This regular meeting of the City Council of the City of Lodi was called to
order by the Mayor at 6:15 P.L. of :i dnesday, November 20, 1946, Councilmen
Haskell, Lytle, Riggs, To:liver and Rinn (Mayor) present, none absent.
Also attending City Attorney pest, City Engineer Henning, Superintendent
Killelea, Fire Chief Polenske, Chief of Police Jackson and Recreation Director
Pauly.
Minutes of the last meeting held November 13th and record of adjournments
made by the City Clerk on November 18th and 19th were read and approved.
COMMUNICATIONS AND NOTICES -
Lodi Library Board, by resolution, requested that angular parking
LIBRARY BOARD be preserved on Pine Street as allowing library patrons more
PARKING parking space. Communication laid over for consideration later
in this meeting.
Arvid 0. Pauly, Director of Recreation, presented a copy of a
letter written by him November 13th to the Adjutant General
requesting use of Lodi Armory under sub -lease for certain times
'during ?linter and Spring months. As the dates requested did not
PAULY conflict with those previously granted to other applicants, it
ARMORY USE was ordered that the City Clerk notify the Adjutant C-eneral that
Mr Pauly's application had the sanction of the City Council.
Mr Pauly also made a brief statement regarding future use of the
Municipal Baths Building, its proposed moving and proposals
PAULY for assistance in maintenance costs by quasi public organizations.
BATHS BLDG He was directed to proceed further in conjunction with the City
Engineer's office, the Civitan Club and Boy Scouts to plan for
the best uses'that could be made with the building and the site
on which'it is located.
Pauly also recommended that Florence Riggs, on his payroll for
PAULY re about five years be given permanent status as a City employee
RIGGS & and that Orrest !terry, mow part time Play Ground Director be also
PERRY taken into the City's service permanently. He was directed to
consult with W. F. Meeske, Personnel Clerk to this end.
Claude C. Wood, Contractor, applied for termination of his contract
of August 14, 1946 for street and alley improvements, such tenni.n-
C.C.IOOD ation to be effective as of November 20,1946, stating that the
TMUSINATICN coming of Winter rains would prevent further work. This application
OF CONTRACT being approved in writing by the City Engineer, it was directed
that a final account be rendered, approved by the City Engineer
and final payment made of such account when adjusted.
Ed Sayler, employed in the City Clerk's office as temporary clerk
SAYLER since August 14, 1946 submitted his resignation effective November
23, 1946.
State Board of Equalisation notified the Council in usual form of
S.B.E. the transfer of license ownerships at 103 East Pine Street and
at 117 N. Cherokee Lane. No objections offered.
Forrest E. Cooper, poundmaster, through Councilman Lytle, recommen-
INCREASE ded that male dog license fees be increased to $2.00 for male dogs
POUND iE S and $1.00 for male cats. The City Clerk was directed to prepare an
ordinance embodying these increases for submission at the next
meeting.

Fire Chief Polenske reported on the letter of E. D. Moody, Super-
intendent Southern Pacific Company relative to rubbish burning
at -the City dump ground in the vicinity of that Company'd Mokel-
umne River bridge. He stated that there could be no cause for
alarm providing the Company kept the grass from its own grounds
adjacent to both the bridge and the dump ground.
Discussion of traffic bontrcls on Cherokee Lane particularly at
the Pine Street and Victor Road intersections was instigated by
a complaint from the Highway Committee of the Chamber of Commerce
that the City did not seem to be interested in obtaining stop
and go signals at these crossings. Councilman Lytle suggested
that the City consider a plan drawn by Clifford Gatzert fot the
channelling of traffic into this State Highway.

Ordinance No 331 relating to plumbing regulations was again laid

over at the request of Councilman Lytle. City Attorney '.*est

presented an opinion relating to the Board of Examiners as pro-
posed by Lodi plumbers based on two recent court decisions in
Fresno and in San Jose.
Consideration was then given to City Engineer Henning's First
Suoplimental Report on water rates, the Council agreeing with

his findings and instructing the City Engineer, the City Attor-
ney and the City Clerk to draft a proposed ordinance based on
this report and contemplating an approximate increase of one-
third in present water rates.
Councilman Haskell suggested that, at the same time water rates
were raised, that charges for sewer rentals be also formulated

so that collections might be made at the earliest possible time.

Haskell, Lytle second and carried by unanimous vote.
In relation to the construction of the above unit, City Engineer
Henning presented a form of contract executed by J.L.Webster

for di=ging of trench, laying of pipe and backfill from Engineers
CONTRACT
Station 232 plus 42 to 266 plus 76 as delineated on the plans
APPROVED
approved by the City Council on October 16th and this contract,

having been approved as to form by the.City Attorney, was then
approved and ordered'executed on behalf of the City by the
adoption of Resolution No. 1289 introduced by Councilman Haskell,
Lytle second and carried by unanimous vote. It was also determined
that the
balance of the work contemplated be either be performed by force
account or readvertisement for bids, whichever should be found
to the best advantage of the City.

Discussion of contentions regarding motor vehicle parking and
time limits for parking in the down town section brought forth

Business license applications presented November 6th as approved

City Superintendent of Utilities Killelea and other City officers

were directed to cooperate with the Retail Merchants Bureau in the

City 3ngineer He:ning presented a report on the cost of hand
ST S,'=ING street cleaning with an estimate of costs if a mechanical
COSTS sweeper was used for consideration by members of the City
Council, furnishing each Councilman a copy.
Mayor Rine commented briefly on an article appearing in this
evenings Stockton Record relating to a statement by a State
investigator that houses of prostitution existed in Lodi
apparently to a misunderstanding between the Police Department
and the City Council. Mr Rinn stated that there could be no
such misunderstanding as the Council had repeatedly given
directions to the Chief of Police that such places be closed
and the tenants arrested and that such was the continuing
policy of the City Council.
At 11:50 P.1i. the Council was resolved into Committee of the Whole
and the room cleared, returning to open session at 12;10 A.M.
when adjournment was had on motion of Councilman Riggs to 7:30
P.M. of Wednesday, November 27, 1946.
