HomeMy WebLinkAboutMinutes - September 11, 1946CODICIL CHAX3313 CIT, COUNCIL CITY HALL - CITE OF LODI "EDNSSDAY, SEPT 11, 1946 Pursuant to the adjournment taken from its regular meeting of September 4, 1946, the City Council of the City of Lodi met in adjourned regular sess- ion at 7:30 o'clock P.M. of Ylednesday, September 11, 1946, Councilmen Haskell, Lytle, Riggs, Tolliver and Rinn present, none absent. Also attending City Attorney ',lest, City Engineer Henning, Superintendent of Utilities Killelea. The minutes of the last meeting held September 4, 1946 were read, approv- ed as read and so endorsed by the Mayor. No persons appearing who desired to be heard at this time, the order [_ of Public Hearings was passed. Notice of a meeting of the Joint Fact-finding Committee of the Calif- ornia Legislature on Highways, Streets and Bridges to be held in Stockton September 23, 1946 was presented by the Mayor and the City Engineer and the City Clerk were directed to prepare and submit statements of the City's needs and financial ability to pay at this meeting. Notice also of a meeting of the Joint Interim Committee on Aviation from the State Senate and Assembly in Stockton September 4th at 9:00 A.H. was also read. ORDINANCES & RESOLUTIONS - OPDINANCE NO. 332, entitled, " AN ORDINANCE AMENDING ORDINANCE NO.238 BY ALTERING THE BOUNDARY LINES OF C 2RTAIN ZONES AS DISPLAYED ON THE " ZONE DISTRICT MAP " OF THE CITY OF LODI AND RECLASSIFYING AND REZONING CERTAIN PROPERTIES IN TiM VICINITY OF EAST LODI AVENUE AS PARTICULARLY DESCRIBED HEREIN " having been regularly introduced on September 4, 1946 was brought up for passage on motion of Councilman Riggs, Tolliver second, and, after reading by title, second reading was omitted by unanimous consent and this Ordinance finally passed, adopted and ordered to print by the following vote: AYES: Councilmen Riggs, Tolliver, Haskell, Lytle and Rinn. NOES: Councilmen, None. ABSENT: Councilmen, None. Mayor Rinn then signed Ordinance No. 332 in approval thereof. ORDINANCE NO. 333, entitled, " AN ORDINANCE ESTABLISHING THE OFFICE OF SUPM- INT:NDENT OF STREETS ,AND PARKS A.ND DEFINING THE POWERS AND DUTIES OF SUCH OFFICE It having been regularly introduced on September 4, 1946 was brought up for passage on motion of Councilman Haskell, Riggs second, and, after reading by title, second reading was omitted by unanimous consent and the ordinance finally passed, adopted and ordered to print by the following vote: AYES: Councilmen, Haskell, Riggs, Lytle, Tolliver and Rinn. WS : Councilmen, None. ABSENT: Councilmen, None. Mayor P.inn then signed Ordinance No. 333 in approval thereof. Councilman Riggs, seconded by Councilman Tolliver then moved that Ordinance No. ?34 be introduced and the same was read in full by the Clerk, viz: "ORDIN.ANCE NO. 334, AN ORDINANCE AMENDING SECTION 11 OF ORDINANCE NO. 238 ADOPTED JULY 19, 1937, ENTITLED: - I AN ORDINANCE TO PECULATE, RESTRICT AND SEGREGATE THE LOCATION OF INDUSTRIES, BUSINESSES, TRADES, APARTMENTS, DWELLINGS AND OTHER SPECIFIED USES: TO REGULATE AND LIMIT THE HEIGHT AND BULK OF BUILDINGS HEREAFTER EP.ECTED: TO REGULATE AND DETERMINE THE AREA OF YARDS AND OTHER OPEN SPACES: FOR SAID PURPOSES TO DIVIDE THE CITY INTO DISTRICTS, TO PROVIDE FOR ENFORCEMENT AND PFZSCRIBE PENALTIES FOR THE VIOLAT- ION OF ITS PROVISIONS, AND TO REPEAL ORDINANCES IN CONFLICT HERE'AIAITH AND DECLARING SECTIONS OF CERTAIN ORDINANCES CONTINUED IN FORCE". Said Ordinance No. 334 was then ordered introduced and laid over for the statutory period of not less than five days by unanimous vote of all members of the City Council. Councilman Lytle, seconded by Councilman Haskell then moved that Ordinande No. 335 be introduced and read and the same was read at length by the City Clerk, viz: O?DINANCE NO. 335, AN ORDINANCE A&MING ORDINANCE NO. 275 ENTITLED I AN ORDINANCE ALEENDING ORDINANCE NO. 250 RELATING TO AUTO- MOBILE TRAFFIC ON THE STREETS OF LODI ' DESIGNATING EAST ELM STREET TO BE A THROUGH HIGHi4AY AND REPEALING AL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. Said Ordinance No. 335 was then ordered introduced and _ laid over for the statutory period of not less than five days. UNFINISHED AND NEW BUSINESS - Messrs Robert Brix and Robert Dolan being present, read suggested rates for operation of Kingsbury Auxiliary Air Field under the interim license granted the City. City Attorney West read and commented on an offer made by Messrs Brix & Dolan for their employment by the City as airport managers, suggesting that certain changes and additions be made therein to add to its certainty and clarify indefinite portions thereof. Mr :'lest was directed to prepare and present a written agreement with these men for approval by the City Council and by the owners of the fee title to two hundred acres of the land on which this airport is located. (minutes of Sept 11,1946 continued) 87 COTXJCIL CHA;+13£RS CITY COUNCIL CITY HALL - CITY OF LODI The City Council determined that the sum of $500.00 would be a fair price for a strip of land owned by the City lying west of Lot 13 of Sub - Division of the Buell Land and abutting on the property of Perry Pope. The City Clerk was directed to transmit the City Councils orders that: (1) The trailer house parked opposite No. 418 West Oak Street be removed forthwith. (2) That L.O.Conett, operating a commercial repair garage to No. 205 Maple Street in violation of the zoning ordinance be notified to desist from such occupation at this location and if he still persist, that he be prosecuted in accordance with law. (3) That more attention be given to patrolling East Tokay Street, particularly at night so that residents might have access to their prop- erties and safety measures be enforced during the season when trucks are waiting for unloading at a local cannery. The application of Floyd Tlolfe for appointment as City Plumbing Ins- pector was received, read and ordered filed. Theodore Voss applied for appointment to the position of Superintendent of Streets and Parks and submitted a statement of his qualifications and experience. Forrewt Eproson,Sr, also applied by letter for this position. Both applications were ordered laid over for consideration and the further receipt of applications. The City Clerk was directed to appear at 8:00 P.M. of Nednesday, September 18, 1946 at the Council Chambers and adjourn the regular meeting to be held at that time and all hearings and proceedings scheduled for such meeting to 8:00 P.M, of Xednesday, September 25, 1946. On motion of Councilman Riggs, the City Council then adjourned.
