Regular meeting beginning at 8:00 o'clock P.M. of ,7ednesday,
December 5, 1945, Councilmen ?.J.Ccffield, ++.ERiggs, Harry J.
ROIL CALL Tolliver, Otto A.'r`Jeihe and Robert H.Rinn (Mayor) present,
none absent.
Also in attendance, Glenn West, City Atr,orney, Clinton Henning,
City Engineer and George D.Polenske, Fire Chief.
Minutes of the last regular meeting held November 21st and of the
MINUTES meeting adjourned therefrom held November 2e,1945 were read, app-
roved as read and so endorsed by the Mayor.
J. B. Howell addressed the Council alleging that the City Clerk
HOXU was endeavoring to collect a bi11 for building water which he

intendent for adjustment if necessary.
This being the day, place and hour set by the City Council for
public presentation of protests ajainst the proposed rezoning
PUBLIC of a portion of I.ot 232 Lodi Barnhart Tract as petitioned for
HARING by Herbert Suelzle and the Clerk presenting legal evidence of
F ZONING due publiffation of notice of such hearing, the Mayor invited
BLK 23 oral objections after the Clerk stated that no written protests

a resolution to that effect was scheduled for adoption later
in this meeting.

also requested that a ten minute space be put in on Church or
Pine Street.
The Council agreeing, Mayor Rina_ informed the property owners

provided in an ordinance to be introduced under the proper
order of business later in the meeting.

be determined later on which midget auto and motorcycle races
could be held in Lodi Stadium for benefit of Lodi Memorial Hosp-

Curryer, Director American Pacing Association, offering the
Hospital Association 20% of gross receipts (Federal and City
Taxes Deducted first), and 20% of concession receipts for
exclusive rights to the Stadium in 1946 for midget auto and
motorcycle races.
Lodi Post No 22, The American Legion, applied by letter for

per -mission to use the Stadium during 1946 for about ten midget
auto races, dates not specified.
An executed contract by and between Al Lauer and " Veterans
Service" filed with the City Clerk by R. P. Barbour was also

presented at this time, calling for motorcycle racing on Sat-

urday nights, (number not specified), and a division of the
proceeds between contracting parties, the City to receive its
5; charge per admission before division.
Messrs Vincent :Jebb of American Legion and Oscar Dittmanson,
being present explained some of the apparent conflicts in the
above applications, Dittmanson adhereing to his program for
all profit to go to the Hospital fund. Mr -.%bb stated that
he believed that each organization applying should share in the
use of this city facility and that all applicants should join
in agreements that would not make it necessary for the Council
to decide on what constituted an equitable distribution of
the times on which the Stadium would be available.

This being the date set by order of the Council and it being
proven that legal notice thereof had been published, the Clerk
opened bids received from seven distributors of gasoline for
the furnishing of the City's requirements of that commodity for
the calendar year 1946: proposals and prices quoted as follows:

Mr Earle Crandall, by letter recommended establishment of a
"Traffic Commission" to study and regulate automobile movement
on city streets; he also filed an additional resolution of the
Lodi Coordinating Council advocating the study of the placement
TRa?IC of " Stop" signs. It was directed that all the resolutions and
STUDY communications relating to automobile traffic presented November
21,1945 and the above letter and resolution be presented to the
Chief of Police for his recommendation and report.
Retorts of the Chief of Police, of the City Poundmaster and of

read and ordered filed

City Engineer Henning reported that owing to the trees and vines

The City Clerk reported that Lodi Lions Club was not interested

and he was directed to ascertain if some woman's organization
in the community could be interested.
After further discussion on the proposed sale of the former Salem
School site scheduled for December llth., the Mayor appointed

and City Clerk Blakely to view possible additional sites in the
southeast part of the City in conjunction with Recreation Director
Pauly, ascertain if any could be bought and the probable prices,
such committee

Friday, December 7, 1945 at 5:15 o'clock P.M. At this meeting,
the Council would decide on whether it should bid on the Salem
grounds and the amount it might feel justified to offer for the
same.
