Also attending City Engineer Clinton Henning, Fire Chief Geo. D. Polenske and Chief of Police C. S. Jackson The minutes of the adjourned regular meeting held September 25, 1946 were read, azproved as read and so endorsed by the Mayor. FUBLIC HnARINGS - Mr R. H. Mullen, Attorney for D. C. Turnage, personally presented TURNAGE SUB, and filed a petition for annexation of " T_rnage Subdivision" as P'=:ITION FOR territory eligible for annexation under the " Annexation of Unin- ANNEXATION habited Territory Act'of 1939". Petition accepted and ordered referred to the City Planning Coz=ission for recommendation. MMr E. J. Koontz presented the final map of " Koontz Subdivision " K^ONTZ SUB. comprising 33 lots in Tract 12 of Burr's Addition to Lodi. Cn FINAL RAP motion of Councilman Tolliver, Lytle second and carried, this AFPROVED map was approved and accepted, the City Engineer to ascertain whether dimensions, courses and distances were in accordance with a print of this map previously filed with him. Yr Vincent C. ?'lebb, Secretary of Lodi Memorial Hospital Association APPLICATION presented his final report of the Midget Auto Races for this year, OF HOSPITAL also filing an informal application for use of the Stadium in 1947 ASSCN. FOR for the holding of such races under the same terms and conditions STADIUM 1947 and for the same purposes as in 1946. Application ordered received and placed on file. Messrs Dolan &- Brix being present, were informed by Yayor Rinn KINGSBURY that George i. Side and J. Louis Perrin, owners of the fee title dIRFLEID to 2CO acres in the Kingsbury Airfield desired to talk matters over with them before entering into lease agreements and that after this conference and the return of City Attorney =lest, the necessary contract would be considered. CO'_?.IUNICATIONS, NOTICES & REPORTS - The application of Lodi Chapter No. 59, Disabled American Vet- D.A.V. P -ENT erans, transmitted through the office of the Adjutant General of OF ARMORY the State of California, for use of Lodi Armory November 9th and NOW 9 & 23 23rd and on December 14 and 28th to hold public dances was DEC 11, & 26 approved. A letter from Kenneth Prentice, Manager of Lodi Bowl, promising LODI BO'*iL that no further occasion for complaints as expressed on October 25th would exist in the future was read and ordered filed. On the written statement and recommendation of the Chief of Police SALARY INC- that the following named Police Patrolmen had completed over six REASE'S TO months of probationery satisfactory service, an increase of $10.00 4 PATROLM� per month salary was granted BERT BLAKEY, MACK M. JO".Ri[P: JOERKE was reinstated as Police Patrolman to succeed Lawrence REINSTATM Hall, deceased at a salary of $220.00 per month effective on his return to duty. P.ecommendations of Lodi detail Merchants Bureau that parallel parking be enforced on the east side of Sacramento Saerze+aata Street, Lockeford Street to Lodi Avenue, on School Street from RSC0'.".=:,TION Walnut Street to Locust Street and on Oak, Pine and Elm Streets OF MsFivHANT3 from Sacramento to Church Street; that diagonal parking at a BUREAU ON more acute angle than at present be permitted on the '-:Vest side of PARKING IN Sacramento Street, Lockeford Street to Lodi Avenue and that DO"INTOTIN parking time be limited to one hour on Sacramento Street, Locke- _ 3r•-CTICN ford Street to Lodi Avenue, School Street, Walnut Street to Loc- usr-Street and on Oak, Pine and Elm Streets, Sacramento Street to Church Street with the remainder of the down town streets restricted to a two hour limit was favorably received with the ORDINANCE comment that parallel parking should be extended to all streets ORD EED in the City except that part of Sacramento Street mentioned PPy?�R?D above. The Bureau also asked that present " Bus Stops " be shortened and that a flagman be stationed at Fine Street during the busy season. Report of the City Engineer for the two weeks, September 16 MONTHLY to 30th was submitted, and read, likewise the monthly reports of REPORTS the Chief of Police, the City Poundmaster and of the Garbage Fee Collector. ORDINANCES & RESOLUTIONS s ORDIiANCE 110. 330 entitled " AN ORDIrANCE APPROVING THE A.*,RM- ATION OF " SP ERY ADDITION " TO THE CITY OF LODI, CALIFOP.NIA OPDINANCE 330 having been regularly introduced on September 25, 1946, was SPERRY A.ODN brought up for passage on motion of Councilman Haskell, Riggs PASSED second, and, after reading by title, second reading was omitted by unanimous consent, and this ordinance passed, adopted and ordered to print by the following vote: AYES: Councilmen, Haskell, Riggs, Lytle, To'liver and Rinn. NOES: Councilmen, None. ABSENT: Councilman, None. Mayor Rinn then signed this ordinance in approval thereof. Leo F. Kidd, who had audited the City's accounts for the past LED F. KIDD several years, was reemployed to conduct a cash audit of the EMPLOYED TO records of the City Clerk, City Treasurer, Court and Police AUDIT ACCTS. Department for the two years ended June 30, 1946, it being understrod that his charges would not exceed $1,000. Payrolls in the amount of $23,923.00 as allowed by the Finance PAYROLLS Committee were approved and ordered disbursed, miscellaneous APPP.OVED claims to be audited at the next meeting to be held October 9 as the City Clerk had"not prepared them in form for submission. Business license applications on file were given firs£ reading BUSINESS and referred to the Chief of Police. License applications LICENSES presented September 25th and as approved by the Chief of Police were ordered granted. At 10:55 o'clock P.M., on motion of Councilman Riggs, the City Council adjourned to and until 7:30 P.M- of Wednesday, October 9, 1946. Attest: . F .
