.This regular meeting of the City Council of the City of Lodi was
called to order by the Mayor at 8:00 o'clock P.M. of 7ednesday,
November 21, 1945, Councilmen J. Co_ffield, '4. E. Biggs, Harry
_ J. Tolliver, Otto A. rieihe and Robert H. Rinn,(Mayor) present,
?EELIM- none absent.
DIARY. Also attending Glenn Nest, City Attorney, Clinton Henning, City Eng-
ineer, George D. Polenske, Fire Chief, C. S. Jackson, Chief of
Police and Arvid 0. Pauly, Recreation Director.
Minutes of the last meeting, held November 7th, were read, approved
as read and so endorsed by the Mayor.
bir Earle Crandall, representing Lodi Coordinating Council read and
filed with the City Council, a group of resolutions adopted by that
body relating to traffic conditions in Lodi:
(1) Recommending that the Police Department increase its supervision
X-CRDIN- of traffic at school crossings in all parts of the City and that the
ATING City Council take such measures as might be necessary to provide an
COUNCIL adequate trained and qualified force in this Department.
TRAFFIC (2) That existing traffic laws be examined and revised.
(3) That the use of bicycles be regulated by ordinances and that a
system of licensing be adopted.
(4) That Walnut Street from Pose to Hutchins Streets be closed to
automobile traffic between the hours of 8 o'clock in the morning and
5 o'clock in the evening during school days.
(5) That a traffic school be inaugurated for traffic law violators.
Amy.L. Boynton, Secretary of Lodi Coordinating Council presented a
resolution adopted by that Council , November 19th recommending
purchase by the City of the old Salem School Grounds now being
offered at public sale by the Trustees of Lodi School District.
Arvid 0. Pauly of Lodi Recreation Commission presented a resolution
SALEM of that Commission also recommending that this parcel of land be
S':H,GOL acquired by the City by either purchase or lease and also that it be
GROUNDS improved by the purchaseor for play ground purposes.
A resolution of Civitan Club of Lodi advocating that the City acquire
the Salem School grounds and improve them for recreational purposes
was also presented by the Club's Secretary.
Lodi Kiwaris Club, by letter, urged that these grounds be acquired
said improved, citing that this Club had, at considerable expense and
labor installed a concrete wading pool on part of the property.
It being auparent that no decision in this matter could be reached
without further investigation, it was decided that the Board of
Trustees and a representative of the District attorney's office be
invited to meet with the City Council at 7:30 P.M. of November 28th
for a public meeting to discuss all phases of this intended sale.
Retail Merchants 3ureau advised the City Council by letter that it
had decided to abandon its program for holiday street decorating
CO'" "!11`1- owing to the late start it had made and withdrawing its application
ICATIONS for funds presented November 7th.
Mr Al Lauer invited members of the City Council to be his guests at
a dinner to be given Lodi Motorcycle Club on the evening of December
1, 1945.
Invitation to attend the 47 -?stern Aviation Conference in Sacramento
December 11 & 12th was received and the Clerk was directed to refer

it to the aviation Cozo3.ttee of Lodi District Chamber of Commerce.
The request of Arthur Ik. Marquardt that the City open Palm Avenue in
Rohama Tract from Roper Avenue to the crest was referred to the City
Engineer for investigation and report.
An application of V. F. iia merer for permission to move a frame dwel-
ling from 315 So. Central Avenue to 315 Louie Avenue, (Lot 36,Froehnert
Subdiv.) ::as approved on motion of Councilman :ieihe, Riggs second.
A proposed " Disaster Preparedness " ordinance submitted by League of
California Cities was ordered submitted to the City Attorney for his
reco::nendations.
Appointment of a local chairmen for United Clothes Collection was refer-
red to the City Clerk with the direction that he ascertain from the

