PUBLIC HEARINGS - Due publication of notice being proven by affidavit, the application of J. B. Heon, dba French Cleaners, for a VAKINCE OF variance to permit the replacement of a building at 4121 J.B.HEON South School Street came on to be heard. No objections, either written or oral were presented and on motion of Councilman Haskell, Lytle second, this application was ordered granted. This also being the time and -place set for the reception of objections to the rezoning of portions of East Lodi avenue as recommended by the City Planning Commissions, due pub- licstion of notice was proven by affidavit. On a call for FIZONING OF objections, no response was had and Councilman Lytle, second - EAST LODI AVE ed by Councilman Haskell moved that Ordinance No. 332 be HARING then introduced, said ordinance being entitled " AN ORDINAN- OP.DINANCE 332 CE A!°':NDING ORDINANCE NO. 238 BY ALTERING THE BOUNDARY LINTS INTRODUCED OF CERTAIN ZONES AS DISPLAYED ON THE ' ZONE DISTRICT MAP ' 1F THE CITY OF LODI AND RECLASSIFYING AND REZONING CERTAIN PROP- ERTIES IN THE VICINITY OF EAST LCDI AVENUE AS PARTICULARLY DESCRIBED HEREIN " . Motion carried and this ordinance _ ordered laid over for the statutory period of not less than j five days. -' This also being the day, hour and place designated for the reception of sealed proposals for the construction of the Sacramento Street Industrial Waste Drain under specifications SACRAMENTO adopted August 7, 1946, the Clerk reported that he had not ST :CASTE received any proposals therefore. On account of prevailing DRAIN. shortages of material and labor, the construction of this NO BIDS FOR: project was postponed until a more favorable date, the City CONTFACT. Engineer in the mean time, to solicit competent contractors who might be interested in this work. CO'-WWICATIONS - Lodi Chapter Disabled American Veterans applied by letter for STADIUM allocation of Lodi Stadium on January 1, 1947 for a football 1-1-47 game, proceeds therefrom to go to DAV and Lodi Memorial Hosp- DAY ital. Application ordered tabled for the time being. The offer of Manuel Tolegian to sell the City his painting TOIEGIAN entitled " A Street in Lodi " was referred to Councilman Haskell for investigation as to its desireability. On the recommendation of the City Planning Commission, give; after one public hearing before that body, a " Use Permit " BUCHANAN was granted to Edith A. Buchanan, dba Buchanan Hospital to USE PERMIT a' -low the construction of a building at 408 East Pine Street GPANTED to house the laundry and heating equipment of the hospital, such use to be confined strictly to the building as an E auxiliary and accessory to the hospital. �- The City Planning Commission by letter recommended that Sect- ion 11-1 of Ordinance No 238 be amended so as to include AMENDMENT TO building permits for buildings in the One and Two Family- amilySEC SEC11-1 OF Residence District Zone as well as in other zones. After ORDINANCE 238 reading of the section in its proposed form, the Clerk was PROPOSED directed to prepare and submit a draft of an ordinance em- bodying this amendment for consideration at the next meeting. Monthly reports of the Chief of Police, the City Poundmaster REPORTS and of the City Clerk for August were read and ordered filed. Messrs Brix and Dolan, applicants for use of Kingsbury Field, being present, Mayor Rinn called on City Engineer Henning for BPIX & DOLAN the estimates requested as the last mee$dng. Mr Henning stated KINGSBURY that it would cost $650.00 plus cost of electric service to AIRFIELD install minimum facilities at this field, perhaps a total cost of $ 1 000. Messrs Brix and Dolan were advised to secure information from neighboring operating fields as to charges made, operation routine and such other features as pertinent and report theta to the Council. As directed by the City Council, Chief of Police Jackson report - EAST ELM ST ed by letter that he favored the making of East Elm a through FECO)SI LADED street, removing the present restrictions favoring North Cent - AS T-HRU ST ral Avenue. An ordinance effecting this purpose was ordered prepared and submitted at the next meeting OP.DINANCE N0. 333 entitled " AN OFMINANCE -ESTABLISHING THE ORDINANCE 333 OFFICE OF SUPERINTENDENT OF ST.RE_"TS AND PARKS AND DEFINING SUPT STS & THE POWERS APED DUTIES OF SUCH OF'F'ICE +' was introduced by PAP.KS Councilman Haskell, Tolliver second, read at length by the INTRODUCED City Clerk and, by the same motion, ordered laid over for not less than five days. MARE SUBDIV A Final Map entitled " 'Mare Subdivision If being submitted, FINAL MAP the same was ordered approved and so endorsed on motion of APPPAVED Councilman Tolliver, Haskell second. A lease, dependant on the erection of an additional building, LEAST TO for the initiation of rental payments, with the State of Cal - USES APPROVED {forma covering the premises now numbered 125 No. Stockton Street for housing the Department of Employment was approved and ordered executed on motion of Councilman Lytle, Haskell second, introducing Resolution No. 1277, which was adopted by the assenting votes of all Councilmen present. An offer to lease eighty acres of the City's waste and sewage OIL & GAS disposal lands in Section 23 by Tidewater Associated Oil Co. LEASE APPROVD was accepted and execution of the lease and a suppliument thereto BY s' -..S 1276 protecting the City from surface drilling authorized by the adoption of Resolution No. 1276, introduced by Councilman Lytle, Haskell second and carried by the following vote: AYES: Councilman Lytle, Haskell, Tolliver and Rinn. PAPS: Councilmen, None. ABSENT: Councilman Riggs. City Engineer Henning reported that he had discussed the NEW DUMPING acquisition of a!ditional dumping grounds by the City in GROUNDS joint ownership with San Joaquin County with County Engineer DISCUSSED Manthey and that the latter held that the County had little or no use for additional sites of this nature. Mayor Rinn directed that Councilman Lytle be continued as committee of one to further investigate sites and rights of access. Business license applications presented August 21 were approved BUSINESS on recommendation of the Chief of Police. New applications LICENSE were read and ordered referred to the Chief of Police in APPLICATIONS accordance with the provisions of Ordinance No 277. Claims in the amount of as approved by the finance CLAIMS committee were allowed and ordered paid. The Clerk was directed ALLOWED to bill H. E. HMTING City Engineer Henning was directed to negotiate with Southern WATER & S'AER .-acific Company and the County of San Joaquin for water and CROSSINGS sewer crossings on or near '400dgridge Road between Stockton Street and Sacramento Street.
