the proposed ordinance as being too severe. Attorney Halli- nan asked for permission to submit,on behalf of camp -ground owners, a draft of an ordinance in substitution for Ordinance 244. He was granted such permission provided his draft was submitted to the Council on or before its next regular meeting. Attorney Glenn 'Vest, on recon: endation of the Chief of Police submitted the following amendment to Ordinance No. 244: (L:iautes of July 5,1938 continued) C --Y CC CTL C -;I-L -- C -_v LCAT "Section 10-A RECORLIS. Every person, firm or corporation who or which shall hereafter own, conduct, manage or control any camp ground within the meaning of this ordinance, shall keep a permanent record which shall be signed by each customer or occupant of such camp ground before such customer or occupant shall occupy or use any space in such camp ground, which records shall contain the name of each and every customer, occupant, renter or guest who shall reside in or use said camp ground or any part thereof, together with the names of all members of his or her family residing in or using said camp ground, their place of residence and registration number or numbers of their automobile and/ or trailer; such records shall be kept at and in said camp ground and open to the inspection of any member of the Police Department of the City of Lodi for a period of not less than two years after Trach respective entry therein," On motion of Councilman deihe, seconded by Councilman Gra£figna and carried, the foregoing amendment was adopted and the ordinance ordered laid over until the date of the next regular meeting of the Council. Claims in the amount of $30,293.58 as approved by the Finance Com- mittee were allowed and warrants in payment thereof ordered drawn on motion of Councilman heihe, seconded by Councilman Graffigna. The City Council then adjourned at the order of the Illayor, none dis- senting. City Clerk. The foregoing minutes of a regular meeting of the City Council of the City of Lodi were read and approved without correction at a subsequent meeting of said City Council held Tuly 18, 1938.
