Councilmen Haske21, Lytle, Riggs, Tolliver and Rinn present, none absent. Also attending - City Attorney West, City Engineer Henning, Superintendent of Utilities Killelea, Fire Chief Polenske and Recreation Director Pauly. Minutes of the last regular meeting held December 4,1946 were read, approved j as read and so endorsed by the Mayor. Minutes of the adjourned meeting of December 9th not having been reduced to writing were passed for future approval. PUBLIC HEARINGS - This being the day and hour set for the opening of sealed bids on the City's requirements of gasoline for the calendar year 1947, proper publication of notice therefore was proven by affidavit of the principal clerk of the publisher of the Lodi Times and the Council proceeded to open, canvass and declare the bids received, to Crit: Standard Ethyl OPENING OF Petroleum Products Company .1325 .15 BIDS FOR Richfield Oil Corporation .134 .149 GASOLINE Seaside Oil Co. .14 .16 FCR 1947 Shell Oil Company .14 .16 AWARD TO Standard oil Company •135 .155 RECHFIELD The Texas Company .14 .16 Tide Water Associated Oil Co. .135 .155 Union Oil Company .14 .16 After computing bid prices applied to a base of the estimated requirements for the year, it appeared that the proposal of Richfield Oil Corporation was the lowest and best bid received and it was ordered on motion of Councilman Riggs,- Haskell second, that this contract be awarded to Richfield Oil Corporation at the prices named in its bid. This being the time set by order of the Council and named in legal notice thereof for the reception of objections to the granting VARIENCE OF of a varience from the strict application of the provisions of HILDENBRAND Ordinance No. 238 relating to rear yard space of the lot at 341 GRANTED Palm Avenue as applied for by ±k. Hildenbrand, due publication of notice of hearing was proven and on a call for objections, none were offered and it was then moved by Councilman Haskell, Riggs second that the application be granted. Motion carried and so ordered. On the City Planning Commissions recommendation, it was directed VARIENCE OF that after legal notice, a hearing be had January 9th,1947 on the MUSOLINO SET application of D. Musolino for permission to exceed the height FOR HEARING requirements of Section 14 of Ordinance No. 238, such hearing s to be before the Council in open meeting at 8:00 P.M. of that day. CO!iWUNICATIONS, NOTICES & REPORTS - The Board of Supervisors notified the Council that the matter of GARBAGE improving and extending the road north of Gruttidauria Winery to ROAD the City's proposed dump ground north of the mokelunne River had been referred to E. G. Stuckenbruck, Supervisor for this district. S.B.E. State Board of Equalization filed notice that Harlan Bitter had BITZER applied for an " on sale " beer & urine license at 22 N.Cherokee. Soroptdmist Club of Lodi advocated parking at a very acute angle SOROPTIMIST and the installation of parking meters in the business district by a letter addressed to the Mayor and City Council. A letter from H.E.Mahaffey, Proprietor of City Cab Company, re- questing permission to charge and collect fares at a greater rate that now charged was read and Mr Mahaffey, being present, explained CITY CAB CO. his application. He proposed to charge 250 for the first third mile INCREASE IN and•10¢ for each additional third mile and, where additional pass - PATES angers were on the same trip, add 10¢ for each passenger additional GRANTED transported. The request appearing reasonable, Mahaffey was granted permission to establish fares in accordance with his application Raymond Alveti, appointed Probationary Police Patrolman December 5, ALVETI 1945 and resigned August 14, 1946, applied for reinstatement on the APPLICATION police force. The City Employees Association invited the City Council and heads of City Departments to attend a dinner at the Main Street Fire Hall on December 19, 1946. This invitation accepted with thanks of the t Council At this time the written resignation of Chief of Police Clarence RESIGNATION S. Jackson was received and read, such resignation to become OF C.S.JACKSON effective January 1, 1947 or as soon thereafter as a successor to ACCEPTED Mr Jackson could be appointed. It appearing that Mr Jackson was fixed in his determination, it was moved by Councilman Tolliver, Lytle second, that his resignation be accepted. Mayor Rinn and Councilman Tolliver expressed the regret of the City Council that the City was loosing Mr Jackson's services. RESOLUTIONS AND CRDINANCES - OPDINANCE NO. 342, entitled, " AN OFDINANCE ,:,."NDING SECTION 4 OF ORDINANCE NO. 297 ENTITLED ' AN ORDINANCE OF THE CITY COUNCIL OF THE .CITY OF LODI RELATING TO THE PUBLIC POUND " having been reg- OPOINANCE NO, ularly introduced and read on December 4, 1946 was brought up for 342 ADOPTED passage on motion of Councilman Riggs, Haskell second, second (DOG & CAT reading omitted, after reading by title, by unanimous consent, and LICENSES) then passed, adopted and ordered to print by the following vote: AYES: Councilmen, Riggs, Haskell, Lytle, Tolliver and Rinn. NOES: