This regular meeting of tle City Council of the City of Lodi convened at
8:00 o'clock P.M. of 4ednesday, July 17, 1946, Councilmen Haskell, Lytle,
Riggs, Tolliver and Rinn present, none absent. Mayor Rinn presiding.
. Also attending Glenn gest, City Attorney, Clinton He.ming, City Engineer,
Thomas Yillelea, Superintendent of Public Utilities, George D. Polenske, Fire
Chief, C. S. Jackson, Chief of Police and Arvid O.Fauly, Superintendent of
Recreation.
Minutes of the last meeting held July 3rd were read, approved as read and
so endorsed by the Mayor.
PUBLIC H-:ARINGS -
Mr ;9ilson H. Thompson, President of the Library Board and Miss
LIBRARY Amy L. Boynton presented the annual budget request of that
BUDGET Department which was explained in detail by Miss Boynton. This

the aruival tax levy.

RACES
A. J. Randolph of the Mmerican Legion objected to rental of
LCDI 1111 -'ORT to private parties for commercial dances as conflict-
ing with veteran's dances at tacke Grove. Mr Leroy Swenson, one

of the proposed lessees asked consideration on the grounds that

these dances would supply a coimunity need, particularly in the
.'linter season. Mr Swenson was advised that he should endeavor
to secure sponsorship by local charitable or veteran's bodies
if he desired to conduct these dances. On motion of Councilman
Tolliver, Lytle second, the City Clerk was directed to notify
the Adjutant General that the City would not approve of privately
conducted dances not having a public interest locally.
Arvid 0. Pauly presented specifications and estimates for re-
surfacing the tennis courts in Lawrence Park but advised the

Council to proceed with caution as these courts might be in the
way of future development of the base ball field adjoining.
After some discussion, Mr Pauly was instructed to obtain estimates
and make plans for four courts to be located on the Salem School
Lot.

authorized to purchase an address system and record changer for
$185.00
Hr Pauly also requested a.ilowance for him to attend a Red Cross
Aquatic School to be held in Couer de Alaine,Idaho in September.
No action taken.
Due notice by publication being proven and on call for objections
being madei no -persons appearing to protest, variences from the

granted in accordance with the findings of the City Planning

Isador Salaum, F. Yl. Berger, Donal J. Broesamle and Jake Bietz
all as set forth in their several applications on file.
In the :natter of the rezoning of properties South of Sturla
Street between Church Street and Quimby Avenue, due publication
of notice of intention was proven by affidavit and the Mayor
called for protests. No protests being offered, Ordinance No.
327 was introduced on motion of Councilman Riggs, Tolliver second,
read at length by the Clerk and ordered laid over for the stat-
utory period of not less than five days, this ordinance being

At this time a petition was received signed by twenty-five
persons requesting rehabilitation and enlargement of the baseball
CL03SON field in Lawrence Park. Archie Closson explained the necessity

- PARK City Engineer was instructed to meet with baseball fans and
and ascertain what changes are possible at the present to
remedy shortcomings and report to the Council.
George G. Pepper applied for appointment as Plumbing Inspector
but there being no vacancy at present, no action taken.
?.;:.?CRT CITY City Engineer Henning filed a written report on the activities of
ENGIN= his office for the first fourteen days in July. Arthur C.
PAC.COAST Heckenlaible, City -Building Inspector was authorized to attend
BLDG OFF. the Pacific Coast Building Officers Conference at Victoria,B.C.
CONF. September 17 to 20.
Glenn West, City attorney explained -the difficulties encountered

On report of the City Planning Commission stating that after one

HUBER varience for side and rear yard encroachment at 120 N. Pleasant
Avenue, this matter w_s set for hearing August 7th and the Clerk
instructed td make the necessary publication of notice.

The City Planning Commission, by letter, recommended that four
lots in " Gerard Tract " be annexed to the City in accordance with
the petition of H. F. Putney et al submitted to the Commission
,017EXATICN OF by the Council July 3, finding that the same were suitable for

On the recommendation of Mayor Rinn, it was moved by Councilman
TECKL NBURG Lytle, Riggs second, that Ur :!alter J. Tecklenburg, 107$ South

mission vice Mrs Faith M. Coffield resigned.
Alvir. Saulsbury was appointed ti Radio Tecnician " for servicing
SAUISBURY Police Department radio at a salary of ,$20.00 per month beginning
August 1, 1946, motion Councilman Tolliver, Lytle second
Pete Bordenave of French Camp, owner of lands coterminal with the
BOK-7-1ATE-1 three hundred three acres of the City to be used for sewage and
DITCH waste disposal proposed by letter that a joint ditch be const-
ructed between these properties to be used for drainage by the
City and for irrigation by himself. This matter referred to the
City Engineer and the City attorney to ascertain if a workable
ao cement advantageous to the City eould be effected.

Councilman Tolliver requested that the Council give consideration
to tie necessity, if any, for local rent control legislation.

cop, of a letter written by hi^t to Governor arren in res-ponse
to a telegram from the Governor requesting local information.

It was the general expressed opinion of the City Councilmen that
landlords should be advised not to make unwarranted rent increases
as the same would certainly invite drastic legislation either by
the Federal Government or by the State. Any other action was
put over pending national or state legislation.
Thomas Killelea asked that the Council act to make it possible
to enforce decent plumbing legislation. ITilliam Meyer being
PLUMBING present, spoke of his troubles in trying to obtain correction of
INSPECTION obvious errors in local plumbing. It was. then moved and seconded
that liiliam Meyer be appointed Plumbing Inspector, ad interim,
pending the adoption of a plumbing code as proposed by the master
plumbers of the city. Lotion carried.
City Engineer Henning was authorized to sell the old Case Motor
Patrol Grader to Charles Curryer for $ 500.00.
On motion of Councilman Riggs, adjournment was then taken to
8:00 o'clock P.M. of Wednesday, July 24, 19466.
