CODICIL CHAMBERS CITY COUNCIL CIT'f HALL - CIT: Qi LODI ,DNESDAY, OCTOBER 17,1945 This regular meeting of the City Council of the City of Lodi was called to order at 8:00 o'clock P.M. (P.S.T.) of Wednesday, Oct- ober 17, 1945, Councilmen W. J. Coffield, W. E. Riggs, Harry J. PMULAR Tolliver, Otto A. Weihe and Robert H. Rinn (Mayor) present, none MEETING absent. Also attending, City Attorney Glenn West, Superintendent of Public Utilities John A. Henning, City Engineer Clinton Henning, Fire Chief George D. Polenske and Chief of Police C. S. Jackson. �- Minutes of the last meeting held October 3, 1945 were read, approv- ed as read and so endorsed by the Mayor. R.M.Lipelt of Aoodbridge, owner of four acres of land abutting on the Northwest corner of the City, requested extension of water and LIPPELT sewer services to his property, either on a contract -rental basis WATER & or by annexation, stating that he intended to erect 14 housing SEVER units at once and later increase them to 32 dwellings. Lippelt was directed to prepare a map of his property and file it, with a written statement of his project with the City Clerk and the City Engineer was requested to prepare an estimate of costs with a tentative plan for the installation of these services. J.K.Newfield Sr as spokesman for a delegation fron the Lodi Retail Merchants Bureau addressed the City Council requesting that the City, in preparing for post-war works, include the installation DCWN of a new street lighting system in the down -town section without T00 a direct assessment of costs against property owners in this sect - STREET ion, claiming that business property has already paid for the LIGHTING present system. Mayor Rinn, sneaking for the Council, stated that it was agreed that new street lighting was a necessity but that some method of financing, agreeable to the tax -payers of the City would have to be evolved, perhaps a revision of the City- licensing itylicensing ordinances or by a general bond issue. R.P.Barbour spoke in regard to the application of Veterans' Service for use of Lodi Stadium for the 1946 season for the purpose of VETERANS holding nineteen motorcycle races, preferrably on Saturday nights SERVICE as set forth in a written application filed with the Council. Mr STADIUM Barbour was informed that this application would be given full 1946 consideration in the preparation of the 1946 stadium calendar but, might be subject to different terns from last year as the Council is revisift its rules for use of the stadium. J.E.Conklin representing the Student Body of Lodi Union High PARKING School requested additional lighting for parking of automobiles LIGHTING during football games at the Stadium, particularly that the STADIUM lights in the Soft Ball Park be put on and parking be allowed in this enclosure. As an experiment in cost, it was directed that the soft ball park be illuminated on the night of October 19th, the High School to be billed for current consumed at 3¢ per kw -h. Northern San Joaquin filar Finance Committee requested an allowance $200.00 of $200.00 to defray clerical costs in the coming nVictory Loan" VICTORY campaign as the local Chamber of Commerce could not spare the IRAN necessary assistance as in past campaigns. On motion of Councilman DRIVE Weihe, Coffield second, request ordered granted. BLUCK The proposal of L. H. Bluck to purchase an 8 foor Austin Grader AUSTIN for $250.00 was allowed on motion of Councilman Weihe, Coffield GRADER second, purchaseor to accept delivery of the machine in its present condition. BOOZE Notice of the transfer of Alcoholic Beverage Licenses at 112-114 LICENSE N. School Street from Dimov to Gallagher dba as Tokay Lane was - TRANSFER received from the State Board of Equalization. QUART Reports of the City Clerk end the City Treasurer for the quarter REPORTS ended September 30,1945 were received and ordered accepted and filed. PLAN. The report of the City Planning Commission in the matter of the COMM. rezoning of properties South of Koenig Subdivision between School REPORT Street and the Southern Pacific main line right of way recommend - REZONING ing that this land be rezoned to Industrial Zone, excepting a S.SCHOOL strip on the Westerly border was received, accepted and the Clerk directed to publish a notice of hearing to be held November 7,1945 ©' COUICIL CHAN3333 CITY COUACIL CITY HALL - CITI OF LODI (:minutes of Oct 17,1945 continued) On report and recommendation of the City Planning Commission, HENTSCHEL a " Use Permit " under Section 9 of Ordinance No 238 was order - USE ad granted subject to the restrictions imposed by the Commission PERMIT in its recommendation, to H.G.Hentschel, 515 So. Cherokee Lane, motion Councilman Riggs, Tolliver second. Chief of Police C. S. Jackson informed the Council by letter of NLvS his action on the complaint of Adolph Nies referred to him on October 3rd. PERRIN kr Jackson also recommended that the application of C.Perrin and GRAFFIGNA Graffigm Bros for a loading zone at 108 N. Sacramento Street LOADING be granted. The Clerk was directed to prepare the necessary ZONE resolution required by Ordinance No. 295 for submission at the next Council meeting. STADIUM Owing to press of business, consideration of amending the rules RULES for leasing of Lodi Stadium was laid over to a later meeting. On recommendation of Fire Chief George D. Polenske, Ed Ehrhardt EHRHARDT and Clifton L. Cooper from a recently established eligible list, COOPER were appointed " Firemen" for the probationary salary of $145.00 APPTD plus the war time increase of $40.50, both appointments effective FIREMEN as of October 1st and made to fill vacancies created by the res- ignations of F. R. Buell and G. N. Blimp. Pending the establishment of eligible lists, Aaron Bauer was BAUER appointed temporary lineman at a wage of $155.00 plus war time MOTZ increase of $40.50, such appointment to be effective as of September 17, 1945. Richard Motz, temporary water amd sewer man at entrance salary of $150.00 plus the usual $40.50. ARMORY Approval of one day leases from the State of California to Lodi 1 DAY Lodge of Hoose and to Lodi Recreation Department for Lodi Armory LEASES was granted on motion of Councilman Riggs, Coffield second. Applications -for business licenses from H.M.Weil, N.G.Murrie, BUSINESS Jenner & Stroh and Palmer, Ghiglieri and McClain were received LICENSES and ordered referred to the Chief of Police in accordance with ordinance. Applications filed and presented October 3rd having received approval of the Chief of Police were ordered granted. Chief of Police Jackson appeared at this time and requested that PATRC1)= he be allowed to make temporary appointments pending establishment TEMPORARY of an eligible list to the position of Patrolman to fill one present vacancy and also an impending vacancy caused by resignations. Request allowed. At 10:08 o'clock P.Y. the Council retired into executive session, returning to open meeting at 11:24 o'clock P.Y. when adjournment was had on motion of Councilman Weihe.