Councilmen, None. ABSENT: Councilmen, None. Mayor Rinn then signed this ordinance in approval thereof. ORDINANCE NO. 331, entitled " AN ORDINANCE PROVIDING RULES AND REGULATIONS FOR PLUMBING AND DRAINAGE '#MRK IN THE CITY OF LODI; PROVIDING FOR LICENSES, REGISTRATION AND PERMITS FOR ALL PERSONS ORDINANCE 331 DOING PLUMBING: CREATING THE OFFICE OF tLUMBING INSPECTOR AND ADOPTED ASSISTANT PLUMBING INSPECTOR, DEFINING THEIR POWERS AND DUTIES; (PLUi®ING CODE)PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE AND REPEALING ALL ORDINANCES AND PARTS OF OMINANCES IN CONFLICT HEREWITH IN SO FAR AS SUCH CONFLICT MAY EXIST " having been regularly introduced on December 4, 1946, was brought up for pass- age on motion of Councilman Haskell, Riggs second, and, after reading by title, second reading was omitted and this ordinance passed, adopted and ordered to print by the f-ollowing vote: AMTS: Councilmen, Haskell, Riggs, Lytle, Tolliver and Rinn(Mayor) NOES: Councilmen, None. The Clerk was then directed to arrange a meeting with the County Health Officer relative to the holding of examinations for master and journey -men plumbers after the effective date of this ordinance. CHLORINE The annual contract for liquid chlorine with Great Western Electro - CONTRACT Chemical Company was ordered renewed for 1947 at the same prices RENE+ED obtaining in 1946. Two business license applications were given first reading and refe:-red to the Chief of Police for recormtendation. All licenses BUSINESS applied for December 4, 1946, excepting that of Antonio Valdez, LICENSES rooming house, 103 East Pine Street, were granted. License was VAIDEZ refused Valdez on t#e grounds that the Chief of Police had found DENIED that the proposed operator was known to be an operator of houses of ill repute. At this -time, Recreation Director Arvid O. Pauly, presented the certificate of W. F. Meezke, Personnel Clerk, that Florence Riggs, FLORENCE employed in his department for the past five years on an hourly RIGGS basis, had passed examination for the position of Secretary -Clerk APPOINTED and Pauly recommended that *he be appointed as a probationary SECTY-CLK Secretary Clerk. Recommendation accepted and salary fixed at $160.00 per month. From an eligible list certified by the Personnel Clerk, and on E.A.SCHILUT recommendations of the City Engineer -and Superintendent of Utilities, ROBT KUNZ E. A. Kayl and Norman L. Little were appointed Laborers at APPOINTED a wage of $190.00 per month effective January 1, 1947. From certification dated December 5, 1946 from the Personnel EDDIE Department, and on recommendation of the Superintendent of Utilities, Fr"MHOUR Eddie Freshour was appointed Laborer at $190.00 per month as of LABORER January I, 1947 A contract dated December 4, 1946 approved by Resolution No. 1293 adopted on the same date by and between this City and J.F.Watson ASSIGNMENT for the laying of pipe and backfilling trench on the Sacramento WATSON Street Industrial Waste Drain, having been assigned to Farmers CONTRACT and Merchants Bank of Lodi by the said J. F. Watson, such SACTO ST assignment was approved by motion made by Councilman Tolliver, ArPROVED Lytle second and carried and all moneys due thereon ordered paid to the assignee in accordance with this assignment. A similar assignment by the same contractor to the same assignee ASSIGNMrENT as above for the pipe laying, banding of pipe and backfilling of NATSON trence on a section of the City Main Line Sewer Outfall was 8ontract approved on motion of Councilman Riggs, Tolliver second. This is MAIN OUTFALL the contract dated December 4, 1946 approved by Resolution No.1294 APPROVEa adopted on the same date as that on which the contract was executed. In order to meet work progress payments to contractors Wright and Webster on the Sacramento- Street Drain and the Main Outfall Sewer RFS. 1298 Line, the sum of 810,000.00 was transferred from General Fund to TRANSFERRING Revolving Fund to be disbursed on certificate of the City Engineer $10 000 TO subject to Council audit by the adoption of Resolution No. 1298 REV FUND introduced by Councilman Riggs, Tolliver second and carried by the following votel AYES: Councilmen, Riggs, Tolliver, Lytle, Haskell and Rinn NOES: Councilmen, None. ABSENT: None. At the suggestion of Councilman Haskell, the Clerk was directed to notify Greyhound Lines that the City would reserve and mark GREYHOUND off parking spaces for their bus lines on the west side of North PARKING Sacramento Street from the North line of Elm Street to the South SPACE line of the alley between Elm and Sacramento Street, such reserv- ation to continue for six months pending Greyhound Lines securing an off street depot site. Also, that no further "double parking " of busses thus blocking this street would be tolerated. The matter of the appointment of a Superintendent of Streets and of a Plumbing Inspector was put off to the next meeting. At 11:28 P.M. the Council was resolved into executive session, returning to open meeting at 11:53 P.M. when adjournment was had on motion of Councilman Riggs. Atte . F.
