MONDAY, MAY 16, 1958.
The City Council of the City of Lodi met in regular
session at 8:00 o'clock P. M. or Monday, May 16, 1936.
Councilmen Clark, Graffigna, Spooner,Keihe and Steele present
none absent.
The Council having previously been in formal
session with attorneys and representatives of proponents
and opponents to an ordinance regulating camp grounds and/or
trailers, the minutes of the last regular meeting held
May e, 1938 were read, approved as read and so endorsed by
the Mayor.
Mr. A. V. Friedberger asked for better sewer
service in Block 15 of the original city saying the present
four inch pipe served all the buildings in this block.
Superintendent of Public utilities, J. A. Henning proposed
that the enlargements of this sewer be included in a
Works Progress Administration project which would take care
of all sewer lines running North and South between Elm Street
and Pine Street and leading Westerly in the alley to hutchins
Street. Mr. Henning stated that this work could be started
in about sixty days.
The Postmaster, Charles M. Jones, addressed the
Council advocating compulsory installation of sidewalks.
He stated that the lack of sidewalks were depriving many
people of letter carrier service.
Mr. alter aalomon representing the Native Sons
asked the Council to make such repairs to the Pine Street
Arch as were necessary as the Native Sons of the Golden
West proposed to furnish a new bear to be mounted on top
of the arch. He was told that the present structure would
hold any reasonable weight.
The Sanitary City scavanger Company applied for
the extension of their contract for a five year period and
on motion of Councilman Spooner, seconded by Councilman
Graffigna, the contract was ordered renewed for five
years beginning July 1, 1938, but with the insertion of a
clause suitable to the City and to the Company which would
give the City Council the right to modify the same as to
fees due the City during the life of the contract.
This being the date set by Resolution Io. 959
adopted April 18, 19)8 for the hearing of objections
to the application of the Pacific Gas and Electric Company
for an indeterminate franchise for the distribution of gas
in the City of Lodi, the Clerk reported that no written
objections had been filed with him and presented an affidavit
showing due publication of Notice of hearing as required by
ttatutes and by the said Resolution No. 959. »o persons
appeared to present oral objections at this time, but Mayor
Steele, seconded by Councilman Graffigna moved that the
introduction of an ordinance granting this franchise be
laid over for further consideration. Motion carried.
Mr. John A. Henning reported that the Pacific
Gas and Electric Company would take 0.0,500. for its lines
and appurtenances lying East of Stockton Avenue and South
of Poplar Street.

In the matter of the application of 1). J. Phelps,
et al, for rezoning of two lots in Kessel Subdi.,ision, the
Clerk presented Resolution No. 6 of the City Planning
Commission approving such rezoning and on motion of Colmcil-
man 'Weihe, seconded by Councilman Graffigna, the Clerk was
directed to publish notice of nearing before the City '-Iouncil
such hearing to be had on Monday, June 6, 19�8 at the hour
of b:OU o'clock P.M.
Four applications for business licenses 3+o. 525
to and including No. 528 were approved and licenses ordered
granted at the order of the mayor, none dissenting.
The report of Fred iv. Post in regard to the recent
convention of Sewage Yorks Operators held in man Diego was
read and ordered riled.
A letter from the League of California Munic1palities
in regard to a conference on a Uniform Tax Ordinance to be
held In oan Francisco on May 2U, 19.58 was read and the Clerk
authorized to attend if possible.
A petition signed by Fred C. Bender and others
protesting against a motorcycle stadium on Main Street was
read by the Ulerk and the Mayor reported on his investigations
of this matter.
The petition of S. A. Thompson and others for
street lights Forth of Daisy Avenue and i'vest of Pleasant
Avenue at street and alley intersections was received and
at the direction of the Mayor referred to Superintendent of
Public Utilities, John y. Henning, for his recommendation.
On motion of Councilman Veihe, seconded by Councilman
Clark, the lease agreement with Mrs. Nettie M. Murray for
the lease of Pioneer Park for the next crop year was ordered
renewed.
An agreement with the Division of Highways for
care of certain trees on state highways inside the City in
return for water was approved.
The Clerk was authorized and directed to advertise
for bids on 10,000 feet of concrete sewer pipe, bids
returnable June 6, 1938.
On motion of Councilman Graffigna, seconded by
Councilran 'Weihe, the Lodi Union High School band was allowed
the sum of X300.00 as the usual annual payment of services
rendered.
Thirteen building permits for structures to cost
X38,035, application No. 2052 to and including No. 2064
were allowed and ordered granted.
Resolution No. 961 approving an application for a
supplementary project for street and storm drains to the
Works Progress Administration was introduced on motion of
Councilman Graffigna, seconded by Councilman '-Weihe.
RESOLUTION NO. 961
Resolved by the City Council of the City of Lodi
that application be made to the svorks Progress Administration
for approval of a second supplement to Works Progress
Administration Project No. 8336 for improvement of streets,
construction of curbs and gutters, storm drains and all work
necessary or incidental thereto, no part of the cost of
which has been included in the annual city budget.

The Mayor and the City Clerk are hereby
directed to sign said application as Sponsorts Agent and
Fiscal Officer respectively and submit the same to the Federal
Works Progress Administration.
The foregoing Resolution N4. 961 was then
passed and adopted by the following vote:
AYES: Councilmen, Graffigna, YJeihe,
Spooner, Clark and Steele
NOES: Councilmen, Hone
ABSENT: CounciL:.en, None
The Clerk read a letter from W. C. Hoegerman
making recommendations as to routine in the granting of
building permits.
A petition asking that A. H. mall be appointed
Building inspector was received and ordered filed.
Claims Ivo. 31715 to and including No. 31789
in the total amount of 613,446.93 as approved by the Finance
Committee were allowed and ordered paid on motion of
Councilman Graffigna, seconded by Councilman 'ieihe. -
The City Clerk presented a deed from Lodi
Hospital Association and a letter accompanying the same, in
which this association offered to convey a strip of land
sixty feet wide extending along the Easterly boundary of
its property in Lot 7, Block 13 of Hutchins Addition to
Lddi for the purpose of opening Crescent Avenue. The letter
tendering this deed stated that the consideration therefore,
to be at the expense of the City of Lodi, would be that the
City grade, roll and surface oil the proposed street and
install concrete curbs and gutters, similar to those now on
Crescent Avenue, along the whole length of the associations
property.
A deed from Lot Lachenmaier and Luisa L�chenmaier
his wife, tendered under the same conditions as that from the
Lodi Hospital Association was presented at the same time.
After explanation from the City Attorney, and
on motion of councilman Graffigna, seconded by Councilman
Clark, the City Clerk was directed to accept both deeds for
and on behalf of the City and subject to the terms and
conditions set forth above, the City agreeing to do the work
required at no cost to the Hospital Association or to
Lachenmaier. Motion carried.
No further business appearing the Council
adjourned on motion of Co=cilman Graffigna, none dissenting.
