ROLL CALL Regular meeting of the City Council of the City of Lodi beginning
at 8:00 o'clock P.M. of Wednesday, November 7, 1945, Councilmen
,Y.J: offield, W. E. Riggs, Harry J. Tolliver, Otto A. 4eihe and
Robert H. Rinn (Mayor) present, none absent.
Also attending - Glenn Nest, City Attorney, John A. Henning,
Superintendent of Public Utilities, Clinton Henning, City Engineer,
Arthur C. Heckenlaible, Assistant City Engineer, George D. Polenske,
Fire Chief and C. S. Jackson, Chief of Police.
'-1NUTES OF Minutes of the last meeting held October 17, 1945 were read,
OCT 17,1945 approved as read and so endorsed by the Mayor.
Mrs A. R. Putnam, 216 -West Elm Street app eared in protest against
PUBLIC HEAR- a charge of $1.00 for waste collection, requesting a refund of
INGS. all in excess of 50¢ monthly charged since January 1, 1945 as she
AMALIE PUTNAM claimed the City's contractor did not remove her rubbish. The
City Clerk was directed to take this matter to the Stavanger
Company and ascertain if such a refund was due and if better
service could be had than in the past.
S.B.E. State Board of Equalization filed the customary notice of the
BCCZE TRANS- intended transfer of an on -sale beer license at 122 N. Sacramento
FER. Street from Haider Khan to W. A. Lorenz. No objections offered.
Notice of the. annual conference of California Municipal Utilities
CAL. MUN. Association to be held in Fresno November 15 & 16 was received.
UTIL. ASSCN. Mr John A. Henning requested that the City Engineer be authorized
CCNF. to attend in his stead as had been customary for some years and
It was directed that either attend as.press of City business might
permit.
Retail Merchants Association applied for permission to bore holes
in the sidewalk spaces and install. pipe sockets for display of
christmas trees. Application returned to the Association with
XW TREES request that they reconsider this method of decorating as the
holes might damage basement spaces and also that the trees, when
installed would be a menace to foot passengers.
S.P.STATION Southern Pacific Company notified the City Council by letter that
P33MVATION its station reservation, Sacramento Street between Pine and Elm
CLKAN-UP Streets had been cleaned up and would be kept in such a condition
that further complaint would be obviated.
The local manager of Pacific Gas and Electric Company advised the
P-31 RATE City that it would be billed for electric energy at P-31 rate
EFFr7CTIVE effective August 27, 1945 in accordance with order of the State
8-27-45 Railroad Commission. -
Application of City Cab Company for two taxi spaces on Nest Elm
CITY CAB CO Street, west of Sacramento Street, ordered returned as not pre -
V XI SPACE pared in accordance with Subsection (g) of Section 3 of Ordinance
Y.ELM ST. No 268 requiring assent of abutting tenants or owners.
Application of French Cleaners for loading zone on 'West Pine Street,
FRENCH CLEAN west of Sacramento Street ordered referred to the Chief of Police
LOADING SPACE and the Chief of the Fire Department to investigate feasibility
of applicant obtaining permission to enter premises at 5 ;gest Pine
Street from the rear.
At this time Cecil C. Perrin and Otto R. Polenske of Retail Merch-
HCLIDAY ants Bureau appeared requesting orally that the City put up lights
DECORATICNS and garlands in the business district during the coming Holiday
Season. They were referred to Mr J. A. Henning with instruction
that plans be considered and an estimate of the expense involved
be prepared for submission November 21st.
A petition circulated by Herbert Suelzle for rezoning certain
317ZLZLB properties in the 8CO block of South Central Avenue was ordered
RE -ZONING referred to the City Planning Commission with the direction that
public hearings, after due notice, be held thereon.
The application of Paul Pritchett for permission to use his garage
P.PRITCHETT in the rear of 628 N. School Street for a home occupation was

H.D.GUNDERT The application of H.D.Gundert for transfer of a Merchants
TRANSFER business license from 218 S.Sacramento Street to 312 E.Lodi
Avenue was approved by a four-fifths vote of the City Council.
In the matter of the rezoning portions of Lots 2 and 3 of
" A.J.Larsons Subdivision of a Portion of Section 12, Town-
ship 3 North, Range 6 East " lying south of Koenig Subdivision
between School Street and the Southern Pacific right of way;

On motion of Councilman Weihe, Riggs second, Resolution No.
1241, finding due publication of notice, the fact that no
persons had filed or presented objections and that therefore
the City Council had now acquired jurisdiction to re -zone
and re-classify the lands embraced in the published notice
by amendment to the Zoning Ordinances of the City, was intro-
duced and passed by the assenting votes of all members of
the City Council, i.e. by the votes of Councilmen 7feihe, Riggs,
Coffield, Tolliver and Mayor Rinn. The Clerk and City Attorney
were directed to prepare the necessary ordinance.
The application of C. B. Glisan for a varience to allow the
construction and operation of a chicken brooder house at 26

Pinkerton Avenue was ordered referred to the City Planning

BUSINESS
License applications presented October 17,1945, having received

the approval of the Chief of Police were ordered granted.
APPLICATIONS
New applications, eight in number were received, read and ordered
referred to the Chief of Police in accordance with ordinance.
Claims as filed and as approved by the Finance Committee in the
CLAW -
total amount of S 39 905.40 were approved and ordered paid on
motion of Councilman Coffield, Weihe second.
Mr John A. Henning recommended that the City enter into contract
agreements for the purchase of gasoline for the coming year to
GASOLINE -
obtain the benefit of better prices. Recommendation approved
and the City Clerk directed to publish a notice inviting bids to
be opened December 5, 1945.
STRMT
Yr Henning stated that he was in receipt of requests for street

lighting. The Council decided, that no temporary work would be
done pending the adoption of a city-wide plan for this work.
Mayor Rinn called the Councilmen's attention to a meeting to be

he;d in Stockton on November 23rd. for discussion of the problems

of Urban Redevelopment and urged that all Councilmen attend.
Mr J. A. Henning brought up the matter of abating charges for

"Victory Garden" water as allowed during war times and asked

that the Council make a decision in sufficient time so that
those contemplating using vacant lots next season might be
aware of the charges to be made.
Mr Henning also stated that the temporary 3" water line to the

quick-freeze plant of Joe Filbin on North Sacramento Street was

inadequate and that, as Filbin contemplated enlarging his
activities next year, some provision for supply should be made.
He recommended continuing the present 6" fire line to Turner
Road. On motion of Councilman Riggs, Weihe second, Mr Henning
was directed to so extend this line at an estimated cost of .
$2 735.00 including.the necessary fire hydrants.
TEMPORARY

At 11:50 o'clock P.M. the City Council adjourned on motion of
