P.M. of -Jedresday December 4, 1946, Councilmen Haskell, Lytle,
Riggs, Tolliver and Finn (Mayor present, none absent.

the City of Stockton had recently, in fact within this week, passed
a plumbing ordinance delegating examination of plumbers for

certificates of competency to a board of examiners consisting of two :daster

recent California Appelate Court decisions and the provisions
of Section 800 et seq of the Health and Safety Code that made
it necessary that the local Board of Health be the examining

ADOPTED. employment of this machine would expedite the work under way
and contemplated when bids were ordered for the Sacramento Street
line with no bids forthcoming.
J.F.watson, a state licensed contractor, submitted a proposal
RES 1293 for the laying of the pipe for the Sacramento Street Industrial
ADOPTED Aaste Drain, a job on which the City had been unable to obtain
SAC ST IND bids by legal advertisement, and it was ordered that this proposal
VASTE DRAIN be accepted by the adoption of Resolution No. 1293 introduced by

The same J. F. Matson also submitted his proposal to lay the pipe
for the portion of Unit 1 of Pipe Line 1 of the Main Line Sewer
RES. 1294 Outfall, a part of the work on which bid received had been rejected
ADOPTED by Resolution No 1288, adopted November 20,1946 and also not

PIPE LINE 1 the only way to continue with this urgent project, it was accepted
PIPE LAYn1G by the adoption of Resolution No. 1294, introduced by Councilman
Tolliver, Lytle second and carried without dissenting vote.
LODI Lodi Garden Club submitted a plan for a flower bed in front
GARDEN CLUB of the City Hall and permission to put in the same was granted.
Business License Applications of November 20th having been
BUSINESS approved by the Chief of Police were ordered granted, applications
LICENSES filed since that date were read and ordered referred to the Chief
of Police in accordance with ordinance.
Claims in the amount of $39050.69 as approved by the Finance
CLAIMS - Corani.ttee were approved and ordered paid and additional sums in the
aggregate 36 453.26 ordered paid on the City Engineers certificate
by the following three resolutions adopted without dissenting vote:
Resolution No. 1295 ordering payment on certification of
RESOLUTION 1295 completion of the City Engineer for gutter work in an alley
(1.WEBSTER) in Block 18, Mokelumne to warren ;Vebster of $474.60 introduced
by Councilman Riggs, Tolliver second.
Resclution No. 1296 ordering payment of $4 472.26 to Claude
C. Wood for balance due on alley and street work contract

Resolution No. 1297 transferring the sum of $1 506.40 from
PWSOLUTION 1297 General Fund to City Clerk's Revolving Fund for disbursal to
TP.:NSFERRING Contractor J. L. debater in amounts certified as due by the
$1 506.40 City Engineer on account of pipe laying on outfall sewer.
Chief of Police Jackson addressed the City Council in favor
of the a?plication of Patrolman Avery E. White for leave of absence
3'IHZTE for twenty days without pay, stating that White had twelve days
LEAVE vacation time, twelve days overtime and nine holidays due him with
pay. Application ordered granted.
At 12:30 A.M. of December 5, 19462 this meeting adjourned on

Motion Haskell, Riggs second City Attorney proceed with actions
to condemn sewer line rights of way after making offer of $800
per acre_for land taken plus any damage to special crops, such
offer to obtain until noon of December 13, 1946. Motion carried
without dissenting vote.
