This regular meeting of the City Council of the City of Lodi
was held beginning at 8:00 o'clock P.M.(P.W.T.) of Wednesday,
September 19, 1945, Councilmen 'N.J.Coffield, !i. E. Riggs,
RL3U1.L3 Harry J. Tolliver, Otto A. 'Jeihe and Robert H. Rinn, Mayor
=TING present, none absent.
,also attending: John A. Henning, Supt. Public Utilities,
Clinton Henning, City Engineer, Geo. D. Polenske, Fire Chief.
MINUTES CF Minutes of the last Council meeting held September 5, 1945
SEPT 5,1945 were read, approved as read and so endorsed by the Mayor.
Theodore Moser addressed the Council regarding a bill for
$71.50 from Dr A. C. Boehmer for surgical services rendered
PUBLIC HEARINGS his son Raymond Moser alleged to have been injured at a track
Ranond Moser meet on the High School grounds held under auspices of the
City Recreation Department June 7, 1943. Mr Moser stated that
he had spoken to the Director of Recreation about four months
after the accident. Matter ordered referred to A.O.Pauly of
tyre Recreation Department for report to the Council.
At this time the City Council proceeded to consider informal
proposals from local insurance firms for the renewal of
Bodily Injury and Property Damage Insurance on the City's
BIDS ON AUTO fleet of trucks, trailers and passenger cars:

Cn the basis of the above proposals, award was ordered to
F. A. Dougherty & Son at the price bid as the lowest respon-
sible bidder.
Notice of the transfer of alcoholic beverage licenses at
S.B.E. 27 N. Sacramento Street from Weigand and Mindt to Schmidt,
Jackson & flan was received from the State Board of Equalization.
Maycr Rinn brought up the matter of the necessity of adopting
STADIUM a consistent policy as to rental of public facilities such
POLICY as the Stadium, Ball PRrk etc. Discussion of tentative rules
FOR RENTAL and regulations was followed by the direction that the City
Clerk ascertain the conditions under which similar facilities
were used in Fresno, Sacramento and College of the Pacific.
L.F.J. An agreement between Lodi Vounteer Fire Department and the
LV_UORY State of California for use of Lodi Amory Building on Nov-
NOV 3 ember 3, 1945 for a dance was approved and the Mayor executed
it for submission th the State Department of Finance.
Recommendations of the City Planning Cofmission after legal
hearings, in the matter of variences from the provisions of
VART_ENCES Ordinance No 238 were received avid read. On motion of
DRxGCO Councilman Riggs, 71eihe second, the applications of Howard
SILSON L. Dragoo, 3100 Temarack Drive and Lewis Dale Nilson, 1200
SC(L✓UFF'T ;lest :alnut Street were allowed and variences ordered granted.
No action was taken on the application of David Scheuffle,
1206 South Church Street.
ANIFUTAL REPORT The City Clerk presented his Annual Report of Financial
CITY CLERK Transactions of the City for the Fiscal Year Ended June
30, 1945 and on motion duly made the same was ordered accep-
ted and published in accordance with law.
Clinton Henning and John A. Henning, who attended the hearing
PEPORT before the State Railroad Commissicn of September 13th,1945
P..R.CO'MM made an oral report of the presentation of the City's plea
HEARING for modifications in the contract rate offered by Pacific
9-13-45 Gas & Electric Company for re -sale electric power.
Chief of Police C. S. Jackson presented the written resignation
RESIGNATION of 'Millard L. Fore, Temporary Police Patrolman, submitted by
OF M.L.FORE Mr Fore on acc:Dunt of pressure of other duties not permitting
him to continue. Resignation accepted with regrets.

xi.A.McLACHLAN The Chief of Police also, by letter, notified the Council that

BUSINESS License applications submitted September 5th as approved by the
LICENSE Chief of Police were ordered granted. New applications from
MATTF-113 Edwin R;'Yolff, Roy C.Baker, G.T.Horst were received and ordered
to take the course prescribed by ordinance.
S.P.R:?. The City Clerk was instructed to take up the matter of the unkempt
?SERVATION condition of the Southern Pacific Railway land lying east of
Sacramento Street between Pine and Elm Streets with that companys
General Superintendent.
At 10:50 o'clock P.M. the Council was resolved into Committee of
ZJCURNU-XT the whole and the room cleared, returning to open session at
11:20 P.M. when adjournment was taken on motion of Councilman Jeihe.

Patrolman effective September 13th at a salary of $185.50.
In regard to the letter read September 5th from several employees
SALARY
protesting salary raises in the City Clerk's office, the latter

read a letter addressed to the Council endeavoring to clear up
the misunderstanding. It was directed that a copy of this letter
be delivered to the City Employees Association.

The City Clerk was directed to investigate the feasibility and

cost of mailing bills for water, electricity and garbage to
consumers monthly.
Fire Chief Polenske reco:mended the classification of Fire
Marshal be established, outlining the duties that would appertain

to such a position and also requested that examination be held
for Fireman - Truck Driver to fill the vacancy caused by the

resignation of Victor N. Blum. He stated that he would request
that Richard B. Venable be advanced to the position and salary
of Fire Marshal, either by promotion or exaraination.On motion
of Councilman Riggs, `"eihe second, Resolution No 1239 " A RESCIr
UTION ESTABLISHING THE CLASSIFICATION OF FIRE MARSHAL IN THE
FIRE DEPARTMENT, SPECIFYING THE 1UALIFICATIONS THEREFCRE AND
FIXING THS SALARY THEREOF " was introduced and carried by the
assenting votes of all members of the City Council.
City engineer Clinton Henning presented preliminary estimates
ARMORY
for repairs to the roof of the armory building to -cost $9325.00.
ROOF
He was directed to make further study of the building and ascertain
if the roof and orals could not be repaired at less cost.
Mr Henning also submitted estimates of the cost of resurfacing
South Church Street in the 800-900 and 1000 blocks with a state-

estimated cost of $2 925.00. Cn motion of Councilman Coffield,
Fig-gs second, Mr Henning was authorized to make such repairs up
to a cost of about $ 2 000, it to be understood that this is to
be a repair job pending permanent improvement through district
assessment or otherwise as the Council might hereafter determine.