last years sponsors, Lodi Lions Club, the possibility of some local service
Club taking up the collection of old clothing for foreign shipment.
The complaint of W. R. Abock, 639 Last Iockeford Street, that he
dCOCK was being charged '09.00 per month for irrigating water that he
did not use was deferred for action owing to -the absence of John
A. Henning, Superintendent of Public Utilities.
'.he City Planning Commission submitted reports and recommendations
as follows:
C-.LVERT (1) That the applications of Floyd S. Calvert and C. V. Coey for
CCE? variences as to encroachments on rear yard space be granted.
On motion of Councilman Coffield, Weihe second, it was so ordered.
(2) That the city animal ordinance be amended to allow tie keeping of
domestic animals and fowls in certain semi-ao is l�_r_.L
of the City be permitted. This recommendation eminated from the
GLISAN application of C. B. Glisan, 26 Pinkerton Ave for a permit to
erect a "brooder house" on his lot at the eastermost limits of
the city and this application beingagain presented, it was moved
by Cour_cilman Rigs, ireihe second, that G7isan be allowed to build
the house, pending amandment of local ordinances as to its future
use.
(3) In the natter of the application for rezoning of a portion of Lot
23, Lodi Barnhart Tract, made by Herbert Suelzle, and referred to
the Planning Commisnion on November 7th. final report of the
Ccmmission showed that a public hearing, after due notice had been
SUELZLE had with no objections written or oral presented. It was moved by
Councilman Coffield, Weihe second, that the City Council hold a
public hearing on this application to be held December 5, 1945
and that the Clerk publish the necessary notice thereof.
(4) Recommendation that the City acquire by lease or purchase that part
of the Southern F acific Station Reservation lying between Pine and
Elm Streets not needed by the railroad for a Unio# Terminal.
S.P.RESER- Councilman Weihe stated that union Oil Company and Associated
r'ATI02i Oil Company, now lessees of this land would allow it to be used
for auto and truck parking if the City would take out some of the
trees. The Council decided to look over the grounds and take
action, if any, later.
(5) An application from Spiros Stathatos and wife for the rezoning
STATHATOS to commercial uses of that part of Block 10, Mokelumne not now
PETITION so zoned, and of the intention of the Commission to proceed with
such rezoning was approved and the matter referred to the Commission
for initiative action.
(6) A reco.=endation that the ordinances governing parking of trucks
TRUCK on the streets be overhauled and amended. This recommendation
P=RKING received the approval of the City Council after the Chief of Police
had endorsed its principals. -
C.711COD City Engineer Clinton Henning filed a statement of the distribution
BILL of costs in the bill of Claude ?food for street work amounting to
$6 774.33 a.Iowed by the Council on November 7th.
REPCRT Fire Chief George D. Polenske filed his report of Lodi Fire Department
F.CHIEF for the quarter ended September 30th.
In the matter of the application made November 7th by French Cleaners
LOAD for a loading zone opposite 5 -rest Pine Street, Mr Polanske stated
3ONE orally that he and Chief Jackson had decided that such a zone should
5 W.PINE be marked off at this location but using but one parking space and
PM 1242 so reco=ended. Resolution No.1242, "Establishing a Loading Zone"
was introduced on motion of Councilman P.iggs, Weihe second and passed
by unanimous vote.

Cn recommendation of the Chief of the Fire Department and the Personnel
VENABLE Clerk, Richard B. Venable, Fireman, was advanced to the position of
FIRE Fire Marshall as of November 1,1945 at a salary of $165.00 plus the
MARSHAL war time aLowance of 540.50. Motion Coffield, Weihe second.

was brought up for passage on motion of Councilman Coffield,

'Neihe second, read again at length by the Clerk, and then fin-
ally passed, adopted and ordered to print by the following vote:

The Mayor then signed the ordinance in approval thereof.

ordered laid over for the statutory period of not less that five
days.

Execution of one day leases between the State of California and

Lodi Recreation Department and Lodi Post American Legion cover-
ing Lodi Armory was approved; motion Coffield, Riggs second.
Applications for business licenses presented November 7th, having

received the written approval of the Chief of Police, were orderd

granted.
APPLICATIONS
New applications were received from; Ray Marengo, Geo. F.Creary,
John Poteris, A.9eidinger, John Adams and Dervie-Gallagher, all
ordered referred to the Chief of Police.
In the matter of abatement of several dilapidated buildings on
Main Street, between Pine and Elm Streets, it was decided that
- JAP TO?V an effort should be made to meet with the owners and ascertain
if a rehabilitation program could be worked out with local
capital whereby this block could be rebuilt in a manner best
fitted to its highest use, probably as housing for laborers
with small shops on the ground floors.
At 11:20 o'clock P.M. the City Council adjourned to and until
7:30 o'clock P.M, of Wednesday, November 28, 1945, on motion
of Councilman Weihe.
