Yinutes of the regular meeting of July 17 and the adjourned regular - me -ting of July 24th were read, approved as read and so endorsed by the Mayor. +fter reading of the minutes as above, it was moved by Councilman Haskell, Riggs second that A rid 0. Pauly, Director of Recreation, be allowed necessary expense to enable him to attend the Red Cross Aquatic School at Coer de Alaine, Idaho in September. Ed Spiekerman Concrete Pipe OPENED. Company and J. 7; W'umbert Concrete Pipe Company being the only bi_:ders. Cwing to the bids received being for but part of the call and covering sizes of pipe not mention- ed in the specifications, all bids were referred to the City Engineer for report and recommendation, later in this meeting if possible. Meeting to be held in Hotel Senator, Sacramento on Thursday, august 8th. A letter signed by T. J. Dcan doing business as "Farma? r Company" F.ArVAIR CO. a,_ -plying for permission to use the Kingdon Flight Strip for the operations of that company and setting forth the conditions under which they would be agreeable to taking over the management of this air field. As the City had not yet received its license to take over this field, further action was postponed until such license was issued by the Government. A letter from the Retail ;'erchants Bureau of the Lodi IERCHANTS BURS Z District Chamber of Commerce relating to street widening STRLET .711iNLYG by narrowing or eliminating "park ways" was read. Mayor R1•10 & LYTLE Rina appointed Councilmen l'.E.Riggs and Geo. W. Lytle PEPPESENT CITY to represent the Council in meetings of this Bureau and coordinate such proposed planning as might be brought before either body. George L. Valk and +redrew Stoyanoff requested, by letter, DEUK that the Cit, proceed with grading and oiling of Palm, Fleasant, and Linccln Avenues in or abutting on "Delle Subdivision. H.S."d1h ams, subdivider of "i+oodlake Tract" also, by T ILLI w' S letter requested a statement of policy regarding the installation of public utilities and streets in his subdivision. Discussion of the adoption of policies relating to the abeve applications and that would apply to other cases of a similar nature led to a tentative statement that, if storm drain facilities were available, the subdivider would be required to put in curbs and gutters before the City would prepare the street surfacb for temporary access; if no drainage structures were installed near enough to the tract to be used -without considerable expense, the City would grade and oil street surfaces with the expectation that the caner or his successors would put in curbs and utters as soon as labor and matariais were available and the City notified him or them so to do. The City Clerk, INCR AZ -D City Engineer and Superintendent of Public Utilities were directed P ---V NLS to obtain and submit facts and figures that would enable the Council to reach a decision so that a-ditional revenues could be provided. _ City engineer Her_ning at this time stated that he could make an PIFE oral'report on the bids on concrete sewer pipe opened at the first BIDS of this meeting. It was decided that it would be better to have this report in writing and submitted at the August 7th meeting. At 10:55 F.3c. the room'was cleared and the Council was resolved into executive session, returning to open meeting at 11:20 P.M. The application of F. E. Cooper, City Poundmaster for an increase CCCP R in pay was met with a motion that, from and after July 1,1946 and until June 30, 1947, his salary would be increased $20.00 monthly to $235.00, motion offered by Councilman Haskell, Lytle second. By unanimous consent, City Attorney Glenn Sdest was authorized to RM Agent secure the services of a right-of-way agent for acquisition of rights of way for the main line outfall sewer. COUNCIL CITY HALL - CITY OF LODI for approval at the next meeting. City Engineer Henning was instructed to :Hake a report on the opening of Pleasant Avenue and the work required to maize Palm Avenue fit for travel, also to ascertain what work should be done on Lincoln Avenue. The Board of Trustees of Lodi Public Library requested increases on account of salary raises conforming to those in other City :I'ARY offices. The additional sum of 6500.CC_to be added to an estimated L. BUDGET shortage of $467.16 for the year ending December 31, 1947 and a suoplimentary addition of $730.00 for the submitted budget for the fiscal year 1946-47. On motion of Councilman Lytle, Tolliver second, the sum of 5500.CO was allowed as requested, the suppliment- budged to be considered at the time of setting the 1946-47 tax rate.
